The prices bid by the General Electric Company are firm and not subject to escalation within
the specified delivery time, provided their proposal is accepted prior to December 11, 1974.
Their published pricing policy regarding escalation and terms of payment which will be in effect
after that date would result in a net price increase of approximately $500,000.
Base and alternate proposals were requested in order to obtain price comparisons of units with
differing configurations. Evaluating first cost versus a wide range of fuel costs, money
costs and load factors shows that the base unit bid is the lowest priced and the one most suited
for the City of Lubbock.
Exceptions taken by General Electric to the technical specifications were insignificant. Their
proposal contained clarifying comments regarding warranty, liability and indemnity which they
specify be incorporated into any resulting contract.
Tippett & Gee recommends that the City of Lubbock enter into contract immediately with the
General Electric Company in the amount of $2,293,528 for one nominal 44,000 KW steam turbine -
generating unit with a maximum guaranteed continuous rating of 53,650 KW, complete with acces-
sories as specified.
