I am writing you in regard to the one way traffic on the one block of 3rd Place. In January of 1965, the city, without notice or hearing, changed 3rd Place street from 2 way traffic to one way traffic heading in a westerly direction. After the street was changed to a one way street a hearing before the city commission was then called. There were 2 people in favor of the one way decision made by some one in this most unorthodox fashion. There were a number of persons opposing the oneway west, but to no avail. It seems the mayor made the decisio and to heck with everyone else. There was no motion or decision of any kind made at the meeting except that the street was already one way and it would be tried in this manner for awhile. Nothing else has been said as far as I know up to this point. I want you to know that this decision could not have hurt my business more. I went to the AN 2 01966 trouble of leasing two additional lots South of the Zesto and installing an electronic ordering I system plus completely changing ends of the building inside with all my equipment. These changes cost me over $15,000 and has not helped business any to speak of. The reason for this was that 60% of my total business has been out of the North and has been blocked by not letting my custo- mers turn right on to 3rd Place off College Avenue. At present all my traffic has to be served and then drive ahead first onto 3rd Place to exit. Since the city just created a median down the center of College Ave. north to 3rd Place, traffic now backs up to 3rd Place many times to where my customers can not even get off my lot. It is nearly impossible to turn off 3rd Place South on College Ave. which most traffic does at this intersection. To do so legally one must make practically a square turn which is never done. The traffic turning left out of.third place onto College Ave. is North of traffic trying to turn left out of the Town and Country shopping center on to College which makes a very dangerous situation in high or low density traffic. This situation is practically putting me out of business now and if it continues much longer it certainly will do so. The only logical situation is to either one way the street East which would do what a one- way street should do (take traffic off a main street instead of disgorging it on to an already overcrowded street) or make the street two way as it was before. If the street were one way East it would completely stop the merry-go-round around the Hi-D-Ho Drive Inn without hurting his business a bit and it would at least give me a chance to stay in business which I want to do and have to do. I am thanking you in advance in hopes that you will be able to do something to help a dangerous and most unprofitable situation. Very sincerely, /s/ Clayton Ross Clayton Ross Owner Zesto Drive -In 315 College Ave. Lubbock, Texas 79415 The City Council considered the request of Mr. Clayton Ross, as set out in the above letter, as to traffic on 3rd Place east of College Avenue. Motion was made by Councilman Alderson that definite action be taken in an effort to correct the traffic situation, as set out in Mr. Ross, letter. This motion died for lack of a second. The City Council then requested Mr. Bob Burr, Director of Planning and Traffic, to make a study of the traffic situation in the vicinity of 3rd Place and College Avenue and report his findings back to the City Council at which time the traffic problem will be reconsidered. 66-25-30-74 Motion by Councilman Kastman, seconded by Councilman Medlock, motion carried, Mayor Tidmore and (25) Councilmen Alderson, Kastman, Simpson, and Medlock voting Yea, none voting Nay, that the follow- ing Resolution be passed. R. W. Burr, Director of Plan. & Traf. DATE: January 19, 1966._.._..._ To: Mayor & City Council The following information and comments are submitted in connection with the above subject question which is on the agenda for this Thursday. Attached is a tabulation showing the actual number of vehicles parked within the various blocks in this general area, both morning and afternoon, on two consecutive days. A map of the area keyed to the parking tabulation will be available at the Council meeting. The basic question is whether the situation in this general area with the student parking would be improved by some sort of parking restriction. Obviously any restriction on parking, whether in terms of its elimination or in terms of a specific length of time, would reduce the area's desirability for parking purposes insofar as the Tech students are concerned. At the same time a parking restriction of any sort within a limited portion of this area would simply transfer the parkers to an unrestricted location spreading the parking deeper into this residential area. Any parking restrictions would require policeing for enforcement purposes; in this light the prohibition of parking is simpler to enforce than a specified time period. Parking in this general area related to the college is quite similar to problems existing in the vicinity of Lubbock and Monterey High Schools. In these areas on the adjacent residential streets parking has been eliminated on one side of the street relieving the congestion. A similar program might be effective in the area under consideration. This approach would not appear to apply to 19th Street where an additional investment in right-of-way and paving was made to provide an area along the south side of 19th Street for parking and service. A check with the Traffic Engineering Department indicates that outside of some personal feelings about continuous day to day parking in the area the only specific problem has been one of blocked driveways. The Traffic Department went into the problem area and installed a red curb on each side of individual driveways to protect the openings. swrua - 66-25-36B-110 Motion by Councilman Kastman, seconded by Councilman Medlock, motion carried, Councilmen (24a) Alderson, Kastman, Simpson, and Medlock voting Yea, none voting Nay, that Ordinance No. 4915 be passed on first reading to designate 10th Street from Avenue M to College Avenue as a one-way street for traffic traveling west.
