(5 & 22)
Statement by W. W. Brown
City Council Meeting
October 11, 1967
Mr. Mayor, Councilmen:
As Chairman of the College Avenue Study Committee, I appeared before this council on
August 24, and presented nine (9) recommendations related to the pedestrian problem on College
Avenue adjacent to the Texas Tech campus.
At that time, the Committee was not aware of the fact that several items covered by our
recommendations would also be covered by the now pending Capital Improvements Program.
In view*of this fact, the Committee met on October 3, 1967, to discuss the situation.
All members of the Committee were in attendance with the exception of Dr. Paul Griffith
who was out of the City.
It was the unanimous opinion of those members in attendance -that the problem on College
Avenue warranted immediate action, however, in view of the conflict with the Capital Improve-
ment Program, it was the wish of the Committee that I appear here today with the following
recommendation:
In view of the fact that our previous recommendations submitted to this council as numbers
(1), (2), (3), and (7) are somewhat involved in the proposed Capital Improvements Program and
pending action by the voters, it is the recommendation of this committee that the City Council
give full consideration to immediate'implementation of the remaining five recommendations numbers
(4), (5), (6), (8), and (9).
The Committee is of the opinion that implementation of these recommendations will provide
some (although not adequate) protection for the pedestrians in this area.
The Committee is also of the opinion that implementation of the five recommendations
should in no way conflict with any proposed improvements now being considered in the Capital
Improvements Program.
We wish to emphasize that we are not withdrawing our support on the other four recommenda-
tions, however, we feel that immediate action is needed and pending the outcome of the Capital
Improvements Election, we ask for your consideration on this request.

W. W. Brown, Chairman
College Avenue Study Committee
