Statement before the Lubbock City Council on library and health services, Jan. 11, 1968, by the League of Women Voters of Lubbock. 15 JAN 11 1968 The League is a nonpartisan civic and educational organization. Our purpose is to promote politi- cal responsibility through informed and active participation in government. For the past two years the League has been studying three areas of City -County cooperation. We completed our welfare study last spring; a copy of our recommendations to the County Commissioners Court is attached to this statement. We have recently reached positions in the area of health and library services. LIBRARY SERVICES -' League members, as a result of their study of City -County library services, have found: 1.--a relatively young library system which has made progress in recent years, as evidenced by the merger of the City and County•libraries, the designation of the library as a major resource center, the acquisition of a bookmobile and the extension of service hours; 2.--a library which looks to the future with a well -devised five-year plan; 3.--a library with a per capita spending of $1.25. The national average is $2.00 and the national goal is $4.00; 4.--a devoted staff which includes 6 professional librarians. The personnel schedule in the budget calls for Ilk; 5.--current facilities which are inadequate with only one central library to serve the entire community; and 6.--salaries for professional staff which are not sufficient -to compete for the inadequate supply of trained librarians. We recommend: Budget. --that the budget be increased to $2.00 per capita in order that we might continue qualifying as a major resource center. This system is more efficient -and can offer potentially better service; that the salaries of professional librarians be -raised -in order to compete with scales of the Tech Library and other library systems. Facilities. --that the,five-year plan be implemented and accelerated, if possible. Particular- ly, we urge the establishment of branch libraries, located so that they are accessible to more low -or -moderate income residents. HEALTH SERVICES In the area of health services, we have found: I. --that the City -County Health Department is offering services in areas usually covered by public health departments. However, we feel these services should be more extensive in order to more adequately serve the public; 2.--that we concur with a statement in the Booz, Allen, and Hamilton hospital study that there is a "need for considerably more health services for Negroes and whites of Spanish ancestry." Witch doctors and midwives are still active in the Lubbock area; their presence is an indication of the need for expanded health services; 3.--that national and local studies have shown there is a correlation between income and health needs with a much higher incidence of disease and poor health in low income groups. Although there is a pilot project being carried on in one area of the city, there are other areas in need of similar health programs; 4.--that the staff has not increased to keep pace with our growing population. In good prac» tice, we need at least twice as many public health nurses as we have nPw; and three additional sanitarians are needed; S.--that the general public needs to be aware that illness in any part of the -community means potential illness to others; 6.--that there is a pressing need for more prenatal and postnatal care for residents in the ' lower socio-economic areas. We commend your approval of -the application for a federal grant to serve the medically indigent, high -risk maternity patients, and we regret that the grant was not funded at this time. We recommend: Expansion•of services. --that an enlarged Community Health Center be established, as well as branch offices throughout the city, especially in the low-income areas; that more pre -natal and post -natal clinics, well -baby clinics, dental and eye clinics be provided; that more work in the areas of eye and ear examination and drug education be initiated in cooperation with the schools; that public health education, a primary function and responsibility of a health department, needs to be emphasized and enlarged in the Lubbock Health Department program; i that a visiting nurse program be established, beyond medicare patients. 1 Expansion of staff.-- That more public health nurses and environmental sanitarians be hired to meet the needs of our growing community; that salaries be raised in order to attract and keep the needed and qualified staff. We feel that the currently -appropriated funds are being wisely spent, but they will not pro- vide for additional needed services. Since local government is charged with the responsibility of the health, welfare and educa- tion of its citizens, we hope you will give these recommendations your utmost consideration. May 1967 CONSENSUS REACHED ON WELFARE 16 JAN 11 1968 services because cooperation must be maintained and increased for the sake of the taxpayers and for increased efficiency in public service. Keeping in mind the dual responsibility of the Commissioners Court to the taxpayers and to the recipients of welfare, the Lubbock League believes that all potential recipients should be treated with dignity and at the same time funds should not be needlessly expended. In specific terms: 1. We recommend that the role and responsibilities of the County Commissioners Court, City - County Welfare Board and the Welfare Department should be clarified for the public. 2. We recommend that a more, flexible, lenient policy be adopted because needs exist which are not being met (as evidenced by U. S. Census Statistics and the innumerable volunteer agencies). In particular,. present Standard Monthly Budget Allowances are unrealistic in terms of present price -scales and emergency provisions are inadequate. I 3. We recommend that a team of qualified experts be asked to re-examine the organization n and policies of the Welfare Department. 4. To facilitate more efficent services we recommend: a. more cooperation between the state and local welfare agencies, e.g., central intake and central filing systems could be utilized; b. less crowded, more co-ordinanted facilities (if possible, in the same buildings, if not, with adequate transportation between facilities.) 5. In order to attract and keep competent staff, we recommend an increase in salaries - based on experience, education, and qualifications - such that wages will be at least equivalent to comparable positions. 6. The League believes that the welfare policy should allow available funds to be expended when needs exist. Future needs in Lubbock may require appropriations of more funds; the League believes that the present appropriations should be spent before raises in appropriations are con- sidered. The above information from the League of Women Voters was taken under advisement. A study of the said information to be made. 68-27-16-14 (9) Mr. James G. Marshall appeared before the City Council on this date for discussion of Article 10 of the City Charter and drainage. Mr. Marshall -discussed in detail with tho City Council Article 10 of the Charter and storm drainage into and from Tech Terrace Lake. The information presented to the City Council by Mr. Marshall was taken under advisement. 68-27-16-15 Motion by Councilman Kastman, seconded by Councilman Diekemper, motion carried, Mayor Rogers and (11) Councilmen Granberry, Kastman, Diekemper and Medlock voting Yea, none voting Nay, that Ordinance No. 5378 be passed as an emergency measure. 1' ORDINANCE NO. 5378 AN ORDINANCE AUTHORIZING THE ALTERING AND CHANGING OF THE PRIMA FACIE SPEED LIMIT FOR ALL VEHICLES ON THE FOLLOWING STREETS IN THE CORPORATE LIMITS OF THE CITY OF LUBBOCK, LUBBOCK COUNTY, TEXAS, TO -WIT: On both sides of University Avenue from 22nd Street to 34th Street. 68-27-16-16 The City Council considered channelization of West 19th Street from Quaker Avenue to Raleigh (12) Avenue. The need for a Neighborhood Center, with a park and playground equipment. 2. A more rigid health enforcement or abatement of a rendering plant .located in the 1700 block of 19th Street, and the farm located in the 2600 block of 19th Street. 3. The need for traffic lights on Vanda and Idalou Road, and'a School Crossing Guard on 4th Street and Walnut Avenue. 4. Better lighting on -the residential streets in this area. Reports were complied from the various departments involved and the following information was received: 1. The Posey Neighborhood is not the site for a future development of a park, because this neighborhood is located between two existing parks - Mae Simmons, which is a large park on east 24th and Quirt, with a Community Center - and Will Sedberry Park on east 10th .and Guava. The Posey area is about one half to one mile from these two parks. Addition- al park land has also been acquired on east 4th Street and Zenith for a neighborhood park; this area, although undeveloped, is also near the Posey area and later will be developed and will serve the residents ofthis neighborhood. Due to the relative closeness of the two parks, and the new proposed park on 4th and -Zenith, it is felt that this has not proved to be a critical area as far as parks are concerned (see attached map). 2. The -old street lighting policy set out that there would be a light at every intersection within a residential area. This policy has been altered, and the City is presently setting lights on every half block, providing that the City can get the easement from the property owners at no cost to the City. Attached is a map showing existing lights and lights that could be installed under our present policy. 3. The Police Department and the Traffic Engineering Department surveyed the intersection of east 4th Street and Walnut for the possibility of a School Crossing Guard. The results of the survey were marginal, and the Chief of Police and Director of Traffic recommended that we paint cross walks and erect the proper school crossings signs instead of a School Crossing Guard on a trial basis to see if this will be sufficient. 4. The Health Department is currently inspecting and surveying this area for public health nuisances. There are several hog pens and other livestock pens in this area, but due to the weather, it is hard to determine the extent of the nuisances. Presently, there are no flies, mosquitoes, maggots, or rodents harboring in these pens, but in all probability they will exist when the weather warms up. At that time, and with conclusive evidence, the Legal Department will work with the Health Department to abate this nuisance. 5. The rendering plant in the 1700 block of east 19th is no longer operating, but the condi- tions of the premises are unsanitary. It is rumored that Mr. Gillispie will not be financially able to clean up this lot, and guidelines will need to be set as to whether the City will be willing to accept the burden of this cost. Motion was made by Councilman Kastman, seconded by Councilman Med.lock, motion carried, Mayor . Rogers and Councilmen Granberry, Kastman, Diekemper and Medlock.voting Yea, none voting Nay, to authorize the City Manager to procede with items 1 thru 4 as proposed in the above report and determine the cost of eliminating -the nuisance on -item 5 and furnish this information to the City Council on January 2.5, 1968. 68-27-18-25 Motion by Councilman Kastman, seconded by Councilman Medlock, motion carried, Mayor Rogers and (26) Councilmen Granberry, Kastman, Diekemper, and Medlock voting Yea, none voting May, to authorize the first regular meeting of the City Council in February to be held on February 1, 1968 instead of February 8, 1968. 68-27-18-26 NOTICE TO BIDDERS (28) LAND FILL AT QUAKER AVENUE AND LOOP 289 SOUTH CITY OF LUBBOCK Sealed proposals addressed to the Purchasing Agent, City of Lubbock Texas, attention Floyd Nesbitt, will be received at the office of the Purchasing Agent until 2:00 p.m. January 2, 1968, for furnishing all necessary machinery, equipment, superintendence, and labor for the construc- tion of land fill along Quaker Avenue from 63rd Street to Loop 289 and along Loop 289 at Quaker Avenue, all for the City of Lubbock, Owner, Lubbock, Texas.
