Dear Mr. Morahan:

Re: .1308 East 54th Street
Tract 71, James Subdivision
In recent months you have contacted Mr. McBride of our office for the purpose of purchasing the
above described property for -the City of Lubbock for drainage of the area.
The houses on the property have been condemned and are considered to be uninhabitable. We at the
Lubbock Savings and Loan Association propose to deed the property to the City of Lubbock for this
purpose if the City will assume the payment of all the 1968 taxes and remove the buildings to
satisfy building code requirements.
This property was -foreclosed after the -death of the owner and abandonment by the heirs to the
property.
We will deliver a general warranty deed and you will have to satisfy yourself on the title.
Very truly yours,
/s/ Sid A. Lowery, Jr.

November 15, 1968
Honorable Mayor and City Council
Lubbock, Texas
Gentlemen:
It is obvious to us that the bid form mailed last week was designed in a manner to eliminate
any small bank from successfully obtaining a bid on the City Depository, therefore, we are
returning the bid sheet incomplete.
The bid that we submitted before was the best bid that we could give the City, and should you
desire to consider it at this time, we will be happy to honor our commitment. In our opinion,
that bid was the best for the City in that it allowed the City to invest excess funds in govern-
ment bonds or other investments that are permitted the City.
The City, in the next to the last paragraph in the bid form mailed, stated that it also reserved
the right to place or invest part or all of its surplus or excess funds outside the designated
418
ov 15 1968
depository in any lawful manner as may be determined -by the City Council from time to time through-
out the term of the contract. We would like to go on record that we would like to negotiate a
rate for certificates of deposit after the depository is chosen. Our small bank could accept up
to $1,000,000 in certificates of deposit, and we feel that we will -be in a position to offer a
good rate.
It is the desire of the Security National- Bank to assist the City in obtaining the best possible
rate for its'idle or excess funds. This is the only reason for our submitting this proposal.
Respectfully submitted,
/s/ Douglas Boren

Mayor W. D. Rogers
City of Lubbock
Lubbock, Texas
Dear Mayor Rogers:
We, the Security National Bank of Lubbock, desire to become the depository for the City of Lubbock
for the period beginning October 1, 1968, and ending on September 30, 1969 or 1970. Our proposal
is set forth as follows:
We agree to receive demand funds of the City of Lubbock in line with customary banking practices
and under existing statutory regulations governing City depositories, the same being Articles
2559 through 2566A Vernon's Annotated -Texas Statutes.
The minimum or maximum amount of deposit funds placed in our bank will be left entirely to the
discretion of the City.
All funds of the -City of Lubbock in excess'of.those deposited in our bank may be placed in such
investments as the City of Lubbock acting through its duly authorized officers or agents may
direct.- We feel that the City can realize a -substantial increase in income by having the
opportunity to invest these funds in government bonds, Certificates of Deposit, Time Deposits, or
other securities at their discretion as opposed to having large outstanding demand deposits in
banks drawing no interest.
-As security for all deposits we will pledge to the City of Lubbock assets in the form required by
Article 2560 Vernon's Annotated Texas Statutes and our pledge of these 'assets will always be in
conformity with this statute.
Demand deposits will be handled with a service charge of 10tper item on all items of deposits
made and on all checks drawn on the Security National Bank. For example, if the City of Lubbock
issues-300,000 checks, a clearing of these checks will incur a service charge of $30,000. In
addition, if 60,000 items -are handled in connection with deposits made by the City of Lubbock,
the City will incur a service charge of $6,000.
During the term of this contract advances will be made to the City of Lubbock within the limits
prescribed by law and the legal loan limit of this bank at an interest rate of 3 I/2% per annum.
Additional funds in excess of our loan limit up to $500,000 will be furnished through correspon-
dent banks under the same terms.
We agree to act as paying agent without charge on any and all bonds now existing or hereafter
issued by the City of Lubbock during the term of this contract. We further agree to service all
bonds and coupons as paying agent for the City of Lubbock without charge. The City of Lubbock
will be furnished wire transfer service to any point in the United States at our cost. Sufficient
safe deposit boxes in our bank vault will be furnished without charge to provide for the needs and
demands of the City of Lubbock.
Any items or services not specifically covered in this bid will be furnished to the City of
Lubbock at a reasonable cost commensurate with like services rendered by banks in Lubbock County,
Texas.
This bid is made subject to the terms of such rules and regulations promulgated by the Office of
the Comptroller of the Currency of the United States and the Board of Governors of the Federal
Reserve Systemas are now in existence and such other rules and regulations for these agencies as
may hereafter become effective during the term of this agreement; and if this bid should be or
become in conflict with such rules and regulations.
The intent of our proposal is to allow the City to take advantage of the investment talent avail-
able to it within its -own staff and the council available from Security National Bank, correspon-
dent bank and other sources to gain the maximum income for the City through the most advantageous
investment of its excess funds.
We indeed appreciate the opportunity of making this proposal to you.
We welcome the opportunity to explore the details of this bid with you and are available at any
time should you desire further information.
Very truly yours,
