Box 2000 Lubbock,Texas 79408 Dear Mr. Pitstick: MAX Mayor TEXAS HIGHWAY DEPARTMENT Box 771 Lubbock, Texas, 79408 February 2, 1966 Barrier Type Median Closing City Street Intersection The Texas Highway Department is preparing plans and specifications for construction on the revision of the median on US 62, 19th Street, between College Avenue and Avenue Y, this work to extend the median through the Avenue Y intersection and to end at Avenue X, as proposed by the sketch, dated January 14, 1956, and enclosed with a letter of transmittal, dated January 25, 1966 this letter signed by Mr. B. H. McDaniel, City Traffic Coordinator. We believe that the additional length of median is an excellent proposal and a proper step in the effort to enhance the movement of traffic with safety. As soon as we have received from the City Council of the City of Lubbock a copy of the official action by which the construction of this barrier type concrete median is approved and have received indication that the modification of the privilege of vehicular parking has been completed, including the stipulation that the vehicu- lar parrallel parking in the area from the alley west of Avenue Y to the alley east of Avenue Y, north side of 19th Street, is expressly understood to be on a temporary basis with a time limit in months or years established, we shall request a job order. When we have received a written assurance that the City Council will stand firm against any and all protest which may arise -because of the construction of the median and because of modifica- tion of vehicular parking, we shall initiate and proceed with construction. The state law is clear in prohibiting a public official from recognizing a labor organization as a bargaining agent for any group of public employees. Coupled with this was the retirement of the Fire Chief of February 1, currently leaving the administration of the Fire Department in the hands of three Assistant Chiefs rather than in one administrative head. Mr. Burr's conclu- sions of this trial period of angle parking in the downtown area were: 1. Parallel curb parking is the most desirable form of on -street parking from the standpoint of safety and efficient use of street width. 2. Angle curb parking accommodates more vehicles than does parallel curb parking, but at the expense of street capacity for moving traffic. 3. Angle parking is not recommended at the curb unless the parking requirements take .precedence over the movement of traffic on the streets. - Approximately twenty-five downtown merchants were present for this traffic report. Some of them being: Mr. Bert Bernstein, President of Downtown Lubbock, Inc., who stated to the City Council that his organization was in favor of angle parking in.the downtown area; that one-way streets are favored, but not to the extent to which most major cities with strong downtown business districts have gone; that the organization was in favor of permanent removal of the parking meters; and that 300 angle parking would be agreeable with the Downtown Merchants Associatioc Mr, Bernstein also stated that the Association considers the core of the downtown area as being from Avenue 0 to Avenue E and from loth Street to 15th Street. Mr. Bryon Shotts, President of Lubbock Development Corp., appeared before the City Council in favor of angle parking in the downtown area. Mr. Shotts recommended that Main Street remain a one-way street east; also that parking meters be removed from the downtown area. = Mr. Culver Hill of Hemphill -Wells Company appeared before the City Council stating that Hemphill -Wells Co. was in favor of alternating one -sway streets in the downtown area.
