Fields and Company of Lubbock, Inc. owns all of the property adjoining Pecos Avenue on the West and owns the property facing Pecos Avenue between Fifth Place and Fifth Street. The undersigned Dr. Weston A. Pettey owns all of the property facing Pecos Avenue between Fifth Place and Sixth Street. We plan to pave Pecos Avenue from Fifth Street to Sixth Street and, of course, leave the street open for public traffic, but we intend to have a parking lot area on all of the property lying west of Pecos Avenue and upon the property lying east of Pecos Avenue between Fifth Place and Fifth Street. We would not provide curbs and gutters in that the accessibility for parking would be increased by leaving off the curbs and gutters and making the area level across what is Pecos Avenue on the map. Our plan would not impair the use of the street as a public way and would fit into the property adjoining both sides more appropriately in the manner in which we intend to improve it. We hand you herewith a map of the area in order for you to understand our plan. We would be happy to support this application with formal appearances or any further explanation that might be appropriate. Very truly yours, Fields and Company of Lubbock, Inc. By, /s/ Weston A. W. Burr October 26, 1966 (17) Director of Planning City of Lubbock City Hall ` Lubbock, Texas Dear Bob: Reference is made to your letter of October 18, requesting our consideration of your proposed plan to construct a median on 19th Street from Orlando to Raleigh Avenue. You also request our concurrence on a median on Quaker, which would be outside of our jurisdiction. We cannot justify a median between Quaker and Raleigh with a division as you have indicated. --If the plan of the City is to ultimately place a light at Quaker and 19th, which is our understand- ing, and to have this crossing of a median in the middle of a block between Quaker and Raleigh create a hazard, we feel that we cannot justify. We will build the median as indicated between Orlando and Quaker in substantial conformity to the plan you have indicated. We believe that the double yellow should remain in place from Quaker to Raleigh. We are sorry we have not had the opportunity to make a more thorough study of this particular layout, but we can answer you that we could not build a median with an opening as provided between Quaker and Raleigh. Yours truly, /sl 0. L. Crain 0. L. Crain District Engineer District Five P. S. We are keeping the print for further study. Mr. R. W. Burr June 29, 1966 Director of Planning & Traffic City of Lubbock P. 0. Box 2000 Lubbock, Texas 7940a Dear Mr. Burr: Thanks -for your letter of June 27 regarding proposed improvements on West 19th Street at the Railroad Crossing, and west of that point as far as Raleigh Avenue. We heartily agree with your feeling for the need of a median from Raleigh back to near Orlando Avenue; however, we feel that it would be advisable at this time to recommend to the City Council that they prohibit all parking on all of this section from the Railroad west to and beyond the present crossing of the Loop. In addition to this, I would like to recommend that we take any other additional steps that might appear feasible and desirable to provide for left turn movements on the section from Raleigh to Chicago where the present median stops at this time. In other words, it is highly desirable from the standpoint of economy and traffic behavior that we do all that is needed to be done on 19th Street at this time, instead of doing it piece meal as time and need might dictate in the future. I would appreciate hearing from you and/or the Council regarding their thoughts on this matter. We will begin negotiations with the Railroad Company for the purpose of moving their•signal lights that will allow for the improvement of this crossing near Orlando. Yours truly, /s/ 0. L.
