SWORN TO and Subscribed before me this 23rd day of January, 1969.
Mrs. John McLarty and Mrs. Alexander Kline appeared before the City Council and gave the followin;
statements concerning the legislative bill concerning libraries.
STATEMENT CONCERNING TEXAS LIBRARY SYSTEMS ACT
Presented to
Lubbock County Commissioners
January 13, 1969
Lubbock .City Council
January 23, 1969 .
Texas started its statewide development plan with federal funds. Under that plan, as administere•
by the Texas State Library, Lubbock was named one of the ten Major Resource Center libraries in
an informal network of Systems. These ten public libraries are now connected to each other and t
the State Library in Austin by a two-way telephone and teletype system that brings most of the
library resources of the State within reach of all public library patrons. Passage of the Texas
Library Systems Act will assure perpetuation of the present statewide plan. More services and
benefits will follow funding of the Act.
Residents of Lubbock gain much by having the Major Resource Center designation. They stand to
gain directly if the MRCs are strengthened. Under the Act, as proposed, Lubbock's MRC:
1. Can receive grants of state money to improve its own collection, for personnel, for equipment
and for administrative expenses.
2. Can receive state money to pay salaries for special and extension libraries who will live in
and work out of Lubbock. More workshops on book selection, childrem's work, reference, will
bring library people to Lubbock.
3. Can develop a plan for central buying and processing of the books for its twenty-six county
area, thus giving employment to local people. and reducing the unit cost of books and material
because of volume buying.
4. Will establish a reputation for service and leadership in library circles that will improve
-our chances for recruiting professionals. This reputation for leadership should help us in
other professional fields and in business circles.
5. Will provide quality library service for Lubbock's citizens, whose high educational level,
11.9, equals that of Austin's citizens. (Educational level is the term used to describe the
number of years of formal education of the average citizen over 25 years of age.) Quality
library service will help in attracting new people of the same high educational level.
We believe that public libraries are important enough to merit financial support at the state
level as well as at the federal and local level. Lubbock citizens stand to gain directly and
immediately upon passage of the Texas Library Systems Act. The plan for statewide development,
begun with money provided by the Federal Library Services and Construction Act, has proved
workable. Perpetuation, extension, and improvement require state support.
Drafted and Presented by
Mrs. John McLarty
Library Board Chairman, 1968
After consideration of all information presented by Mrs. McLarty and Mrs. Kline, motion was made
by Councilman Rigsby, seconded by Councilman Granberry; motion carried, Mayor Rogers and Council-
men Granberry, Hollingsworth, Rigsby, and Turner voting Yea, none voting Nay, that the following
resolution be passed.
RESOLUTION
WHEREAS, the people of the State 'of Texas, knowing the value of an even better system of
libraries throughout the State, have worked together to bring forth recommendations to improve
our libraries, and
WHEREAS, a Texas Library Systems Act will be respectfully submitted by the Texas Library
Association to the Legislature of the State of Texas for its consideration this session; and
WHEREAS, the Lubbock City -County Libraries Board has worked with others across the State of
Texas on this most worthy proposal and endorses such effort; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:.
THAT the City Council of the City of Lubbock hereby states its support of the proposed Texas
Libraries Systems Act and further urges the members of the Legislature of the State of Texas to
support such Act and to vote for such Act.

FRED 0. SENTER, JR., City Attorney
69-28-40-69 Mr. Richard F. Brown of the United States Department of the Interior (Geological Survey) appeared
(7) before the City Council and presented the following proposal regarding recharge of water.
Mr. Sam Wahl,'Director
Department of Public Works
City of Lubbock
Lubbock, Texas 79407
DeaIr Mr. Wahl:
As you know from our meetings, the U. S. Geological Survey is involved in a research project to
determine methods and feasibility of artificial recharge of surface water to the ground water
reservoir, particularly in the southern High Plans area. As a part of this project, we need to
determine rates and characteristics of -water infiltration from surface spreading basins. In
order to simulate as nearly as possible the conditions which might exist using imported water, we
would like to undertake experiments using untreated water from the Canadian River Pipeline. We
anticipate that we-will'need approximately'250 gallons per minute for a period of one or more
years.
We proposed to apply this water to city land situated east of the Lubbock Municipal Airport and
north of the City of Lubbock industrial area, between city wells 58 and 59.
Our plan is to apply the water' alternately to each of -two one -acre sites. The lithologic
characteristics of the Ogallala at the site will be determined by coring the Ogallala from the
surface to its base. The rate of penetration of the water that is spread on the surface will be
determined by use of a neutron moisture meter. Some additional test holes will be drilled, mea-
surements of water levels in observation wells, and sampling of the water will be done periodically.
The recharge water would be available to the City at any time by pumping it from existing city
wells.
We would require a transmission pipe running from the Canadian River Pipeline to the spreading
basin: Within this pipe .we would need a meter to record the volume of water delivered and valves
to permit directing the water to one or the other of the two basins. In addition, we would
require permission to excavate the pits sufficiently to remove the relatively impermeable top
soil, but to a depth not expected to exceed 10 feet.
We would like permission to commence drilling a core hole and observation holes the first week
in February. Agreement on the cost of water, pipeline, valves, and meters and any other expenses
that the City feels should be reimbursed could be determined at a later date. Please call me at
P05-8541, extension 237 for any needed clarification.

CITY COUNCIL MEETING
January 23, 1969
The following discussion was taken from the tape as requested by the
City Council on February 13, 1969.
Mayor: Are you going to discuss drainage?
Marshall: I sure am Mayor. I heard you tell this body that there was
a storm sewer planned for this downtown program.
Mayor: Didn't I say it was being engineered like they are engineering
all these other programs including yours?
Marshall: Well, I didn't hear you say that Mayor, and that is whet I
wanted to hear you say. I do want to earnestly request to
the Council in their plans for storm sewers to include this.
I think that the downtown storm sewers are fine, and I
think they are needed, and the downtown ought to be properly
drained. I want to earnestly request that the Council also
include in this downtown drainage study problem the
possibility that there will be some possible relief for the
Mose Hood and Stumpy Hamilton Lake area.
Mayor: That will be done along with 66th and Quaker Streets and
these other principle spots, and we recognize your area
is a critical spot and it is going to be studied and engineered
along with all the others.
Marshall: Thank you, Mr. Mayor.
