A few weeks ago you asked us to review the City staff proposal that the Youth Services Department
be discontinued and that total responsibility for the counseling of youth by the City rest with
the Police Department. Included in the proposal was the plan to increase the staff of the Juvenile
Division by two additional counselors, one of which would be a woman. You invited us to make a
recommendation in this regard.
As of this date, we have had three very fruitful meetings in which we have discussed thoroughly
the proposal with members of the City staff-, as well as with a number of other people who are
knowledgeable in the area of youth and youth counseling. We have agreed to postpone making a
recommendation pertaining to the Youth Services Department pending the outcome of a possible study
of local facilities, services, and programs related to youth offenders which would be made by the
staff of the National Council on Crime and Delinquency. Application for this study grant has been
made by Lubbock County and it is our understanding that we may learn this month if the application
is to be approved.

Although we do not yet have a recommendationooncerning the -Youth Services Department per se, we
would like to cite the need for additional personnel in the Juvenile Division of the Police
Department. Of utmost importance is the need for a woman counselor. About one-fourth of all
youth apprehended by the Police Department are girls, and there is now no woman counselor in the
Juvenile Division which has a staff -of 14 counselors. We therefore recommend that a woman
counselor be added to the staff of the Juvenile Division, regardless of your decision concerning
the Youth Services Department.

Frank Caldwell, Chairman
