After consideration of all information presented, motion was made by Councilman West, seconded
by Councilman Henry, motion carried, Mayor Bass, Councilmen West, Jordan, Henry and Campbell
voting Yea, none voting Nay to approve capital improvement priorities as set forth.
74-33-426-1142 The City Council considered an ordinance revising the requirements with respect to the opera-
(11) tion of motorcycles in the City of Lubbock. After consideration of all information presented,
motion was made by Councilman Henry, seconded by Councilman Campbell, that Ordinance No.
7003 be passed on first reading with the understanding that prior to second reading, the
language refering to riding in alleys be clarified.
ORDINANCE NO. 7003
AN ORDINANCE AMENDING SECTION 18-5 OF THE CODE OF ORDINANCES OF THE CITY OF LUBBOCK SO AS
TO REVISE THE REQUIREMENTS WITH RESPECT TO THE OPERATION OF MOTORCYCLES IN THE CITY OF LUBBOCK
AS HEREINAFTER SET FORTH IN THE BODY OF THIS ORDINANCE; CONTAINING A SAVINGS CLAUSE AND A PENALTY
CLAUSE; AND PROVIDING FOR PUBLICATION.
74-33-426-1143 Motion was made by Councilman Campbell, seconded by Councilwoman Jordan, motion carried,
(36) Mayor Bass, Councilmen West, Jordan, Henry and Campbell voting Yea, none voting Nay to pass Ordi-
nance No. 7004 on first reading.
ORDINANCE NO. 7004
AN ORDINANCE REPEALING ORDINANCES NOS. 5953 AND 5974 OF THE CITY OF LUBBOCK WHICH ESTABLISH-
ED THE LUBBOCK COMMISSION TO COMBAT DRUG ABUSE.
74-33-426-1144 The City Council considered the passage of Ordinance No. 6989, changing property located on
(45) 50th Street between Salem Avenue and Utica Avenue from "A-2" Specific Use Professional Offices
to "A-2" Specific Use Professional Offices and "C-2A" Uses drone Case No. 1845-B,)on second
and final reading. After consideration of this item it was the general consensus of the City
Council to hold Ordinance No. 6989 on second reading until the parking spaces are added to comply
with the ordinance.
4-33-426-1145 The City Council considered the passage of Ordinance No. 6998 on second and final reading
(10) calling a Charter Amendment Election. Motion was made by Councilman Campbell, seconded by
Councilwoman Jordan, that there be passed on second reading the amendment in Ordinance No.
6998 regarding waiving requirements with respect to the sale of municipal bonds.
At this point, Clarke Cochran of 2811 23rd St. asked permission to speak. Mayor Bass pointed
out that ordinarily on second reading, no discussion is had, but if the Council consents, per-
mission may be granted to speak. Mr. Cochran requested that the date mentioned for the elec-
tion be changed to February 15th. It was the consensus of the Council that the date not be
changed.
Sterling Miller, Director of Finance, appeared before the City Council and presented the follow-
ing letter from Mr. Elbert Morrow, Bond Attorney with the f i rm of Dumas, Huguenin, Boothman
and Morrow, suggesting the wording on the ballot for the amendment regarding the sale of muni-
cipal bonds. November 13, 1974
Mr. Sterling K. Miller
Director of Finance
City of Lubbock
P. 0. Box 2000
Lubbock, Texas 79457
Dear Sterling:
From the information supplied, it is assumed you wish to retain the public sale provision and
only eliminate the advertisement for 30 days. The following language is a slight modification
of the language of the City of Austin Charter, retaining the thought of the last sentence of
your existing provision:
"No bonds or certificates of obligation may be sold for cash until bids, submitted in
response to public advertisement therefor, have been received and considered by the Council
in an open meeting."
On the ballot, you might have language along the following lines:
"FOR AND AGAINST:
"The amendment of Article Vill, Section V, so as to require a public sale for bonds and
certificates of obligation of the City sold for cash." 0
If this is not what you had in mind, please let me know. The words "for cash" need to be in-
cluded, as there are some instances where certificates are sold, but are delivered in payment
of work done and performed.
Very truly yours,
EMM:bjm
cc: Mr. Joe Smith /s/Elbert
Mr. Fled 0. Senter 0
At this point, Councilman Campbell stated that he would change his motion to read as Mr. Morrow
suggests in his letter. Mr. Miller stated that if the City is able to avoid the 30 day
restriction on advertising, and that there is an obvious deterioration in the market, this would
give flexibility to come in at a more appropriate time. He stated the City is looking at 7.7
million dollar bond sale, and if 1/10 of 1% of that can be saved, would amount -to $81,000.

Fred Senter, City Attorney, reminded the Council that they were not passing this ordinance
finally on second reading, but were passing it section by section, and that he wanted the
Council to be aware that this was not passage on second reading until a subsequent motion
to pass the full ordinance was made.
The vote on this motion with respect to amendment regarding bond sales was then taken and
was as follows: Mayor Bass, Councilmen West, Jordan, Henry and Campbell voting Yea, none
voting Nay.
Councilwoman Jordan presented a map showing proposed division of districts, with proposal
as to method of expansion of the City Council. After discussion of Councilwoman Jordan's
proposal, motion was made by Councilman Henry, seconded by Councilwoman Jordan, that the
City Council place before the voters of the City of Lubbock, at the January 15, 1975 Charter
Election, (1) the expansion of the City Council to 7 members, 4 members to be elected at large
including the Mayor, 3 members to be elected also at large, from three geographical areas
in the City, these areas would be divided by the City Council at the end of each 10 year
census period; Council places 3, 5, and 6 must reside in the geographic wards to be deter-
mined by the Council and Places 1, 2 and 4 can reside anywhere within the City of Lubbock:
(2)that with respect to compensation of the Mayor and members of the Council, that each
council member would be compensated in ai amount not toexceed $400 per mcnth, >heMapor not toexceed $00 per
month: (3) that no member of the City Council could succeed himself for more than one term,
and that should a council member become Mayor, that he could not serve more than one term
as council member, and one term as mayor, succeeding himself; that with respect to compensa-
tion the persons currently serving in office would continue to be paid at their present
level until the 1976 electees are sworn into office; a map to be made public, showing the
intent of this Council as to how the 3 districts would be divided into areas of approximately
50,000 population each.
In response to questions from the Council, Mr. Senter, City Attorney stated that there will
be separate propositions on the ballot, and will not be tied one to the other: to vote
"yes" or "no" on each of the propositions.
This motion carried by the following vote: Mayor Bass, Councilwoman Jordan, Councilmen
Henry and Campbell voting Yea, Councilman West voting Nay.
At this time, Mayor Bass stated that the Council understood that as requested by the City
Attorney, there will be another motion and vote on the entire ordinance just prior to the
conculsion of the agenda.
Max Tidmore, former Mayor, appeared expressing his concern, urging that no election be called
to enlarge the Council. In support of his views, he posed the following questions to the
Council:
(1) Will 7 members really provide better government?
(2) Will geographic districts really provide better government?
Motion was made by Councilwoman Jordan, seconded by Councilman Henry to pass Ordinance No.
6998 on second and final reading as a total ordinance calling a Charter Amendment Election
to be held on the 15th day of January, 1975, with these items to be voted on:
(1) Item having to do with bond sales for the City of Lubbock.
(2) Item having to do with expansion of C4ty Council from 4 to 6 members and mayor,
with geographical requirements for 3 of the City Council members.
(3) Item having to do with compensation to the Mayor and City Council members.
(4) Item having to do with succession requirements, limitation of succeeding himself
