Mr. Roy Middleton appeared before the City Council and made the following statement, upon which no action was taken by the City Council Thanks very much'Mayor and Councilmen. For the record my name is Roy Middleton. I have here in my folder this petition that we have been circulating asking for the election concerning the tax and the Board of City Development provided in our Charter. I had -intended to present this petition this morning, but I have decided to wait until a later date to do so. I am waiting for this reason --as an open petition presented you must hold an election within 90 days. Also our state law provides that there can only be a Charter Election once every 2 years. I thought that perhaps you might like to appoint a Charter Study Committee to see if there are other items in our Charter that we might want to revise and vote on at the same time. The one thing that comes to my mind is that I believe it would be desirable for us to incorporate the City Elections with the School Board Elections. I relieve it would be desirable for the City Council to have the prerogative and flexibility to set an election --a run-off election for example which we are faced with next week. On Tuesday we have a Run-off Election and on Saturday' we have a State Primary. We would be saving the taxpayers money if we incorporated those and simplified our election procedure. There might be some otbdr things that we might need to study, but at the moment none come to my mind. Since we only have a Charter Electiononc a every 2 years, I feel it is very important that we have this Charter Study Committee so that we can accomplish as much as we can in one election and save our taxpayers some dollars. 66-25-180-458 Mr. Lonnie Langston and Clarence Brazill, Jr. appeared before the City Council requesting that (9) parking be allowed in front of St. Elizabeth Catholic Church at 2305 Main Street. Pitstick, City Manager DATE: 4-28-66 TO: Honorable Mayor and City Council SUBJECT: Accelerated Alley Clean-up At the last regular City Council meeting (April 14) a request was made through Councilman Simpson to investigate the feasibility of accelerated alley clean-up. The attached report was prepared by Sup't. of Public Works, Ralph Campbell and Ass't. Sup't. Joel Locke with the assistance of Sanitation Sup't. Chip Cundiff. It clearly illustrated the problem. Review of Current Operation Equipment and Manpower: 29 - Packer Units 3 - Drivers 13 - Open Trucks 2 - Drivers 3 - Dnmpsters 29 - Drivers 58 - Laborers 2 - Dumpmasters 13 - Drivers 39 - laborers Totals 47 .47 97 The Dumpsters and Dumpmasters handle the heavy commercial and industrial customers, and the packers are designed for residential and light commercial customers. The open trucks are used for alley cleanup and to supplement the packers. The City of Lubbock provides a "no charge" twice a week pickup of garbage, trash and refuse for all residential, commercial and industrial customers. They also provide clean-up of stacked brush and refuse in alleys in accordance with the availability of manpower and equipment. In the past the open trucks were able to clean the alleys on a rotating basis about every eight weeks. Today, this period exceeds twelve weeks. The employees in the Sanitation Department work on an "incentive" system of approximately 900 cans per man per day. Over the past few years the work load has increased to approximately 1000 cans per man per day. This has resulted in scattering of garbage and improper replacement of lids. The can count has increased the last two years from 8.9,137 to 103,472 without an increase in manpower or equipment. Requirements to Provide "First Class" Service "First Class" servic6 is defined as: 1 - efficient twice a week pickup of all cans with less scattering of garbage and better replacement of lids. 2 - comprehensive clean-up of all alleys at least every 30 days. These are services generally not provided by other cities without a service charge. This is possible in Lubbock as a result of a balanced financial structure supported by a progressive electric and water system. Reauirements to provide this service for the balance of the current fiscal year (5 months May through September). A. Addition of 15 laborers and 5 drivers. B. overtime work with 21 trucks and 73 men on Wednesdays and Saturdays. C. Purchase of 5 new packers. D. Budget supplement required for A, B & C $110,000.00. Requirements to continue these services in the next fiscal year (Oct_._1966 - Sept. 1967). E. Addition of four more packers. r AAA44-4 ,n of *wr l.vo n n 4'n cvaff t-haao nonlrprQ_ 1 8. APR 2 8 is 1 ro- 31 r r r G. If budget supplement is approved for 1965-66 - additional requirements for 1966-67 will be approximately $100,000.00. Summary of Conclusions and Recommendations 1. Manpower and equipment need to be increased to provide better and more efficient pickup of residential and commercial garbage, trash and refuse. 2. The city should provide a clean-up of all alleys with open trucks every 30 days. 3. This report will not include an evaluation of disposal facilities which will be taken up at Budget time. 4. This report does not include an analysis of enforcement of approved cans and requirements for stacking surplus brush and refuse in alleys, This will be handled administratively. 5. The additional cost to the current budget for this accelerated program is approximately $110,000.00.. 6. The additional cost to next years budget to continue this accelerated program will be another $100,000.00. 7. This program can be financed from unappropriated surplus (which has been increased some this year through the collection of the automobile tax) without adversely affecting the City'a financial structure. S 8. The program could be put into effect on May 1. 9. A public information effort (including utility bill stuffers) will be coupled with the _initiation of this program. Respectfully submitted, f s f William_ J. Pitstick William J. Pitstick, City Manager The City Council considered the above information concerning alley clean-up. City Manager William J.
