69-28-141-324 The City Council again considered a method of disposing of garbage since the burning must be
(36) stopped by July 1, 1969, to meet the requirement of the State Department of Health.
Mr. John C. Thompson, President of Concentric Engineering Company, presented a proposal to the
City Council. Mr. Sillers of Concentric Engineering Company and Mr. Wayne Hemphill spoke in
this regard. After discussion of the proposal by Concentric Engineering Company the City Council
asked several questions to secure additional information.
Mayor Rogers made a statement concerning solid refuse disposal, the summary of his statement being
as follows:
"Solid refuse disposal happens to be one of the very necessary functions of a municipality.
Unfortunately, throughout the years most cities, and ours is a graphic example, are prone to allow
the final disposal point to become an eyesore, create smoke, obnoxious odors, and unsanitary
conditions. In many cases, the so-called dump ground is near or in the vicinity of businesses
and dwellings, and this is the condition which existed here in Lubbock for over 30 years.
I believe it would be a wise and prudent business decision for this Council to proceed with the
Concentric method of solid waste disposal.
I, personally, can endorse this method in good conscience, believing that it is in the best
interest of the citizens of Lubbock today and for those who will follow us in the future."
A report was made by the City Manager W. R. Blackwell, his recommendation being as follows:
"That we expand the interim plan and move into a permanent sanitary landfill operation on a
limited basis within the next 120 days. This approach would concur with the recommendation of
Bovay Engineer, Inc. and provide maximum flexibility for the City of Lubbock to consider new
techniques as they are developed and proven. It would also provide an acceptable method of refuse
disposal with a minimum initial investment and make it unnecessary to speculate a considerable
sum of money at this time on an untried and unproven system."
Motion was then made by Councilman Hollingsworth that the City Council accept the recommendation
of the City Manager and go into the interim landfill system. This motion died for lack of a
second.
After further discussion, motion was made by Councilman Turner that the City Council adopt in
principle, provided -the cost is acceptable to the City Council, the baling method of disposing of
garbage; that -a system be devised by staff or consultants of the staff's choice to draw a recom-
mended set of specifications as guidelines for competive-bidding on the compactor baling method of
disposing garbage. This motion was seconded by Councilman Rigsby with the following vote:
Mayor Rogers and Councilmen Rigsby and Turner voting Yea, Councilmen Granberry and Hollingsworth
voting Nay.
69-28-141-325 Motion by Councilman Granberry, seconded by Councilman Turner; motion carried, Mayor Rogers and
(49) Councilmen Granberry, Hollingsworth, Rigsby, and Turner voting Yea, none voting Nay, that the
following resolution be passed:
