ATTEST: Treva Phillips, City Sec tary-Treasurer 94 IRK WEST, MAYOR PRO TEM 221 'JUri •T. 'Yr INDIANA AVENUE - 4th STREET TO 19th STREET I. BACKGROUND OF BASIC NEED Indiana Avenue was shown as an extension across the Tech campus as a part of our approved Urban Transportation Plan in 1968. Indiana was a recommended street segment in "System A-24." The character- istics and reasons for the extension are as follows: A. It was to be an extension of Lubbock's grid thoroughfare system linking Indiana north of 4th Street and south of 19th Street, with a grade separated interchange with the Tech Freeway. It was to become the only public north -south crossing of the Tech campus between Quaker and University Avenue .... a two mile distance. B. The projected city and university land uses resulted in an assignment of 14,000+ cars per day on Indiana. However, this does not include traffic generated by the Medical School and County Hospital. Generally accepted standards require six lanes for 20,000+ traffic volumes. C. The basic transportation design objectives of the Indiana segment of "System A-24" are as follows: 1. Provide proper arterial access to the central Tech campus, Medical School, sport facilities, and County Hospital. 2. Provide for existing and projected high traffic volume trips from west and southwest Lubbock into the C.B.D. 3. Prevent overloading and congestion on arterials adjacent to the Tech campus. II. COMMENTS ON "EXHIBIT A" - CAMPUS SITE PLAN A. Major Considerations 1. Fifty-five (55') feet will allow only four 11-foot lanes with an 11-foot center -turn lane. Our projected traffic volumes may be 35,000 or more,. requiring a minimum of six lanes. 2. Lubbock's standard six -lane thoroughfare requires 110' of right -of -+•ray with six 12-foot lanes and a 14-foot center -turn as shown below:
