GWO 10655 68-27-440-1070 November 21, 1968 (29) Mr. Bill Blackwell City Manager City of Lubbock Lubbock, Texas Dear Mr. Blackwell: We, the undersigned, respectfully request the consideration of the City Commission and ask that the name of the proposed avenue west of Frankford be changed from "Hornell" to"Homestead." Resi- dents and property owners of the area feel the change should be made for the following reasons: 1. Confusion will arise from the similarity between the name "Hornell" and a street already established, "Cornell." 2. The word, "Hornell", has a harsh sound when pronounced that is objectionable to many. 3. There is no relationship between the name "Hornell" and the exploration or development of Texas, the SouthPlains or the City of Lubbock. Therefore, a name more befitting could be used. The name "Homestead" has been found. to be agreeable and is offered for the following reasons: A. Homestead meets the requirements for naming streets and avenues in Lubbock. It is the name of a city east of the Mississippi River'-- Homestead, Florida. It is not the name of a university or college nor the name of a city in Texas. It begins with the letter "H" and the second letter -is "o" coming before "u" in the alphabet. The proposed name of the avenue west of -that in question is "Huron." B. The name "Homestead" has a friendly, pleasing sound when pronounced. C. The'name "Homestead" is compatible to our heritage since most of the land in the Lubbock area has been "homesteaded". For these reasons we request the Councils consideration and action in changing the name of a future avenue from "Hornell" to "Homestead". 1 I Q Respectfully submitted, /s/ R. I. Krebbs /s/ Mrs. W. It was unanimously agreed by the City Council that this procedure be made a standard policy. PRESENTATION TO THE CITY COUNCIL December 12, 1968 SECTION A - GENERAL 1. The Problem The passage of the 1968 Housing Act of 1968, setting up, among others, the provision for the Neighborhood Development Program offers the City of Lubbock some distinct advantages in com- pleting the Coronado Urban Renewal Area. The slow sale of project land in the Coronado Project has created a problem in the retirement of the LPA debt. There are only two sources of money for the repayment of the project debt, the sale of land and the Federal Grant. Compounding the problem is the fact that the payment of the Federal Grant in full is based on the completion of the sale of our land. Our current debt is $2,572,000 with an interest rate of 2.83%. Our current land inventory is $977,953.00. The total Federal Grant remaining to be paid to our Agency is $1,973,770.00 based upon the recently amended Federal Contract for Loan and Grant. This means that at present, we still have ample resources to pay off the loan, but we cannot tap these resources to any great extent until the land is sold. It is increasiagly obvious therefore that if we do not sell the land in the next few Xears that our debt service and other overhead costs could continue to add to the principal of our outstanding loan to the extent of having said loan exceed our repayment resources. II. The Solution Until the 1968 Housing Act, no feasible solution was available. The new Neighborhood Deve ment Program (NDP) provides a possible solution. We could convert the current project to this program and study other areas. The key to this solution is the fact that under NDP, a complete financial settlement is made at the end of each activity year, the earned Federal Grant is paid -in -full, and all that remains in the loan is the land inventory. In analyzing this solution as shown in Section B, we are assuming a time of about one year to effect the conversion. For convenience we are selecting September 30, 1969 as the effective date of conversion. Thus our first activity year under NDP would be from October 1, 1969, through September 30, 1970. (This timing also coincides with the City's fiscal year.) Mr. Orville Alderson of the Urban Renewal Agency appeared before the City Council and presented the above information pertaining to the Neighborhood Development Program. After consideration of all information presented, motion was made by Councilman Turner, seconded by Councilman Granberry, motion carried, Mayor Rogers and Councilmen Granberry, Hollingsworth, and Turner voting Yea, none voting Nay, to authorize City participation in the Neighborhood Development Program as set out in the above "Section A - General". Councilman Rigsby was absent at the time of this motion. A Resolution being hereby passed. (See opposite page) 68 -27-442-1079 Father John Sweeney, member of the Urban Renewal Agency, presented to the City Council a proposal (35) that residents of the Guadulupe area located in the vicinity of Avenue H and lst Street be per- mitted to clean up, level and move dirt in the above area in order to make it useful as a tempo- rary park area. Father Sweeney stated to the City Council that they would also construct side- walks around the area where there are no sidewalks. This construction to be under the supervision of the National Guard and students of Texas Tech Engineering Department. After consideration of the information presented by Father Sweeney, motion was made by Councilman Granberry, seconded by Councilman Turner, motion carried, Mayor Rogers and Councilmen Granberry, Hollingsworth, and Turner voting Yea, none voting Nay, to authorize the above work to be done under the guidance of Father Sweeney and also the Director of Public Works of the City of Lubbock, Sam Wahl •onA tho !on' ization being also given that the requirement that a permit be secured for sidewalk.;/die w ve . Also appearing before the City Council were other members of the Urban Renewal Board, including George C. Miller and Duncan Ellison. Councilman Rigsby was absent at the time of this motion. The above improvements to be constructed at no cost to the City, as recommended by Father Sweeney.
