PRESENTATION TO CITY COUNCIL
1. Each of you has a letter explaining items the Fair Assoc, has done for the City.
r
2. Let us make clear ---we realize the City has also done many, many things for the fair.
3.- Our main concern --- at the immediate time --- is proper protection of the citizens' of
sEA 1
4 I9b/
Lubbock and the entire area who will be attending the 1967 Fair.
4. We have always cooperated with the Police Dept. by using the number of men they thought were
necessary for proper protection. Along this --- as mentioned in the letter --- we added extra
men to our Security Force last year which raised our total police cost almost $1,000.00. This
does not include the Policemen who are hired annually --- strictly by the Fair Assoc. --- to
handle the Security in the Exhibit Bldgs. and the Nightwatching duties. This amount paid in 1966
was $1,425.25 --- borne completely by -the Fair Assoc. That made total police costs to the Fair
in 1966 $5,172.25.
5. Our current plans are to use about the same number of men as last year --- a payroll of over
$5,000.00.
6. In view of past arrangements between the Fair and the City --- and in view of the ever-present
and especially pressing possibility of an emergency requiring on -the -spat attention --- we are
requesting the City of Lubbock participate with us in furnishing protection for all the people
visiting the Fair. We are not asking .the City to participate in guarding the Exhibit Bldgs. or
the Nightwatching --- as we fully accept this responsibility.
7. This is our request ---
Mr. Bob Gee appeared before the City Council requesting that the City pay a portion of the cost of
police protection for the South Plains Fair Association to be held September 25 thru September
30, 1967. After due discussion, motion .was made by Councilman Diekemper, seconded by Councilman
