In the Arnett -Benson section where there is a total of $111,104.49 in construction cost we have a total of $19,017.13 property owners total assessments who refused to sign Mechanics Liens when presented. To expedite this program we would propose the following; agreement: The contractor to accept all paving certificates in the Arnett -Benson area with the understanding that the City of Lubbock would purchase a total of $9,500.00 of these certificates within six months from their being issued with 5% discount. It is possible that there would not be this much involved but not very probable. We would not want to sell back any certificate which had the first payment made. The guarantee of $9,500.00 would bring the total City cost for purchasing paving certificates under GWO 10,460 to about 11 per cent. Yours truly, KLRR CONSTRUCTION COMPANY By L. A.
