CITY OF LUBBOCK MEMO FROM: William J. Pitstick, City Manager October 14, 1965. TO: Honorable Mayor and City Council SUBJECT: Citizens' Traffic Council At the last regular meeting of the City Council on September 21, a report covering the history of the Citizens' Traffic Council was presented. This report provides additional information and recommendations relative to the future relationships between CTC and the City government. Review The CTC began in 1951. It has been primarily financed by City funds - particularly since 1960. For the past few years the annual budget has been approximately $15,000. The 1965-66 CTC Budget, as approved by the City Council, is $14,921. Since approval of the Budget, the CTC has been inactive due to resignation of the Executive Secretary and the Clerk Typist. Prior to this inactivity, a concern had been expressed: (1) to physically remove the operation of the CTC from the City government - thereby resulting in the desirable autonomy of the organization which is vital and necessary to its successful operation. (2) to accomplish more equitable financing of the organization by participation from both private contributions and other governmental organizations. In the meantime, a need has arisen for the City government to utilize the present quarters of the CTC for expansion of the telephone system and for an emergency operating center. The Citizens' Traffic Council is a necessary and desirable operation in behalf of the community welfare. According to the National Safety Council, it has experienced a reasonably successful history. A sudden withdrawal of funds might be disastrous to the future of this organization. The accomplishment of the trijo recommendations listed above might be effected through a reason- able phasing -out period. The following recommendations are presented for the Council's consideration. These recommenda- tions are based on the assumption that the CTC should and must operate autonomously - and that there is a need and desire on the part of the citizens for a Citizens' Traffic Council. Recommendations 1. The CTC Budget for 1965-66 as approved by the City Council should be allowed for the operation of the CTC during this fiscal year. 2. The CTC office can be located in City -owned buildings at 5th and J (rent free) for the Fiscal Year 1965-66. This will require some repair and remodeling. 3. The Board of Directors of the CTC should be responsible for recruiting, interviewing, and hiring a new Executive Secretary. 4. The CTC Board of Directors should be allowed flexibility in establishing a salary for a new Executive Secretary within the total approved budget of $14,921 - and with a reasonable relationship to the City's Pay Plan. 5. For practical purposes, the CTC should remain under the general administrative control of the City in the areas of purchasing, payroll, accounting, and personnel policies, at least for the Fiscal Year 1965-66. 6. The Board of Directors, along with the new Executive Secretary, should undertake a compre hensive study during the fiscal year 1965-66 to determine the best means of financing, staffing, and programming the mission and purpose of CTC with the goal in view of separat- ing the CTC physically and administratively from the City government as soon as practicable. This report should be available for City Council consideration prior to preparation of the 1966-67 Budget. The Board should also investigate means of supporting CTC through private contributions, governmental agency contributions, and any other means which appear to be feasible. 7. The fixed assets of the CTC should be turned back to the City government when proper financing provides for purchase of needed equipment. Respectfully, /s/ William J. Pitstick William J. Pitstick City Manager 65-24-423-1071 Mrs. M.R. Monte and Mrs. Homer Roper appeared before the City Council and presented a survey of (20) City of Lubbock Policemen's salaries.and made the request for an increase in Policemen's salar- ies. October 13, 1965 The Honorable Max Tidmore Mayor of Lubbock City Hall Lubbock, Texas Dear Mayor Tidmore: 806 SHerwood 7-4601 5600 Avenue A, P.O. Box 1507 Lubbock, Texas 79408 This letter is to supplement previous verbal reports concerning our progress toward construction of the television cable system authorized by Ordinance 4627 effective the 13th day of April, 1965. A study was conducted to evaluate the companies capable of the design and installation of a cable system for Lubbock. Sixteen CATV systems in five states were visited, and meetings were held with other system owners and operators to determine the best engineering design approach and to evaluate the performance of operating systems and equipment. Meetings have been held with equipment manufac- turers, consulting engineers, and contractors. A contract was made with Telesystems Corporation of Glenside, Pennsylvania, to make a complete pole line survey and strand map of the city. The field work for this mapping was completed on September 6. Drafting work on the 79 maps was completed the 5th of October. These maps are now in the engineering design section of Telesystems, and it is anticipated that the entire system design will be completed within the next.thirty days. Agreements have been made with West Texas Microwave Company for the microwave relaying of KTVT, Channel 11, Independent, Fort Worth, and WFAA-TV, Channel 8, ABC Network, Dallas, from a pickup point at Aledo, Texas, to Lubbock. West Texas Microwave Company is now carrying these stations to Abilene, Texas, and has applications on file with the Federal Communications Commission from Abilene to Snyder. Application for relay stations from Snyder to Lubbock will be made upon com- pletion of the final engineering reports from Collins Radio Company of Dallas. All field survey work has been made. A contract with Collins Radio Company was made for a path survey and engineering report from a point near Tulia to Lubbock for microwave relay of the three Amarillo stations. Field work on this survey was completed September 16. The engineering report and application to the Federal Communica- tions Commission should be completed within the next two weeks. This microwave system will be owned and operated by Lubbock Television Cable Co. The microwave path surveys and engineering reports were delayed by recent rulings of the FCC re- quiring a change in the microwave frequencies to be used for relay of signals to feed CATV systems. Thorough design engineering is particularly necessary for a system as large as degradation from long cable runs and cascading of amplifiers. All efforts are the highest quality and reliability for this installation. Continued diligence construction of this system will be exercised. We will continue to keep you advised of our progress. Possibility of Exchange Program Various possibilities for an exchange of persons between Ica and Lubbock were advanced. Dr. Villar's initial concept proposed an exchange of high school students, fluent with both the Spanish and English languages, and selected on the basis of scholarship, leadership, and citizenship. Also suggested was the possibility of exchanging graduate high school students - such students to spend a year auditing the high school senior program in the other city. The individuals present discussed at some length the possibility of work exchange programs, family stays, and exchange for high school students during their summer vacation, and an exchange of civil leaders, businessmen, etc. Dr. Villar expressed his desire for any exchange to remain strictly a nonpolitical affair for the benefit of those judged most qualified to assist U.S. - Peruvian relations and most likely to benefit from such an experience. 65-24-428-1088 Motion by Councilman Simpson, seconded by Councilman Alderson, motion carried, Mayor Tidmore and (32) Councilmen Alderson, Kastman, Simpson, and Medlock voting Yea, none voting Nay, that the following Resolution be passed.
