It was unanimously agreed by the City Council that the City Manager and staff work with Mr. James in an effort to secure additional parking spaces for this engineering firm. March 21, 1966 Mayor and City Council City of Lubbock Lubbock, Texas Gentlemen: The undersigned business men of 1600 block, Main Street, wish to protest the regulation recently instigated by the Traffic Department of prohibiting parking on either side of the street at any time, on this block. We believe that this regulation is actually jeorpardizing the very existence of some of these businesses. We know that without customer parking on the street our businesses are being hurt. We believe it is unfair to take our customer parking away from our businesses in order to help other downtown businesses. We believe the City is at least partially responsible for the increased traffic on Main, by making it a one-way street. We believe it is unjust to take our customer parking to try to remedy a situation that the City has created. It is our understanding that the Traffic Department is experimenting with this street by eliminating all parking. In effect they are trying to attract more traffic on this street, and then trying to solve the problem by taking our customer parking away. We believe these tactics are unfair. C F1 MAR 2 41966 r r r r r r We have made traffic studies that show thoroughfares here in Lubbock, with only two lane traffic, that are carrying much more traffic than Main Street is now carrying with three lanes, a it is now being used. We believe, and can prove by actual traffic count, that two lanes could handle much more traffic than is now using this street. We believe three traffic lanes are not needed. We believe that if a traffic conjestion should ever occur on Main Street, the City should solve the problem by widening, adding one-way streets and freeways to downtown Lubbock, and not by taking our parking. We request that our customer parking be restored on this portion of Main Street. Signed: Isl Noble James Isl Vernon L. Behner Lubbock Engineering Co. Neimeir, Pierce and Behner /_lB. It may be, as you proceed along 19th Street, that it may become necessary to eliminate in a few I isolated places, parking in order to do this. It is considered by the Council that this may possibly be necessary in order to make a left hand turn slot in a difficult situation. Some of these various combinations could possibly be worked out without disrupting businesses too much and yet maintain two lanes of traffic in each direction. I think this is the first step and will take quite awhile to accomplish all of this. We may even have to make even more changes in 19th Street as time goes on. Mayor: Is it necessary to put this in a motion or to direct the city administration to do this? Mr. Senter: I think you can go ahead and direct this as an administrative matter. Mr. Burr: You said at the very beginning that we start at one end and proceed through this. Mayor: Well, had you rather start at the middle? L 13 MAR 2 41966 r F r r I SUBDIVISION OF TRACTS111. Mr. Carroll Cobb, Attorney, appeared before the City Council and presented request of a group of 19th Street businessmen that the parking on 19th Street not be removed and requested to the City Council that other means be sought to devert traffic from 19th Street. Mr. Lennis Baker of the Baker Company, 1301 - 13th Street, appeared before the City Council stating that to make-13th Street a one way street would create an "impossible situation". Mr. Bryon Shotts representing Lubbock Development Corporation appeared before the city Council stating that he wanted to advise the Council that Lubbock Development Corporation was not sponsors of removal of parking on 19th Street. Mr. Lonni Coy of Coy's Used Cars, 19th Street -and Avenue H appeared before the City -Council and stated that removal of parking at his business would tend to ruin his business at this location. After con- sideration.of the information presented, Mayor Tidmore instructed that -the -City Manager and City Staff make a survey of 19th Street in an effort to install new left turns, -perhaps remove parking at locations where it is not badly needed, and convert from some of the angle parking to parallel in an effort to -maintain two lanes of traffic traveling both east and west on 19th Street. A statement of Mayor Tidmore's instruction is attached as a part of these minutes. (Page 136-B) .66-25-137-341 Mr. R. W. Lewis 4710 31st SW9-2220 N. W. Milstead 4728 31st SW5-7787 The reasons.that we the property owners.and/or tenants who reside on the North side of 31st Ste in th 4700 block request this type of parking control is as follows.. 1. Safety of our children. 2. The school has a large parking area strictly for the use. of the students. 3. We do not think that we should be penalized or penalize our guests because that we live across the street from the high school. 4. The reason that we would like for the parking control to run until eight (8) PM is because of the large size of the gym which will seat 3,000 fans, and by the schools own admission will be used extensively, and also the use of the auditorium by persons other than the school itself. These people will naturally park on the streets bordering the auditorium. 5. The value of our homes run from $15,000 to $17,000 each. 6. ,We would like to request that this parking request not be connected in any way with the park- ing controversy of the downtown area, maily the two hour part of our request. 7. We feel like the two hour limit is not out of line and isfairto everyone concerned. Anyone having business with the school could still park on the street, take care of their business and not bother the people living there. 8. The City maintainance.dept. will be able to take.care of the streets properly, such as sweeping etc.,If we do not have parking restrictions they would have to do it at night or on Saturday or Supday or let it go. After consideration of all facts presented, motion was made by Councilman Medlock, seconded by Councilman Simpson, motion carried, Mayor Tidmore•and Councilmen Alderson, Simpson, and Medlock voting Yea, none voting Nay, to authorize that two hour parking be installed for the north side MAR 2 41966 66-25-138-343 (21) of the 4700 block of 31st Street from 8 a.m. to 5-p.m. on the days in which school is in session.
