that teenage drinking is an increasing problem in Lubbock; and,

during the year 1965 and that the Youth Council feels there are presently 87 violations during
any weekend of the year. Joe Tarver, President of the Monterey Student Body also spoke on this

City Hall -
Lubbock, Texas
.ATT: Mr. Sam Wahl, Director of Public Works
t Gentlemen:
We have completed solicitation of voluntary mechanic liens on homestead property on City o
Lubbock paving contracts bid -in February, 1966.
In all the units of these contracts, there was a total of $22,095.76 homestead property
owners' assessments which the owners refused to sign or make some other satisfactory financial
arrangements.
In order to expedite the paving on these contracts,.we propose the following:
1. The Contractor agrees to pave all units in these contracts where the B.O.W. 0 cleared.
s 2. Within 9 months after acceptance, the City of Lubbock would purchase a total not to
t+ exceed $11,0.00.00 of these homestead certificates., with accrued interest to date.
3. The Contractor would give the City the accustomed 5% discount on the certificates
purchased.
4. The Contractor would make all reasonable efforts to collect the certificates before
selling them to the City and any certificate with agreeable financial arrangements made
would not be sold to the City.
It is possible that the City's cost could be less than $11,000.00, but this is not bery pro
able.
If this is accepted by the City, it would, subject to R.O.W. being worked out, release all
the units of paving on these contracts .which were left in after the Property Owner Searing.
We request a certified copy of the minutes of the meeting, pertaining tb this matter, for
our records.

Re: Valley View Subdivision Replat
A preliminary replat of the Valley View Subdivision to the City of Lubbock has been filed with
both your Planning and Engineering Departments, and both departments have materially assisted in
working out `this replat.
A part of the planned program of redevelopment includes a brick screening wall on the east
boundary bordering the Amarillo Highway; and in accordance with this plat, I respectfully
request a street use permit from the City for the purpose of erecting this wall adjacent to the
east property line of the subdivision.
In view of the fact that Highland Drive is to be abandoned under the Highway Department's new
highway program and there is no access problem involved since all of the development will be
adjacent to an alley paralleling the present Highland Drive, I do not believe there will be any
problems for the City. It is planned that this masonry wall will not exceed 12 inches in thick-
ness, and I doubt if the foundation for said wall will exceed 24 to 30 inches.
Your cooperation in.granting.this street use permit for this wall will be of material assistance
in the redevelopment of this subdivision, and it will be beneficial to the City. Your early
approval would be appreciated.
Yours very truly,
/s/ Murrell R. Tripp
