In order to expedite the paving of all the Units remaining after the Property Owners hearing,
under G.W.O. 2969, we would like to propose the following alternate plan to the City.
In all the proposed Units under G.W.O. 2969 there is a total of $30,422.61 in homestead property
assessments which refused to sign or make some other satisfactory financial arrangements.
Our alternate proposal is
1. The Contractor will pave all Units remaining under G.W.O. 2969 where the R.O.W. is
. obtained.
2. Within nine months after acceptance the City of,Lubbock would purchase a total not
to exceed $20,000.00 with accrued interest to date, of homestead owners who had not
signed or made satisfactory financial arrangements. The homesteads to be sold to be
chosen by the Contractor or his assigns from units accepted under G.W.O. 2969.
3. The Contractor or his assigns will give the City the accustomed 5% discount on the
certificates purchased by the City.
4. The Contractor or his assigns will make all reasonable efforts to collect the
certificates before selling them to the City and any certificate with agreeable
financial arrangements made would not be sold to the City.
It is possible that the City's cost could be less than $20,000.00 but this is not very probable.
If this is accepted by the City, it would, subject to R.Q.W. being obtained, release all the
Units of paving under G.W.O. 2969 which were left in after the Hearing.
Yours truly,
Municipal Investment Corporation

P. 0. Box 2000.
Lubbock, Texas 79408
Dear Mr. Morahan:
March 20, 1969
You will recall that we appeared before the City Commission on January 9, 1969, requesting that
Set -Back Ordinance $5509 affecting the property belonging to T. L. Abercrombie located at the
corner of 4th and Avenue H be waived. Mr. Abercrombie had previously applied for a building
permit which was rejected because -of such Ordinance.
Mr. Abercrombie feels that the Set -Back Ordinance has destroyed a great percentage of the value
of the property to him. He has instructed me to enter into negotiations with the City of Lubbock
for the sale of the entire block -long property located at the corner of 4th Street and Avenue H,
bounded on the North by 3rd Street. Mr. Abercrombie has further instructed me to bring suit to
set aside the Set -Back Ordinance should negotiations for adequate compensation for the taking of
this property not prove fruitful.
Very truly yours,
/s/ Walker Metcalf

INTERIM PLAN FOR STOPPING BURING
Most city vehicles would haul to the Bowman site in North Lubbock. All private vehicles
would continue to go the Southeast dump and a few city vehicles picking up in the southeast dump
and a few city vehicles picking up in the southeast would continue to the Southeast dump.
If the Concentric contract is accepted, three pieces of equipment would be available shortly,
2 self -loading scrapers and one front-end loader. With our present 4 pieces of equipment, no
other equipment would be required. If the sanitary land fill plan is adopted, two self -loading
scrapers and a loader would be leased until delivery of our permanent equipment.
Method of operation at the Southeast dump ground will be to excavate between two existing
trenches for cover material and then dump waste material into the existing trenches, manipulate and
compact the material with the dozer and loaders and cover with the scraper.
Method of operation at the Bowman fill in North Lubbock will be to excavate cover material
and stockpile the material. The garbage from city vehicles will be dumped into the existing
caliche pit, compacted and manipulated with the dozer and loader and covered with the scraper.
To preclude burning, control will have to be exercised over the operations at both dumps.
This will require fencing and people at these locations.
We have a moral commitment to Mr. Bowman to fill this caliche pit which will take approxi-
mately one year. The pits at the Southeast dump will last possible nine months.
Additional operating costs for approximately one year with conversion at that time to the
baling system.

area? Mr. Wahl stated that under normal circumstances the answer would be "yes".
