(34) Director of Parks & Recreation
P. 0. Box 2000
Lubbock, Texas 79408
Dear Mr. Hamilton:
Following our telephone conversation last week, I am sending a revised proposal for your considera-
tion. In reviewing the first proposal, I will try to be more specific by identifying the elements
to be included on the MASTER PLAN.
An outline of the work:
1. Team of landscape architects to visit Lubbock and collect.data for developing program of
design for master plan. They will stay two days.
2. Reduction of 100 scale map to 200 scale for concept purposes and eight enlargments to 50
scale for study purposes.
3. City to furnish inventory of Recreation Facilities and Recreational needs for the population.
4. Most recent comprehensive plan of Lubbock to be furnished for population, traffic, and deve-
lopment considerations.
5. Historical data gathered and assembled from initial trip.
6. 200 scale overall preliminary plan developed along with eight study sheets @ 50 scale for
preliminary presentation. Narrative data and support sheets will accompany these vignettes
and concept maps.
7. Trip to Lubbock for presentation of Item 6.
8. Corrections, changes, and additions made following preliminary and the following maps pre-
sented in final form.
A. Composite Master Plan, colored and to 200 scale showing ultimate development of 500 acres.
20 copies of this.
B. 3 copies of 100 scale map showing Master Plan.
C. 1 set of 8, 50 scale study or support sheets.
D. 20 copies of Written Report which would be supporting data for Master Plan.
9. Trip to Lubbock for Final Presentation of Item 8.
10. 6 months for producing the work.
The Master Plan will show all elements for development, and will show land usage for your major
consideration. It will be a good plan for increment development, but will not show final grading
plans. Here is where the support sheets will indicate preliminary critical grades. It will be
a plan that you can "build from or by" in stages, and not just a "pretty picture."
For these services a suggested fee would be $12,750.00.
I noticed in a recent news release that the State is setting aside funds for historical preserva-
tion. This may be helpful in developing a better preservation, as you well know.
Let me hear from you about this proposal, and I hope that it is more in line with your initial
request.
Sincerely,

Gentlemen:
GROUP MEDICAL PROPOSAL
Enclosed is our revised quotation of Medical Insurance according to the specifications which are
also attached. Portions of the specifications have been completed, and where attachments are
required, it is so indicated.
Where no mention of a specific provision is made in our quotation, our Contract would conform
with the provisions outlined in the specifications.
It is our feeling that if the City of Lubbock elects to make a change in their medical coverage
that there are many good reasons why our Company should be the underwriter. Our relationship
with the principles involved extends back forty years, the length of time that our Group Life
Insurance has been in effect. In addition, adequate Life Insurance Reserves have already been
established of $15,016.00 which of course would have to come out of new premium for a new carrier.
Many life insurance claims, as well as permanent and disability claims, have been paid over the
past years and many of the employees are familiar with the promptness and fairness of Aetni's
claim handling.
Administrative procedures regarding additions, cancellations, and other routine matters have
already been well established within the personnel department. With the type billing procedures,
as well as claim filing procedures that we would intend to use, the additional work load would be
minimal.
We are enclosing for your information an up-to-date list of Lubbock policyholders of the Aetna's,
and by reason of having this number of policyholders in the City, we have a splendid relationship
with all of the hospitals and would certainly approve of your checking with any or all of them
for a vote of confidence regarding the Aetna's claim procedures. We particularly invite your
attention to our Retention Exhibits regarding the Reserves to be established. The Aetna is com-
pletely accountable for the Reserves. In the event of termination of the Contract and following
a run-off of incurred but unreported claims following termination, the remainder of the Reserves
would be returned to the City.
Perhaps the biggest advantage that we may have is our system of claim filing which involves a
very minimum of time in the personnel department. Please note in our attachment describing our
direct handling of medical claims that the services of the Aetna are clearly described as well
as the functions of the hospital and the group policyholder.
The enrollment of employees for medical coverage would be handled in exactly the same manner as
the enrollment when the Life Insurance Contracts were increased several years ago. We would have
available eight or ten representatives from the Aetna to make a detailed explanation to each
employee, wither individually or in groups, and would anticipate that one week would be suffi-
cient for this effort.
Our sincere thanks for your consideration.
Yours very truly,
/s/ Roy L. Freund

Dear Mr. Hamilton:
Our Real Estate Committee has agreed to accept the offer of $30,000.00 for the park site. We
will need a letter stating that the City will dedicate their half of the streets abutting this
property and pay for the paving when the streets are opened, and also stating that the Parks and
Recreation Department will not oppose an application for R-3 zoning on college property adjacent
to this site.
If this is agreeable, could you have -field notes made to accurately describe the tract involved?
As soon as we checked the field notes we would be ready to prepare the deed.
Sincerely,
