spoke against and introduced four other company representatives. Lawrence
Melcher, Attorney, spoke against for one of the property owners. N.A.
Cox, 313 College, said that he owned several lots in the area and that he was
against the change. Mr. Hays, 414 Avenue E, stated that he was for the
change. A total of 44rpeople registered against the proposed change. R.W.
Burr, City Director of Planning, explained that the Planning and Zoning
Commission had initiated the change due to the large amount of permits
for residences requested from the Building Inspector. Burr pointed out
that it was not the intent to rezone the property now being used as "C"
or "M" zones. He said they had been included merely for the purpose of
more easily describing the property. On motion by Murfee, seconded by
Campbell, the Planning and Zoning Commission unanimously voted to
recommend to the City Council that this request be denied, and instead,
recommended to the City Council that the Zoning Administrator be given
authority to authorize building permits to rebuild, repair, remodel and
build residences in the area even though the zoning is "M-1".

65-24-397-1007 CITY OF LUBBOCK PRESS RELEASE - September 14, 1965
(13)
The subcommittee of the Citizens_ Advisory Committee of the City of Lubbock concerned with
angle parking, off-street parking, and improving the signalization system met at 2:00 p.m.
today to discuss plans and programs associated with the Central Lubbock Report. Mr. J.B. Hance
Chairman of the subcommittee, presided, and the following members were present:
Henry Brown, representing the ABC Club - Caprock
Parker Prouty, representing Lubbock Development Corporation
Byron Shotts, representing the Lubbock Development Corp.
Mrs. James G. Baker, representing the Lubbock Women's Club
W.B. "Dub" Rushing, Chairman of the Citizens Advisory Committee
Dan Petty, Secretary to the Citizens Advisory Committee
The subcommittee was following the recommendation of the entire Citizens Advisory Committee
in studying and recommending programs and policies under its jurisdiction.
The Secretary made a full report as to feasibility of angle parking in the downtown area.
After much discussion and consideration of alternatives, a motion was made by Mr. Prouty,
seconded by Mrs. Baker to recommend to the City Council that angle parking be installed wher-
ever feasible and workable in the downtown area as soon as possible. The motion also asked
that the City Traffic Department study the feasibility of angle parking on one side of the
street and parallel on the other where the width of the streets prohibits angle parking on both
sides and also that the City Traffic Department take into consideration that the width between
angle parking lines be adequate to permit easy ingress and egress to the parking space. A
width of ten feet on center was mentioned as a possibility. Also, the Committee asked that
►9
11965
another meeting be held to determine the degree of permanency which the angle parking should be
maintained. At the end of this 90 day trial period the Committee will expect a report from the
City Traffic Engineer regarding traffic conditions, accidents, etc.
Also discussed, but items on which no action was taken were what the Committee askedthat the
City Planning Department undertake a feasibility study and report back as soon as possible on the
feasibility of making 16th Street from College Avenue East to Texas Avenue a one-way street going
east and making 15th Street from Texas Avenue west to College a one-way street west to better serve
the desires of persons going to and from the downtown area.
The Committee also asked that the City Planning Department study the possibility of an over-
pass at 19th Street and College or some other means of relieving the congestion of persons attempt-
ing to drive from southwest part of the City to the downtown area.
The Committee also asked that the City Planning Department, Lubbock public school officials,
and Texas Tech officials study the possibilities of overhead pedestrian cross walks at school
crossings whenever schools are located on major thoroughfares.
The Committee asked that its Chairman, Mr. Hance, appear at the next regular City Council
meeting to ask the City to proceed with the temporary angle parking project.
The Committee adjourned with the thought in mind that as soon as the feasibility studies were
completed in these above mentioned areas that the Committee would begin working on these important
projects.
Mr. J. B. Hance appeared before the City Council requesting angle parking in the down town area as
set out in the above information sheet. Several other businessmen of the down town area were
present in the City Council Chamber at the time this parking pattern was discussed. Motion was
made by Councilman Simpson, seconded by Councilman Kastman, motion carried, Mayor Tidmore and
Councilmen Alderson, Kastman, Simpson, and Medlock voting Yea, none voting Nay, that the Traffic
Department make a study and recommend to the City Council streets on which angle parking may be
authorized without being detrimental to the traffic/parking in the down town area.

Mrs. Lowe
Secretary City Council
P.O. Box 2000
Lubbock, Texas
Dear Mrs. Lowe,
Would you ask the next meeting of our city council to consider the following request?
The tenant parking lot, located in the rear of 2002-5th St. (Continental House Apartments) is
constantly burgularized from the alley. This apartment building is located on the NE corner of
5th Street & Ave. T with the lot on the north side of the building. It is our desire to erect a
6 ft. high close picket fence between your alley cement pavement and our property line. The curb
of the parking lot was constructed to within about one foot of the property line leaving very
little use room for the fence construction. We need to construct the fence some two feet from the
curb of the parking lot in order to leave room for bumper over hang. We have measured and consider-
ed constructing another parking curb back two feet within our parking lot to accomplish the same
purpose. This solution is not practical for the rear of the cars would then over hang into the
parking lot drive way much too far as this is a very small lot to start with. It is imparative
that we have some sort of protective fence to keep out theives and vandles as much as possible as
the parked cars are facing the alley with no protection from the "enemy".
It is our understanding from the City Engineer that the cement alley is 10 ft. wide at this point
with some 5 ft. of dirt alley right-of-way on each side of the cement. The length of the parking
lot fence running East-West would be approx. 123 ft. along the alley. We are asking for use of
18 inches of the 5ft. right-of-way on the South side of the alley in question for appx. 123 ft.
There are no trash cans used along this strip. There are two Southwestern Public utility poles.
One Natural Gas meter and one water meter set up. None of these utility features would be obstruct-
ed. If this request is granted, we in no way would be trying to lay any sort of claim to the said
property and the fence could be altered or moved in anyway, sort of fashion at our expense if the
need should ever arise.
Our intent is to protect our tenants cars as much as possible and try to ease the work load on the
city police department, as we must constantly get help from them due to vandalism and burgulary on
that row of cars facing the alley. Right now, it is just too easy to drive down the alley, stop, ti
loot a car and drive off without being caught.
Thank you very much for your consideration of this matter.

City Council considered the request of Captain Scott D. Woodfin as set out in above letter and
action was deferred in order that the Engineering Department may determine whether or not use
of a portion of the alley requested would be detrimental to the City's operations.

1. The owner wishes to construct an additional bridge across the alley joining the new con-
struction with their existing exchange building (on Lots 16 through 20) at the second, thir
and fourth floors, and a future fifth floor. The location of power lines running through
this bridge has been worked out with both Lubbock Power & Light Company and Southwestern
Public Service Company. The owner has agreed to bear any costs incurred by either power
company occasioned by the relocattorl or adjustment of their power lines. A minimum clear-
ance of 15 ft.0 in. will be maintained under the bridge. In connection with this bridge,
request is made to locate two 12-in. x 12-in. supporting columns on the north side of the
alley which will encroach on city property 8-1/2 inches.
2. Request is made for under -sidewalk useage on the south side of the building for an equipmen
access to the existing building, as shown on the accompanying drawings. Outer limit of
access area is to be 2-ft. 6-in. behind the face of the curb. Width of access area to be
about ten or twelve feet.
3. Request is made for under -sidewalk useage on the east side of the buildingfor the purpose
of locating a 3500-gallon fuel tank to serve the emergency generator. Under -sidewalk
location is desirable for purposes of refueling the tank.
4. Request is made for an under -grade utility tunnel (approximately 4 ft. wide by 5ft. deep)
across the alley connecting the telephone building on Main Street with the building on
Broadway. Utility tunnel will be so located as to not interfere with any existing utility
lines; that is, below the existing water and gas lines and above the existing sewer line.
The owner agrees to pay all costs in connection with cutting and replacing alley paving in
accordance with city standards.
Very truly yours,
