Re: Firefghters" Petition for Cha=ter .4endment Election Providing for FRua1 Pay with

Deax Mrs. Lowe:
On June 23, 966, I delivered to ,yrou petitions which had bee circulated by the local Fire-
figters Union, providing ar a Charter Amendaept EZection in, order that the iire Departmnt
would receive the same pay as the Paice Depaxtment. his petition was signed by over .4,000
people. In tne due course of time, your office examined this petition in order Co ascertain i.f
the petition was valid and contained the necessary signatures. At a later date, ehe Mayor ma.de
auhZic announcement that yor offi,ce had certified the petition ta be valid and legal in a11
respects.
Later, negotiationa ensued between representatives of the City Cauncil and te Firefighters,
which culminated on November 21, 1466, when ali of the members of the Fire Depart:nent were invit -
ed to meet with the City CounciL in Citq Cocincil Chambers. The Council, explaine ther views
conceruing the Firefightes petitivn, and advised Che Firefigtters that the Council was wilLing to
pass a Resoluti.on providing for the same Classificatioa Pay Schedule as presentl.y applies o the
Police Department, in consideration of the Firefighters withdrawing the petitian previausly de-
Iivered to youx office on June 23, 1956. This Resa].utioc, providing a new C1assLication Pay
ScheduZe, was passed by the CoueciZ oa December 8, 2966.
Accordiagly, in consideraton of the action of the Counci in providing a Classification
ay Schedule for the Fire Department equal to that of the Police Departmeat, it is hereby request
ed that you withdxaw the petition deiivered to you by me an Juae 23, 19b6, and consider it to ba
oi, invalid aad ineffective. It is the feeing of the FirefighCers tiat a Charter Amendment
Eecton as called for in•the peitioa would serve no useful pnxpose as the City CounciZ has
already provided a Pay Schedule satisfacCory to the Fire Departuient ia their Resoution of
December 8, 1966.
Thank you foryour'consideration ia this matter.

has such an organization and has benefited from iC down through the years. We axe confident
tiat as the citizeus a Lubbock received the full and true facts surrounding the operation of tha
Board of City Development, theq wil.l want to keep the orgaaizatian and its wark for a better
Lbbock.
Aiter consideration of the abvve Resolution Coccilman Kastman made the folowing remarks:
"I ancxr with Mr. Baker and the Reso.ution he preseated tiat this method of finaac.t the
Baard of City Development is the best method tiat I know of. for promoting the Cty of Lubbocic,
€or two reasons:
1.
It lets the people contribnte ta help Lubbock grow, who do not join the Chamber of
Coerce :
2.

66-25-485-i25
(46)
It l+ts out of towa and out of state people contribue to the growth who own property
in Lubbock. .
The Board of City DeveZopment contribates most of the share.
I feel we need o keep the Board of City DeveZopment and Chamber of Commerce active so they wi11
know that they have suffi.cient money tn pisn and bedget to administer eftorts for promotiion.
i feel because of the xe-valuation, and because of the ontiinaed growth tkaC Lubbock wil have,
that this tax wi11 continue o grow, because it is a millage tax; I would l.ike to propose an
amendment giving the people not only a choice, of which 'don't want to chage, and caQ't change
because it is a patition. They now have a chaice of voting on a one-half mill tax or no tax at
a].1. I would like to affer an addtioaal proposal of letting them cut the tax in half or a one-
fourth milZ tax."
AfCer consideration of tie above propnsal of Councilmat Kastman and because it was the opinion
of the City Counci and the City Attorney tiat ths proposal on the ballot wouZd coniuse the
voters, it was decided by the cty counil to not authorize it to be placed on he balot.
