Mr. W. R. Blackwell, City Manager
P. 0. Box 2000
Lubbock, Texas 79408
Dear Mr. Blackwell:
In conformance with our conference of August 15,
Bertram and Uzzle, we propose to make studies of and
as set forth very completely in the City's Prospectus
A. Scope
August 20, 1968
1968, with Messrs. Blackwell, Waugh,
reports on the Lubbock Canyon Lakes Project,
of August 1968, as follows:
The scope of the work is to make studies and reports covering in detail the items listed
under Section III, Areas of Study, of the August 1968 Prospectus. It is recognized that the
questions raised under Section III -A, Water Quality Requirements, are of critical importance
and should be answered early in the study. The priority questions are: Can the water in the
proposed recreation lakes be kept safe for recreation purposes virologically and bacteriologicall
And can the nutrients in the waste water be reduced to the extent necessary to preclude unsatis-
factory algae and aquatic growths such as now obtain in the Buffalo Lakes? We propose to report
on this Area of Study first and would not complete the remaining studies until these priority
questions are resolved to the City's satisfaction.
B. Consultants
Mr. Ed L. Reed of Midland will work with us, jointly, on all matters pertaining to ground
water, wells, spring flow, and -the like. Although we have personnel well versed in the other
areas of study, we would expect to consult with available specialists on particular questions.
We have in mind Dr. C. H. Connell (Professor, Environmental Health, Department of Preventive
Medicine and Public Health, Medical Branch, University of Texas) in the matter of nutrients. We
would also expect to work closely with local and State Public Health Authorities.
C. Copies of Reports
Bound copies of the various reports will be furnished in the number desired by the City.
D. Time of Services
We will report on Water Quality Requirements within three months after authorization of the
study and would expect to complete all of the work within approximately six months after the
questions covered by the first report are resolved to the satisfaction of the City.
E. Cost of Studies and Reports
Services would be performed on a per diem and cost-plus basis as follows:
a. Per Diem: S. W. Freese, M. C. Nichols, S. Gardner Endress - $150.00 per day.
b. Salaries - Actual Payroll plus 75%.
c. Expenses and Consultant's Fees: Actual Cost plus 15%.
The cost to the City of the studies and reports will be limited to $20,000 exclusive of
necessary field surveys, test drilling and laboratory analyses (virological, bacteriological and
chemical). Arrangements for performing any work not covered by the $20,000 limit shall be sub-
ject to approval by the City Engineer. (Attached find estimate of cost of studies and reports
