The Yellow House Canyon to the North. 2. Avenue H to the East. 3. Fourth Street and Clovis Road to the South and 4. North Avenue U to the West, ! is at present one of the worst R-1 Areas in our fine community. The reasons for this is due to poor zone planning and lack of foresight on the part of the authorized Council, but mainly its i biggest fault lien in the individual residents in the area that have fallen short of his respon i sibilities to participate in local government and in not letting his local representatives know of his view on such matters that affect his daily life. i Secondly, we the members of the GUADALUPE NEIGHBORHOOD COUNCIL, a local intro -neighborhood j organization composed of persons living in the area who are interested in the welfare and beaut ' fication of the neighborhood and of persons working in the area, believe that WE DO NOT HAVE TO . MOVE TO LIVE IN A BETTER NEIGHBORHOOD, having been working to reach such goals for the last three and a half years together and in harmony with one another, and with members of the Lubboc City staff, in order to make this belief a reality. We have done whatever was necessary to bring about physical improvements in our area. Our job is far from complete, but we will con- tinue to do everything possible to make our belief an accomplished reality. For these reasons we wholeheartedly oppose this extreme zoning change request; because it will be hazardous and detrimental to both life and property in the area. We with all due respect request that you the members of our City Council, sole authorities on such matters, also oppose such unreasonable request for change of zoning. If this request for change of zoning is approved it would radically change the present zone from one establishe end (R-1_ of the zoning spectrum to the other extreme end (M-2), thereby jeopardizing all of ou worth efforts in beautifying our neighborhood and making it a better place to live. 26 1869 lil 0 MAR 2 6 11 F F11 69-28-111-258 In accordance with the above Notice of Zoning Hearing, hearing was held on Zone Case No. 1594 - (7) Request of the Planning and Zoning Commission to change property located between Erskine Street and Kemper Street and North Avenue G and North Avenue N-from "R-2 " to "M-1", 11C-3" to "M-111, "C-4" to "M-l" and "C-3" to "C-4" zoning districts. Z. Hogan, Jr. (for J. W. Reid) to change property located between 42nd Street and 4 Street on the east side of Boston Avenue from "R-l" to "C-2A" and "C-2" zoning districts. The Planning and Zoning Commission recommended that this request be denied. The following letter wa received by Mayor Rogers: Mayor W. D. Rogers, Jr. City of Lubbock City Hall Lubbock, Texas Dear Mayor Rogers: March 24, 1969 Wednesday, I will ask you and at least three councilmen for straight "C-2A" zoning on a tract at 42nd and Boston enlarging Modern Manors Shopping area. I tried for 20 feet of "C-2" on the trac to permit a pole sign and consequently came up one vote short of recommendation by Planning and Zoning. Although no opposition was present, four of eight members undoubtedly bought Mr. Burr's contention that split -tract zoning would cause a swamp of requests for signs. The tenant has agreed now to do without a pole sign. I will withdraw the request for the strip of "C-2 " that w. objectionable. I want you to have this material so that you may look it over before Wednesday. The company committed on this tract has close to 300 stores in Dallas, Texas, alone! They want 14 more, or a total of 20, here right now and practical locations are the only problem. They not employee 25 people here at $125,000.00 annually and want to move their Regional Offices here fro[ Odessa, where they have 24 stores, and establish one of their "Oak Farms" dairy processing plant: if they can open enough outlets here. This would increase the annual payroll to about $500,000.{ This spot is the most likely possibility there is to serve this neighborhood and I hope to be ab: to accomodate them so they won't get discouraged. Yours very truly, /s/ Ted Hogan E. Z. Hogan, Jr. Mr. E. Z. Hogan, Jr. appeared before the City Council in support of this zone change request and presented the following petition containing approximately 36 signatures. Honorable Members February 12, 1969 Lubbock City Planning & Zoning Commission & Lubbock City Council Gentlemen: We, the undersigned nearby property owners and residents, favor the "C-2A" restricted local retail zoning proposal for re -development of those lots on the East side of Boston Avenue South c 42nd Street that face into the "C-3" zoned property on the West side of Boston Avenue. We would like to see these lots re -developed and developed more attractively. We would not oppose one internally lit pole sign for the "7-Eleven " Store, provided that any lighted signs on the buildir itself face only into the commercial property across the street. Mayor Rogers called for opponents to appear before the City Council, but no one came forward; whereupon, Mayor Rogers announced that the hearing was closed. After consideration of all inforn tion presented, motion was made by Councilman Granberry, seconded by Councilman Rigsby, motion carried, Mayor Rogers and Councilmen Granberry, Hollingsworth, Rigsby, and Turner voting Yea, nor. voting Nay, to authorize "C-2A" zoning and pass Ordinance No. 5634 on first reading.
