On the enclosed two strip maps, 1 and 2 of 4, we have substituted at the five stations of resurvey the data recorded at each station and have shown the recommended modification of zones of maximum legal speed in this area. In order that you may more conveniently recognize the relationship of these modified zones to the other speed zones which were included under Highway Commission Minute No. 55416, dated January 25, 1965, we have enclosed the two unchanged strip maps, 3 and 4 of 4. City of Lubbock Lubbock Power & Light Owner By: s N. B. McCullough N. B. McCullough DATED: September Is 1966 In accordance -with the above Notice to Bidders, bids were received for an electric distribution' substation and the following recommendation as to bidders was made by Colwell, Wentworth and Associates, Consulting Engineers. Mr. Carroll D. Smith Distribution Supt. Lubbock Power & Light P. O. Box 2000 Lubbock, Texas 79408 October 10, 1966 Dear Carroll: We have reviewed the bids on the Distribution Substation which were submitted on Oct. 4, 1966 and tour comments are: i 1. No bidder actually met the specifications completely because they were unable to meet the delivery schedule requested in Paragraph 12, Page 9 of Instructions to Bidders. 2. Westinghouse Electric Supply Company of Lubbock submitted the lowest and a review and clarification of their bid shows that they will meet the specifications except for deli- very and further.that the delivery they quoted will allow completion of the substation in i as short a time as the delivery quoted by any other bidder. 3. The Westinghouse Supply Company bid is the only one that indicated that the steel struc- ture could not be delivered during the month of May 1967 as specified. Westinghouse delivery on this is about six weeks longer than the other bidders. 4. Allis-Chalmers Company submitted the only bid in which all the material except the 15 KV cable and the transformers could be delivered as specified. Their delivery on the cable is the same as every other bidder, about June 6, 1967. Their delivery on the transformer is Oct. 1, 1967. Attached is a tabulation of the bids.
