The Honorable W. D. Rogers, Jr., Mayor And City Councilmen City of Lubbock, Texas Sirs: The undersigned hereby petition you as our elected city officials to take necessary action to remedy the following situations in our neighborhood (a residential area of one -family houses, west of Slide Road, south of 19th Street and north to 26th Street): a. Remove all livestock. Horses and sheep are maintained at various residences between Slide Road and Albany between 19th and 25th Streets. b. Remove all pens and shelters for livestock. c. Now and clean up lots grown up in weeds, especially along the fences next to streets. d. Check this neighborhood for any possible unsafe facilities, es.pecially two unused swim- ming pools, which might be enticements for children or places which would be likely to breed mosquitos. e. Clear the corner of 23rd and Albany of fences which obstruct vision of drivers at this intersection. While the owners of the properties which contain livestock, overgrown lots, etc., have beautiful homes facing Slide Road and 19th Street, residents living behind Slide Road are plagued with the following annoyances and health hazards originating from the rear of these properties: a. The livestock are health hazards in a residential area because they attract blowflies. As a result, flies and mosquitos are prevalent in this neighborhood. b. The odors from the livestock pens are offensive. c. The large accumulation of dead weeds, dead trees; and trash collected along the fences around many properties and the livestock pens is unsightly and a fire hazard. d. The overgrown and unmoved lots are health hazards as they increasepollen from weeds. e. These above mentioned conditions are unsightly and tend to make this neighborhood a blight area. This devaluates the property of all residents back of Slide Road and 19th Street. We request you consider the above complaints, visit the area in question, and take steps to pro- tect the rights of all taxpayers of this area. Respectfully, Also appearing requesting that these nuisances be removed were: Mr. Walter Deely, Mr. 0. R. Short, Mr. R. 0. Goodart, Mr. Weldon E. Hargis and Mrs. Leon Alexander. The award should be made contingent upon the approval of the Federal Aviation Administration. Alternate Bid B is based on using a black base, which is a bituminous stabilized base course, in lieu of the stabilized crushed aggregate base course. While these two alternate methods of con- struction are considered equal by the FAA, we are of the opinion that the use of black base will be well worth the additional cost. We believe the black base will result in a pavement with improved stability, load carrying capab city and increased waterproofing characteristics. Also we are of the opinion there will be less maintenance required. It is pointed out that the FAA will not participate in the additional cost in the event you award the contract on the basis of Alternate B. The City of Lubbock will be required to pay the entire additional cost. Mr. Ray Biscamp of the FAA was contacted in regard to this matter. He informed us that the FAA had no objection to the award on the basis of Alternate Bid B, but reiterated that the FAA would not participate in the additional cost. The additional cost of the black base to the City would not be more than had been budgeted for construction during the planning.stage. A summary follows allocating payment of construction. costs: Division 1 Bid - Black Base $906,747 FAA Participation 436,785 (50% of $873,571) City Participation $469,962 Budgeted City Share $484,246 Division 2 Bid - Black Base $671,912 FAA Participation 315,683 (50% of $631,367) City Participation $356,229 Budgeted City Share $388,835 The budgeted City share as shown above is the amount which was used in the application for Feder4 Funds.
