PURPOSE Such a survey would be for the purpose of providing a detailed plan for future library development 1: For buildings (both location and size), staff, materials, etc., necessary for full librar service to the citizens of the City of Lubbock and Lubbock'County. 2.' For buildings, staff, materials, etc. necessary for the Lubbock City -County Libraries to fulfill its responsibilities as a Major Resource Center in the proposed network of public libraries in -the state of Texas. This survey would specify the type of library facilities needed as well as establish a price tag for the needs as outlined by the consultant. The survey will also evaluate the 5-year plan the Library Director prepared when the LCCL applied for designation as a major resource center in Nov. 1966 ACTION TO DATE Upon the request of the Board, Library Director Travis Tyer wrote to three experienced consultants One responded saying that because of the distance between his home and Lubbock that he could not consider the job. The other two have submitted proposals with cost estimates. BOARD RECOMMENDATIONS 1. That the proposal of Wymon Jones of Fort Worth be accepted. This proposal calls for an expenditure of $3,800. The -other calls for an expenditure of $1,500-$1,750 (Mrs. Allie Beth Martin of Tulsa). The Board recommends the higher bid for these reasons: a. Mr. Jones has had wider and more varied experience in conducting such surveys. b. Mr. Jones has first hand knowledge of the proposed network of public libraries in Texas, proposed state legislation for state aid to public libraries and the responsi- bilities of'a Major Resource Center. c. In presenting his proposal, Mr. Jones seemed to be more aware of the problems to be encountered. Thus, it is felt his time estimate is more accurate. 2. That such a survey be conducted as soon as possible so as to provide adequate time for orderly and economically sound development of the Lubbock City -County Libraries. 3. That funds be transferred within the current budget to pay for the survey. Due to under - staffing, caused by difficulty in hiring professional librarians, funds could be trans- ferred from personnel services. Mrs. John C. McLarty, Chairman of the City -County Libraries Board, appeared before the City Counci and presented recommendations of the City -County Libraries Board requesting that the City authoriz transfer of $3,800 within the Library Budget for employment of Mr. Wymon Jones of Fort Worth as Library Consultant. After consideration of the above recommendations, motion was made by Council- man Diekemper, seconded by Councilman Medlock, motion carried, Mayor ttoRoverst a . u ulmon Gran- berry, Kastman, Diekemper, and Medlock voting Yea, none voting Nay,/tolior3ze traVser of budget funds in the amount of $3,800 from 5044-111 to 5044-431. Authorization hereby given for execution by N. B. McCullough, Director of Utilities. 68-27-179-397 (30) 68-27-179-398 (31) April 22, 1968 Mr. Carroll Smith Lubbock Municipal Power & Light P. 0. Box 2000 Lubbock, Texas Re: Rights of Way - Agreements - City of Lubbock Dear Mr. Smith: The purpose of this letter is to establish a procedure between our company and the City of Lubbock Texas, concerning any further construction of facilities along the north side of West Fourth Street in Lubbock, Texas, west of Loop 289. General Telephone Company of the Southwest presently owns easements for its pole line extending west from Loop 289 along West Fourth Street for approximately 5 1/2 miles to Reese Air Force Base. In order to conserve space and avoid duplication of facilities it is thought advisable to have an agreement for the joint use of these facilities with the City of Lubbock, Texas. Since the Telephone Company easements require ownership of poles by the Telephone Company, but permit attachments by other pole users, we suggest that all future construction of facilities by the City of Lubbock, Texas, in the area in question be accomplished in the private easements of General Telephone Company of the Southwest. After placement the poles would be deeded to General Telephone Company of the Southwest, and the City of Lubbock would attach these poles without payment of any pole attachment rental. In the event that the Telephone Company elects to have the City of Lubbock, Texas, erect its new poles on shorter spans that required by the City of Lubbock, Texas, so as to permit attachment of all poles by both Telephone Company and City of Lubbock, Texas, then it is understood that the City of Lubbock, Texas, would be given a credit against pole attachment rentals owed to General Telephone Company of the Southwest in an amount equal to the unit rental of $1.50 times the number of additional poles required by Telephone Company because of exercising the above - mentioned election. With regard to pole attachments on all other joint use situations between General Telephone Company of the Southwest and the City of Lubbock, Texas, each user shall pay the other $1.50 for each pole attached. If the proposal contained in this letter is agreeable, please have the appropriate official of the City of Lubbock, Texas, sign in the space provided below. ATTEST: /s/ Hubert M.
