An 83-man Planning Committee was appointed to prepare a plan for action designed -to alleviate these problems. As a result of the intense committee activity, there has now been completed an initial plan for the reduction of criminal behavior, the increased effi- ciency of Law Enforcement, the improved administration of criminal justice and the increased effectiveness of correctional systems. An advance copy of this plan has already been distributed to you. Preparation of the plan represents the cooperative effort of general purpose governments in Crosby, Dickens, Garza, Lamb and Lubbock Counties. The plan was approved by LMCOG at their meet- ing on May 14, 1969, with a recommendation that governments in these counties take action to implement the plan. There would be little point in the preparation of such plan unless the effort was satisfactory to and met the needs of the City of Lubbock. —For this reason, every effort has been made to con- sult with City Officials. They are all to be commended for their active interest and assistance during the study. We have been asked by the Texas Criminal Justice Council to provide them with a letter from you ` stating that the plan satisfies your initial planning needs. If in fact this is so, we would greatly appreciate your preparation of such a letter addressed to LMCOG so that we may forward it to the Texas Criminal Justice Council. Sincerely, /s/ Rodrick L.
