The matter was referred to the staff for additional study. The Lubbock City Council created the Lubbock City Youth Council in July, 1962, and thereby took the first official step in coordinating all avail- able resources, agencies, and facilities in Lubbock to assist the youth of this city in becoming sound adult citizens. This body has functioned actively in many ways and, in large part, was responsible for initiation of the Workreation Program in the City of Lubbock. 1. Purpose of Workreation, Inc. Workreation is designed to provide high school age young people with creative employment and all of its benefits which otherwise might not be available. The program allows them to gain valuable job experience, earn their own money, and serves to occupy their time during summer vacations. The program is l also designed to coordinate all phases of the community economy f and to benefit those participating by the actual work performed. f II. Workreation in Lubbock i 4 This organization is a non-profit corporation and as such, establishes its own policies and selects its own Board of l Directors, in accordance with the Texas Articles of Incorpora- tion. Workreation began functioning in Lubbock in the spring f months of 1964 and has worked to provide employment for youths ' who have completed junior high but not senior high school during the summers of 1964 and 1965. Those selected work four hours " per day, five days per week for a period of six weeks. Generally, two such six -week programs are provided each summer. Ill. 1964 Summer Workreation Program The 1964 program served 173 youths for the full six -week programI F and an additional 59 youths for various short-term jobs. A ' summary of the job locations for the 1964 regular participants follows: W, JAN 6 1966 66-25-15-31 The City Manager presented his report to the City Council on the City of Lubbock's participation (37) in Workreation, Inc. W. Burr, Director of Planning and Traffic of the City of Lubbock, it be-ing-the ... recommendation that Main Street be left a one way east; loth Street, one way west; 16th Street, one way east; and 15th Street, one way west. Pitstick City Manager City of Lubbock Lubbock, Texas Dear Mr. Pitstick: The Lubbock Junior Chamber of Commerce is contemplating sponsoring an Americanism Flag Project in the City of Lubbock. Assuming that proper approval is granted, this organization proposes to purchase several hundred attractive and durable American Flags and staffs and negotiate with the City's merchants about the manpower of this organization raising and lowering these flags at designated locations on nine national holidays. It is proposed that this project eventually expand to all commercial areas of the City; however, the initial emphasis will be in the Central Business District and in certain selected shopping centers. It is our opinion that the approval of the City is necessary at this time on the display of the American Flag during nine national holidays adjacent to, on the periphery ! of, or over the public sidewalks in an attractive and uniform manner and as designated in the following paragraphs: 1. Attached to the parking meter poles so long as they are not used for parking meters and they shall remain standing or until the City of Lubbock shall determine that the display of the American Flags by this means is not an attractive asset to the community. In no i way, will those poles be damaged or harmed. 2. Where necessary, attached to specified sign or light poles with the approval of the I City Staff. ^' 3. Where necessary, inserted in a 6" sleeve, 1 1/2" in diameter, installed flush with the i curb or sidewalk line. It is the opinion of the officers and directors of this organization that the regular displa; of the American Flag is both an attractive and constant reminder of the obligations which each citizen has to his country. Accordingly, the approval of the City of Lubbock is requested on the above items. Respectfully submitted, /s/ Wayne Smith Wayne Smith, Director Americanism & Governmental Affairs After consideration of the request, as set out above, the City Council unanimously agreed to ask the City Manager to work with the Junior Chamber of Commerce in this regard. 66-25-15-34 Motion by Councilman Kastman, seconded by Councilman Medlock, motion carried, Mayor Tidmore and (47) Councilmen Alderson, Kastman, Simpson, and Medlock voting Yea, none voting Nay, to authorize the angle parking on 13th Street to be made 300 for a trial period. 66-25-15-35 In accordance with the Notice of Zoning Hearing of record in Minute Book 25, Pages 8-10, hearing (6) was held on Zone Case No. 1368 - Request of Henry Holmes (for Mrs. C.
