Mayor CURB PARKING CONTROL STUDY IN THE CENTRAL BUSINESS DISTRICT - Lubbock, Texas, July 1966 GENERAL INFORMATION As of March 1, 1965, curb parking within the Central Business District was controlled by 90 two-hour, 823 one -hour, and 181 twenty-four minute parking meters for a total of 1,094 meter- ed parking spaces. The Lubbock City Council on March 11, 1965, authorized the removal of all parking meters for a 90 day trial period beginning March 15, 1965 along with the installation of 2 hour parking limit signs in the previously metered area. During this trial period the City Traffic Engineer- ing Department conducted two curb parking surveys to determine parking usage and turnover. Based on the results of these two surveys and the acceptance of the control that was being offered by signs, both by the motorists and the merchants, the City Council voted on June 24, 1965 to contin- ue without parking meters for a one year period until June 30, 1966. Curb Parking Usage:- To determine the type of curb parking usage during this period without parking meters, three curb parking surveys were conducted by the City Traffic Engineering Depart- ment in the previously metered area. The results of these surveys are as follows: Parking Duration Spaces Vehicles 2 hrs. or over Week of Checked Checked Less 2 hrs. May 3rd, 1965 464 2,207 2,189 18 May 24th, 1965 464 2,031 1,980 51 Nov. 29th, 1965* 941 2,973 2,757 216 *Angle parking was in effect in the C. B. D. area at this time. In 1963, Marvin Springer and Associates, Dallas, Texas, conducted a curb parking survey of selected blocks in the heart of the core area of the C. B. D. This survey reflected the follow- ing: "Of 888 vehicles parked at the curb in the core area, 90% parked for a period of two hours or less." Curb Parking Tickets: The average number of parking tickets issued monthly with parking meters was 6,500. Approximately 30% of these tickets were courtesy tickets issued to out-of-town vehicles. With the two hour free parking approximately 3,500 tickets are issued monthly. Courtesy tickets are not being issued with the use of the two hour parking signs. The differ- ence in the number of tickets being written may be related to the parking time -limits in effect, the major portion of the metered parking having been on a one -hour basis. Enforcement: With the installation of the first parking meters, enforcement was assigned to the Police Department. In July, 1953, four women were employed by the City of Lubbock as Parking Control Officers and were placed under the supervision of the City Traffic Engineering Depart- ment. One additional parking control officer was employed in 1958. On May 1, 1963 the Police Department assigned one motorcycle officer to the metered area to enforce the ordinance regulat- ing the total length of time which a motor vehicle may be parked in the same parking space by marking tires. This was to eliminate the 'meter feeders." On August 1, 1965, the supervision of the parking control officers was assigned to the Police Department. In the fall of 1965 one additional parking control officer was employed. At the present time six parking control officers (on foot) are assigned to the policing and en- forcement of the two-hour parking signs in the previously metered area. This is accomplished by marking the tires of the parked vehicles. It is the observation of the Traffic Engineering Department, the Police Department, Down- town Lubbock, Inc. and the general public that the control of curb parking the C. B. D. with- out parking meters during the past 15 months has been very satisfactory. Revenue: Parking meter revenue by fiscal years is as follows: Fiscal Year Amount (Oct. 1 to Sept.30) 1956 - 1957 $92,160 1957 - 1958 91,166 1958 - 1959 92.651 1959 - 1960 83,284 1960 - 1961 73,735 1961 - 1962 63,802 1962 - 1963 68,320 1963 - 1964 57,455 1964 - 1965 21,752 JUL 14 66-25-291-727 (52) I I 1 I I CONTRACT FOR ENGINEERING SERVICES - PROJECT CONTRACT FOR $NGINMMING SERVICES - PROTECT TIM STATE OF Texas X COUNTY OF Lubbock I KNOW ALL M BY MESS P.Xs-n4TS: That this agreement made as of July 14 , 1966& between City of Lubbock Texas hereinafter called "Owner" and Colwell, Wentworth and Associates, Inc., a corporation hereinafter called the "Engineer", each acting by and through its respective officers heretofore duly authorized. f WR:REAS, the Owner has need of engineering services for the following: Distribution Substation - Including 69 KV Oil Circuit Breakers and Switching EquiEment, two transformers, indoor metalclad switchgear, and miscellaneous e(uignent. and, WHKREAS, The Engineer represents that It has sufficient experienced personnel and equipment to perform the necessary engineering services for the above listed projects, and, W,-gMAS, the Owner desires the Engineer to perform the engineering services as hereinafter described in respect to its projects, NOW THM- FORK, in consideration of the mutual undertaking herein contained, the parties hereto agree as follows: ARTICIE I The Engineer shall render diligently and competently in the shortest reasonable time the engineering services described as follows: Plans and Specifications for a 69 KV to 12.5 KV substation. with 69 KV Oil Circuit Breakers and Switching e tsansfQrmrs ec connted in . _W parallel between busses, control house, underground outgoing 12.5 KV feeders and related switching and control equip - the parties hereto agree as follome: i AR^ICIE i The Engineer shall render diligently and coirfetently in the shortest reasonable time the engineering services described as follows: Long Range Planning Ruport,- Forecast of System Loads, Demands, _ t asses, Revenues and Capital Expenditures to best serve the needs of the growing Utility System.
