68-27-329-803 Mr. Nay Hale of 2321 41st Street appeared before the City Council and presented a petition con-
(10) taining 236 signatures reading as follows:
PETITION
TO THE HONORABLE CITY COUNCIL, CITY. OF LUBBOCK, TEXAS
This petition is being presented by the homeowners living in the area of Sunset Addition and
others, on either side of Quaker Avenue from 50th Street to 34th Street, east and west for at
least one block. It is contended by the following homeowners, that their property is in a flood
area, and should be given some relief in evaluation for tax purposes.- It is known that a reduc-
tion on homes in the southwest area, covering the watershed of Quaker.Avenue, were given a reduc-
tion of 5% in their tax evaluation (from $6.85 to $6.50 per square foot of floor space), but in
this actual flood area the homeowners shown in this petition request the Honorable City Council
give consideration of additional relief.
The above mentioned area covered by the homeowners on this petition, have had repeated high water
in their homes, and the last heavy rainfall over the area of Quaker watershed found the area very
much -in need of relief in a reduction of their evaluation, and in added protection of storm sewer
enlargement. It is further contended by these homeowners that being situated in a flood area, the
sale value of the homes has been reduced by 50%, and it is requested that relief be granted in the
form of a 50% reduction in tax evaluation on their property until this situation has been correcte
SUGGESTED CORRECTION
According to your Engineering Office, storm water goes directly east from Slide Road to Quaker
from 50th :Street to as far down as 36th Street. At the same time considerable run-down on the
east of Quaker is from Memphis Avenue back west to Quaker. It is suggested by the homeowners a
possible substantial relief can -be had by a storm sewer on Salem Avenue from 50th Street to Maxey
Park Lake, which would intercept the run-off from the west onto Quaker. This would not put more
water into Maxey Lake, but would keep the water off Quaker before its getting to the Lake. Also,
there is a 6 Ft. by 10 Ft. line on Quaker from the Lake to 34th Street, and from its end at 34th
Street, a 60 In. line runs up to 36th Street. From 36th Street, a 54 In. line runs up Quaker
south to 42nd Street, and a 60 In. line goes up the east side of Quaker to 46th Street. These
two lines running into the one 60 In. line causes a back-up of the water before pouring into the
large line. It is suggested the line between 36th Street, and 34th Street could be larger and
give a larger run-off capacity.
This petition is presented in the form of an emergency, and we request immediate consideration
and action.
After consideration of all information presented, Mr. Hale was advised that a study was being
made of Quaker Avenue drainage between 34th Street and 50th Street and that this petition would
be taken into consideration.

SUBJECT: Studies of Youth Problems Conducted by the City Youth Council
PROBLEM AREAS STUDIED:
A. Juvenile and Youth Offenders
B. Public and Private Facilities for Youth
C. Youth Recreation
D. Facilities Available for Negro Youth Recreation
E. "Teenage Night Clubs"
The study of Juvenile and Youth Offenders was conducted by Phil Widmer and Mike
tions to the Juvenile Division of the Lubbock Police Department, Youth Services
County Juvenile Probation Office, and 99th District Court, which is responsible
Bryant. Commenda-
Department,
for handling
330
SEP 12 1966
juvenile offenders, were felt in order for the work they are presently doing with juveniles.
This report recommends that the increase in .incidents of juvenile crime be brought to the atten-
tion of the City Council for their consideration of ways to bring the information before the
general public. -This report also recognized the need for a juvenile detention home for dependent
neglect and misdemeanor cases.
Harry Bryant, Dunbar's Student Body President, conducted the study on "Public and Private Facili-
ties for Youth." The public facilities for youth recreation, according to this report, are very
good. However, some of the private facilities have something to be desired. Problem areas seen
in public facilities are: for the parks, more lighting, wider driving areas, and better cleaning
methods; for Boys Club, the Y.M.C.A., and Y.W.C.A., need of a wider outreach.
The problem areas of private facilities are: for theatres, bad movies; for bowling alleys and
skating rinks, location; and for Country Clubs, drinking and gambling on the premises. Recommended
with this study is a zoning law change to enable review by the Youth Council of application for
facilities for youth.
The study of Youth Recreation was conducted by Richard Black, Student Body President at Coronado.
This report points out a multitude of recreation facilities provided by the City Parks and Recrea-
tion Department, United Fund organizations, Public School System, and the summer baseball leagues.
The report further states however, the number of idle youths in Lubbock indicates further need for
or better use of recreational facilities. Problems pointed out here are a lack of facilities for
girls. Most public schools are not open during the summer for public use,, particularly signifi-
cant are their gym facilities, and all-night facilities are nonexistent.
Mr. Bill Sharpley drew up a report on recreation facilities for Negro youth. Mae Simmons Commu-
nity Center and "The Pleasure Gardens" seem to be the two main centers for teen recreation. Mae
Simmons provided activities for all ages and has dances and games for teenagers. The "Pleasure
Gardens" provides skating in the afternoon and on weekday evenings. It has dances for youth on
weekends.
Recommendations submitted in this report ask for more police patrolling in the area when these two
establishments close, approximately at 11:00 P.M. A minimum age for the "Pleasure Gardens" is
also suggested in the report. Patrolmen are suggested to be present at both places when large
groups of youth are present there.
"Teen Night Clubs" were reported on by Bill Sharpley and Max Blakne y, Texas Tech Student Body
President. "The one present 'teen night club' is well supervised with at least two police offi-
cers" and up to four police officers on hand, depending on the expected crowd. The owner and
operator, is -most interested in cooperation with the police officers in handling any problems
that arise. It provides the teenagers a place to get recreation and also serves to keep many of
them off the streets. Admission is reasonable and many private parties (unsupervised) are avoided
because of the club's existence.
Some drinking takes place in the area of the club, but cars are searched for liquor to cut down
on this occurance. Occasional fights which have broken out have been handled
adequately by the police officers. Parking is a potential problem should crowds get much larger.
In conclusion, this report suggests a look be taken at the "teen night club" for its service to
the community, and not'just a place for trouble to occur. Parents are encouraged to visit the
present club, free of charge, to observe activities there. Perhaps parents who are skeptical
about the standards or acceptability of such a place should visit the club themselves.
The Youth Council is willing to make a more detailed report on any of these areas or any others
.the City Council desires.
RESPECTFULLY SUBMITTED,
/s/ Ted Jolly
Ted Jolly, Secretary
City Youth Council
Rev. Herman Williams, Chairman of the Youth Council, appeared before the City Council and presented
the above report. Also present in the Council Chamber were: Joe Rose of Estacado High School,
Art Fletcher of Lubbock High School, Larry Wharton of Monterey High School, Randy Harvey of
Coronado High School, John Rhodes of Lubbock Christian College and Brenda Harvey of Dunbar High F
School. The City Council discussed present recreational facilities for young people with this
group and whether or not additional facilities are needed by the City. The City Council urged
further study by the Parks and Recreation Department of a program of entertainment for teenagers
between the ages of 17 and 21, also need for a halfway house or detention facility for young
people. The City Council expressed appreciation to Rev. Williams for the work of this board with
the youth of Lubbock, and requested their continued cooperation.

68-27-330-806 Mrs. Pat Murphy appeared before the City Council representing Posey Neighborhood and introduced
(12) Mr. George Moreno, President of the Community Action Board. -Mr. Moreno stated that the Community
Action Board is working with the Posey Neighborhood Youth in an effort to establish a Posey
Neighborhood Community Center; that the two story building heretofore discussed for purchase by
the City to be used as a community center would be acceptable. It would cost approximately
$2,000 to move and set this building on a foundation at the Posey Neighborhood site. Mr. Moreno
stated the purchasing of this building might be an "inkind" contribution to the Posey Neighborhood.

September 5, 1968
Mayor W. D. Rogers
City of Lubbock
Lubbock, Texas- .
Dear Mayor Rogers:
We, the Security National Bank of Lubbock, desire to become the depository for the City of
Lubbock for the period beginning October 1, 1968, and ending on September 30, 1969 or 1970. Our
proposal is set forth as follows:
We agree to receive demand funds of the City of Lubbock in line with customary banking
practices and under existing statutory regulations governing city depositories, the same being
Article 2559 through 2566A Vernon's Annotated Texas Statutes.
The minimum or maximum amount of deposit funds placed in our bank will be.left entirely to the
discretion of the City.
All funds of the City of Lubbock in excess of those deposited in our bank may be placed in such
13
CEP 12 1968r
investments as the City of Lubbock acting through its duly authorized officers or agents may
direct. We feel that the City can realize a substantial increase in income by having the opportunity
to invest these funds in government bonds, Certificates of Deposit, Time Deposits, or other
securities at their discretion as opposed to having large-outstadding demand deposits in banks
drawing no interest.
As security for all deposits we will pledge to the City of Lubbock assets in the form required by
Article 2560 Vernon's Annotated Texas Statutes and our pledge of these assets will always be in
conformity with this statute.
Demand deposits will be handled with a service charge of 10C. per item on all items of deposits
made and on all checks drawn on the Security National Bank. For example, if the City of Lubbock
issues 300,000 checks, a clearing of these checks- will incur a service charge of $30,000. In
addition, if 60,000 items are handled in connection with deposits made by the City of Lubbock,
the City will incur a service charge of $6,000.
During the term of this contract advances will be made to the City of Lubbock within the limits
prescribed by law and the legal loan limit of this bank at an interest rate of 3 1/2% per annum.
Additional funds in excess of our loan limit up to $500,000 will be furnished through corres-
pondent banks under the same terms.
We agree to act as paying agent without charge on any and all bonds now existing or hereafter
issued by the City of Lubbock during the term of this contract. We further agree to service all
bonds and coupons as paying agent for the City of -Lubbock without charge. The City of Lubbock
will be furnished wire transfer service to any point in the United States at our cost. Sufficient
safe deposit boxes in our bank vault will be furnished without charge to provide for the needs and
demands of the City of .Lubbock.
Any items or services not specifically covered in this bid will be furnished to the City of
Lubbock at a reasonable cost commensurate with like services rendered by banks in Lubbock County,
Texas. This bid is made subject to the terms of such rules and regulations promulgated by the
Office of the Comptroller of the Currency of the United States and the Board of Governors of the
Federal Reserve System as are now in existence and such other rules and regulations for these
agencies as may hereafter become effective during the term of this agreement; and if this bid
should be or become in conflict with such rules and regulations.
The intent of our proposal is to allow the City to take advantage of the investment talent avail-
able to it within its own staff and the council available from Security National Bank, correspon-
dent bank and other sources to gain the maximum income for the City through the most advantageous
investment of its excess funds.
We indeed appreciate the opportunity of making this proposal to you.
We welcome the opportunity to explore the details of this bid with you and are available at any
time should you desire further information.
Very truly yours,
/s/ Douglas Boren
President
Security National Bank
