General Construction and Final Plant Inspection
Holly Avenue Power Station
Unit Number One
GENTLEMEN:
Our Job Number E-324
-
With regard to our final inspection with Mr. R.W. Abbott and personnel of H.B. Zachry
Company on the 3rd and 4th of August, 1965, we recommend that the City of Lubbock accept the
Holly Avenue Power Station, Unit Number One as completed in accordance with plans and specifica-
tions subject to the following qualifications and conditions, .
1. The General Contractor should furnish a written statement quaranteeing that all items and
services supplied by the General Contractor are free from all outstanding claims.
2. The General Contractor should also furnish a written statement that he understands accept-
ance at this date will not free him from any obligations to.correct problems due to poor
workmanship that might occur upon reaching full load operation that are not apparent at this
time.
3. The General Contractor must transfer all titles and guarantees that he may hold on equip-
ment and services purchased by him to the Owner upon acceptance of the.plant and subsequent
final payment.
Attached is copy of Brown and Roots letter of August 23, 1965,-M-804-WCF clearly defining
all extra work charges submitted by the General Contractor and stating our recommendations.
Upon receipt of the above information from the General Contractor, we recommend final pay-
ment as itemized below:
Total extra work charges (Ref. B & R letter of August 23, 1965) $ 41,067.65

GENERAL CONSTRUCTION CONTRACT
HOLLY AVENUE POWER STATION
UNIT NUMBER ONE
OUR JOB NUMBER B-324
Gentlemen:
Brown & Root, Inc. has examined quite a number of Extra Work Charges submitted by H.B. Zachry Co.
for the subject contract. Our comments and recommendations for each item have been forwarded to
Mr. R.W. Abbott as each;chaxge was received and evaluated.
We would like to submit our comments and recommendations concerning the status of the Total Extra
Work Charge at this time. An itemized list is presented as an attachment to this letter, which
denotes the credits to be received from various vendors as well as the individual Extra Work
Charges.
H.B. Zachry Co. has received approval for a Total Extra Work Charge of $41,067.65, which is due at
the present time. They have $2,235.56 being withheld pending delivery of certain materials and
receipt of a vendor invoice by the Lubbock Power & Light Company; therefore, this will give them
a -final total Extra Work Charge of $43,303.21 against this contract.
Lubbock Power & Light now has a total amount of $4,311.26 due from various manufacturers as credit
invoices for extra work charges incurred due to their errors. Upon receipt of these invoices,
Lubbock Power & Light will have a Net Extra Cost of $38,991.95 against the General Construction
Contract.
Although this may seem to be a rather large amount, we would like to point out the fact that, due
to the accelerated engineering and construction schedule, many items were handled as extra work
charges that normally would have been included either in the bid issue of the General Contract or
in a vendor contract had the information been available at the time. Many minor costs also could
have been eliminated that were due to the tight delivery schedule of equipment that necessitated
rapid evaluation and approval of vendor's drawings to allow them to proceed with the manufacturing.
Very truly yours,
BROWN & ROOT, INC.

Re: Request of Plains Textiles, Inc., for partial waiver of water installa-
tion costs
Gentlemen:
Plains Textiles, Inc., is a newly created Texas corporation, with home offices at Lubbock,
Lnhhnnk County. Texas. and it was organized by a group of local citizens, all of whom are well
known in the cotton and cotton gin industry on and about the High Plains and elsewhere in the
State of Texas, and each has devoted his adult life to improving the production of cotton on
the High Plains of Texas, and to improving its markets and outlets.
The organizers of the company are Roy C. Forkner, Virgil Isom, R.T. Lambert, Jack Goodwin,
Charles C. Wilson, D.V. Travis, Earl Hobbs, Graham Holmes, L.L. Wienke, and Carl Golden.
These men, recognizing the need._for-industry and a balanced economy in this area, and the
potential for a textile mill to be located in this cotton producing section of our State, and
being mindful of the mutual benefits to be derived from the successful operation of a textile
mill in this community, organized the company for the purpose of spinning and producing yarn,
cotton fabric and materials from cotton produced upon the High Plains of Texas.
Land has been purchased by the company upon which to build its facilities, and plans for
the mill have been completed. The contractors are now bidding for the contract to build such
I facilities, and it is anticipated that the mill will be ready for operation during the month of
January, 1966.
When the mill is completed and operations have begun, it will require the services of
approximately 65 employees.
In order that the date set for opening of the mill will be met, it is necessary that
construction of the building and installation of the machinery and equipment be made as soon as
possible.
The mill will be located upon a five -acre tract which has recently been subdivided and:. is
known and referred to as "Planters Industrial Park", in East Lubbock, forming a continuation of
12th Street.
! We have been informed by the Engineering Department of the City of Lubbock that, in order
to accommodate the mill by proper water facilities, it will be necessary to lay a pipeline off
of 4th Street onto the premises. The estimated cost thereof by the Engineering Department is
$12,249.83.
We have also been furnished with engineering data by the Engineering Department reflect-
ing that the estimated cost for the sanitary sewer facility accommodating these premises is
$2,903.67.
The Engineering Department calculates that the mill's pro rata cost of the water installa-
tion will be $2,224.53, based upon its estimate of $12,249.83 total cost, and that the mill's
pro rata cost of the sanitary sewer facility will be $1,483.02, based upon its estimate of
$2,903.67 total cost.
The company, while it is not undercapitalized and has made what its directors feel are
proper and adequate financial. arrangements for the success thereof, has immediate need of its
capital and credit for the purchase of machinery and equipment and construction of its building '
a
in order that it may get into operation immediately.
Plains Textiles, Inc., therefore respectfully requests that it be permitted to pay to the
City of Lubbock its pro rats share of the cost of installation of the water facilities, to -wit:
i $2,224.53, and its pro rasa share for the sanitary sewer facilities, to -wit: $1,483.02, and
that each of these facilities be installed as soon as conveniently possible; and that, as the
area surrounding the mill's premises builds up, each user of the water and sewer facilities pay
its pro rata share of the costs so that ultimately the City of Lubbock will be fully paid for
the cost of the water and sewer facilities.
It is anticipated that it will not be very long before additional improvements will be
made in this area, and other users will be needing the water and sewer facilities, and will pay
their pro rata shares of the costs.
Other cities surrounding the City of Lubbock have approached Plains Textiles, Inc., making
attractive offers if it would locate in their city. In keeping with the objectives of the City
of Lubbock, the Chamber of Commerce, and the civic organizations' programs to attract new
industry to our City, the organizers of Plains Textiles, Inc., have elected to establish the
mill in Lubbock, and have turned down the offers of competing communities surrounding Lubbock.
Plains Textiles, Inc., is not asking herein for any relief, other than to be permitted to
pay its prorata share of the cost of the water and sewer facilities at this time, and that the
City postpone demand for payment of the balance of the cost until such time as the surrounding
property is developed.
Therefore, Plains Textiles, Inc., respectfully requests that the City of Lubbock install
water and sanitary sewer facilities, pursuant to the engineering data as furnished by the
Engineering Department of the City of Lubbock; that the company be permitted to pay to the City
of Lubbock its pro rata share of the costs of said facilities and that the remainder of the
costs be waived as to Plains Textiles, Inc.; and that as each future user ties onto the water
and sewer facilities, it pay its pro rata costs.
Plains Textiles, Inc., further requests that its Request for Waiver be placed upon the
Agenda of the City Council and be considered by the Council at its next regular session.
Respectfully submitted,
PLAINS TEXTILES, INC.
