GIVEN UNDER MY HAND AND SEAL OF OFFICE this 24th day of June, L965. (SEAL) Notary Public, Lubbock County, Texas 65-24-260-706 CITY OF LUBBOCK (67) MEMO FROM: B.H. McDaniel, Traffic Coordinator DATE: June 22, 1965 TO: R.W. Burr, Director of Planning SUBJECT: Curb Parking in the C.B.D. Without Parking Meters At the direction of the Lubbock City Council, all existing parking meters were removed by March 16, 1965, and replaced with two hour parking signs for a trial period of 90 days. 1. Pa kin Usage: To determine the type of parking usage during this 90 days trial period, two parking surveys were conducted by the Traffic Engineering Department in May, 1965. Both surveys covered the same route and considted of 464 parking spaces. The first survey was taken from May 3 to May 7; the second survey from May 24 to May 28. The result of these surveys are as follows: PARKING DURATION Less Than 3 Hrs. Date 1 Hr. 1 Hr. 2 Hrs. Or_ More TOTAL Shifters May 3rd to 7th 1,736 362 91 18 2,207 24 May 24th to 28th 1,436 420 124 51 2,031 29 In 1963 Marvin, Springer and Associates conducted a parking survey of selected blocls in the heart of the core area of the C.B.D This survey reflected the following: "Of 888 vehicles parked at the curb in the core area, 90% parked for a period of 2 hours or less." 2. P.nforcement . 'J... Enforcement of the two hour parking signs is accomplished by tire marking. For this trial period the five parking control officers (on foot) and two police officers (on motor- cyclesl are being used. It is the observation of the Traffic Engineering Department tat the personnel that is now assigned to the enforcement of the two hour parking limit is not adequate, with the results, some abuse of the curb parking has been reported. 3. Loading Zones: For comparison purposes, it was decided at the beginning of the trial period no new installation of loading zones were to be made. During this 90 day period requests for three new loading zones in the C.B.D. Area have been received by the Traffic Engineering Department. The installation of these three zones in my opinion are justified and should be installed. 4. Meter Maintenance Pe onnei: Prior to the removal of the parking meters, one full time and two part-time employees were employed for the maintenance of the parking meters. The two part-time employees have since resigned. The full time employee is assigned to the reworking of the parking meters for possible re -use or sale. 5. Shiftggs and Employee Pa kin : The problem with shifters and downtown employee parking at the curb are continuing to occur at approximately the same locations as when parking meters were being used. 6. Summary: Based on the above information and the proposed changes in the C.B.D. Area, the Traffic Engineering Department recommends the following: A. That the trial period for control of curb parking without parking meters be extended. B. That additional personnel be assigned to the enforcement of the two hour parking limit. C. That supervision of the enforcement personnel be assigned to one department. D. Installation and modification of loading zones in the C.B.D. Area be processed in the same manner as they were prior to the removal of the parking meters. E. Consideration be given to the reassignment of the one full time meter maintenance employee, if the parking meters remain off, for an extended length of time. JUN Motion by Councilman Kastman, seconded by Councilman Alderson, motion carried, Mayor Tidmore and Councilmen Alderson, Kastman, Simpson, and Medlock voting Yea, none voting Nay, to authorize parking meters to not be reinstalled on City of Lubbock Streets before June 30, 1966, at which time the City Council will again consider installation of parking meters. 65-24-261-707 Motion by Councilman Kastman, seconded by Councilman Alderson, motion carried, Mayor Tidmore (37) and Councilmen Alderson, Kastman, Simpson, and Medlock voting Yea, none voting Nay, that Ordinance No. 4742 be passed as an emergency measure.
