R. Blackwell City Manager Members of the City Council City of Lubbock Gentlemen: Under the terms of the ordinance granting a franchise to The Lubbock Transit Corporation (Assignee of American Transit Corporation), the company may, after certifying to the council that its operating ratio is in excess of 92% and within ten days notice, put new rates of fare into effect in order to restore its operating ratio to 90%. I hereby certify that the operating ratio of Lubbock Transit Corporation for the five month period January 13, 1967 thru May 31, 1967 was 99.7% (see exhibit #1). Accordingly, we are establishing new rates of fare, effective , 1967, as follows: New Rate Old Rate Base Fare 25o 200 (Thru High School) School Fare 150 100 (Routes #3 & #12) Zone Fares 054; 05p Transfers 02,r,% 02q It is our best, judgement that the above rate increase will result in a 12% decrease in adult passengers and a 10% decrease in school passengers using the service. From the above we can assume that had the above fare been effect during the 1st five months of 1967 the following could have been expected. 273,174 fares @ .20fi $549634.80 Less 121% anticipated passenger loss 34,147 fares @ .25e 59.756.75 239,027 NET GAIN $ 5,121.95 10,104 fares @ 25c. 2,526.00 Less 12k% anticpated passenger loss 1,841 90841 fares @ 30c 2,952.30 Net Gain 436.00 222 JUL 13 1867 Less 16k% anticipated passenger loss 107,706 Fares @ 10q 17,771 _Fares_ @ 15t 89,935 Net Gain Total Net Revenue Gain Actual Revenue -1st five months 1967 Anticipated Ravenue- £or five mpaths Actual expenses 1st five months 1967 Anticipated Operating Ratio We will be happy to meet with you to discuss the above. 10,770.60 13,490.25 2,719.65 8,277.85 81,951.00 90,228.85 81,622.00 Yours truly, . . /s/Ernie Prenevost, Manager Lubbock Transit Corporation 90% June 28, 1967 Mr. W. R. Blackwell 4 City Manager Members of the City Council City of Lubbock Gentlemen: Lubbock Transit Corporations bus operation has failed to produce a satifactory return for the past year and since January of 1967 has barely made expenses. Wages and salaries represent approximately 60% of our expense. While we are not committed to a wage increase, the spiralling cost of living dictates that wage adjustments are necessary. The decision to increase fares is alwa3s difficult and, is considered only after all other alternatives have been thoroughly explored. An accurate assessment of the effect of increased fares is virtually impossible; it is only certain that it will adversly influence the number of riders. Hopefully an increase in rates will produce sufficient income to sucessfully continue the operation. On the other hand we may have reached the point of diminishing return, in which case this action becomes a last resort. It is therefore with considerable apprehension that we reach the conclusion that increased fares are necessary to continue to provide bus service in Lubbock. The council has in its possession (in accordance with our agreement) notice of the rates which become effective on July 15, 1967. Yours truly, /s/Ernie Prenevost, Manager Lubbobk Transit Corporation In accordance with the agreement between the City of Lubbock and Lubbock Transit Corporation the City Council accepted and approved the above notification by Lubbock Transit Corporation of increase in bus fares effective July 15, 1967. 67-26.222-624 Motion by Councilman Mediock, seconded by Councilman Granberry, motion carried, Mayor Rogers (43) and Councilmen Granberry, Kastman, and Medlock voting Yea, none voting Nay, that the following Resolution be passed.
