Patterson appeared before the City Council and introduced Mr. Wilfrid M. Calnan who read (7) the following recommendations: The Honorable W. D. Rogers, Jr., Mayor And Members of the City Council Gentlemen: We, the Concerned Citizens of Lubbock, thank you for receiving us today. The Concerned Citizens of Lubbock is a group of citizens that has banded together because of their desire that our community become the best place possible for every citizen to live and to work. It represents all stations of life, all ethnic groups, and people of all religious beliefs indigenous to out City. The Concerned Citizens of Lubbock respectfully requests that the Mayor and City Council establish and pursue goals for the City of Lubbock that will hold promise of prosperity for the City and equal opportunity for all citizens to participate fully and responsibly in the life of the community. The Concerned Citizens is keenly aware that civic unrest -is one of the greatest problems in America today. We are aware that certain of our citizens do not have equal opportunity for full participation in our community. At the same time, we believe that in the comparative youth- fulness of our city, we have the potential to overcome such inequities and inequalities, and that peacefully we can build a city that will be a model of which we can all be proud.. In particular, we note that certain conditions adversely affect our minority ethnic groups and our disadvantage citizens. These include: * conditions of streets in the areas in which these people live; * health problems; * housing problems; * inadequate income; and * unequal employment opportunities. In the knowledge of these conditions, we ask that our people, take the necessary steps that will result in ask that you take the leadership in developing goals for zees equal opportunity in all phases of community living: * physical environment; you, as the chosen and elected leaders of Lubbock becoming a model community. We Lubbock that will guarantee to all citi- :1] 0 1 * public health and social services, and * job opportunity. Especially do we believe that the city has a unique opportunity to give leadership in the field of employment. As one of the largest employers in the city, the City Council can give JUL 11 13 rd A leadership in this field. City taxes support the Board of City Development. The City Charter expressly states that the City Council may direct the activities of the Board of City Development While we believe that the goal of equal employment opportunity is within our reach, we know that in the city of Lubbock this goal has not yet been reached. Frequently our native-born Negro .Americans and citizens of Mexican descent are not hired because of apparent lack of job qualifa- cation". Apparently such little opportunity for the "Qualified" exists, that the emigrate to enrich the life of other cities. We are particularly conscious that minority group college and university graduates, who could have 'used their education to enrich our city, have gone elsewhere Minority group applicants for city employment positions feel that they are denied the oppor- tunity to serve the city. This/Apecially true in clerical positions. We ask that the Mayor and City Council of Lubbock take leadership in the following ways: 1. (a) Guarantee that city positions will be "open" to -all who qualify, regardless of race, religious belief, or national origin. We understand that such positions are already"open" but tc our knowledge, among the minority group applicants, there.is a feeling that there is a climate of rejection. Many individauls who have applied for employment, feel that, in effect, they have bee given the "run around-". This feeling of rejection has prevented other qualified persons from applying. (b) When applicants for positions are not technically qualified, that their potential for job qualification be examined, and that special arrangements be made for in-service training to help candidates become qualified. While this seems to be an expensive procedure, we know that I to orient and train new worker, no matter how well qualified, an employer always spends money. 2. (a) Assume aggressive leadership in the community to secure equal opportunity in the fields of private enterprise (b) Support the Board of City Development in its announced intention to undertake a study or survey of the possibilities for securing equal employment opportunities for all our citizens. We urge that the completed study be made available for wide circulation to the public and a public listing be made of all equal opportunity employers. Many of the answers to the pro- blem of equal employment opportunity must come from those members of minority groups who have failed to secure employment. Minority group members, therefore, should be interviewed during the survey. 3. Draft a city ordinance creating a Human Relations Board or Commission. Such a body, meeting regularly, and reporting regularly, at least once quarterly, to the City Council, could provide the needed means of receiving -grievances of minority groups, and thus contend with the frustrations and allay discontent among our minority group citizens. The Concerned Citizens is more thaia discussion group. We stand ready to assist in any way t help implement our recommendations. Respectfully submitted. CONCERNED CITIZENS OF LUBBOCK T. J.
