Judge Shaw replied that he had anticipated that Mr. Junell would sign some analysis of stage of negotiations, a joint analysis signed by the City of Lubbock, and Mr. Junell; that the Commissioners' Court needed something in writing, setting out steps that would lead to a workable program, which is so important to everybody. Judge Shaw said he could not speak for all the Commissioners individually, but he felt that if the City and Mr. Junell could sign such an instrument, it would satisfy him, and felt that it would satisfy the Commissioners, and that his preference would be that something be signed jointly by Mr. Junell, and the City of Lubbock. The Indiana corridor will be built as a minimum four -lane thoroughfare containing twelve -foot lanes and a fourteen -foot median with a guarantee from Texas Tech that right-of-way for widening the street to six lanes or more as the traffic load dictates will be granted, plus turn lanes. 2. Indiana will go under the Tech Freeway with ingress and egress off Indiana onto Tech Freeway and off Tech Freeway onto Indiana. 3• If studies by engineers acceptable to the City of Lubbock and the University show that the offset of Indiana to exit on 4th Street at Joliet Avenue is not the safest and most efficient plan for all concerned, the Indiana corridor may be extended straight through as originally planned. 4.
