C. Strawbridge December 27, 1966 (29) President Southeast Lubbock Development Corporation Lubbock, Texas Dear Mr. Strawbridge: The Board of Commissioners of the Housing Authority of the City of Lubbock, Texas, held a meeting on December 21, 1966, and voted to submit an application to the Housing and Urban Development - Housing Assistance Administration to enter into a Leasing Program under the provisions of Section 23 of the United States Housing Act of 1937 as amended. The Leasing Program involves the leasing of Green Fair Manor, Lubbock, Texas for a suggested term of three years on a renewal basis. It is necessary for the Southeast Lubbock Development Corporation to obtain a release from the Federa Housing Administration to permit leasing of Green Fair Manor to the Housing Authority of Lubbock for the purpose of operating it as a low -rent housing project. The Housing Authority of Lubbock will need four copies of this release for submission to the Housing Assistance Administration. The Housing Authority of Lubbock requests that the Southeast Lubbock Development Corporation conform to the management policy of our existing Low -Rent Housing Project Tex 18-1, Lubbock, Texas, and immediately charge a minimum rent of $15.00 to all tenants in Green Fair Manor that are paying no rent and to those paying under $15.00 per month. The Housing Authority of Lubbock recommends - that the Southeast Lubbock Development Corporation consider "Master Meterine" for all utilities. It is believed that we can successfully rent and to M 26 ]967 occupy more units in Green Fair Manor if master meters are installed. The experience we have had with our existing low -rent housing.project proves to us that low income people prefer to have the utilities inculded with the amount of rent being paid monthly.
