LUBBOCK PUBLIC LIBRARY
April 8, 1965
The President of the Library Board, :frs. William 3. Arper, regrets that she cannOL be here
today. I a_s taking her place since I am Secretary of the Board.
The me,-.tners of the Library Board wish to bring your attention to firs. Schenk's report on public
library services in the City and County of Lubbock. We are not ready to reco_,1L-.end actio.j on
every part of the report 'because we have aot had time to study all of it. However, every Board
member has read the reporL and we are in general agreement w:.th its direction. The Board
members feel that Lubbock was most favored to secure she services of a person of Mrs. Schenk's
ability. We are ready to reco:amend for action two ite.ats in her report-.
ITEM I - The Library Board unanimously recommends the appointment of a co.-xilittee to study the
:verger of the city and county libraries.
The committee io be appointed should be guided by the section of Airs. Schenk's report entitled
"Unified Library Service" on page 5. I:i that section Mrs. Schenk recommends that the present
Library Board be appointed by the City to serve on the Committee to Study Merger. She also
recommends that the County Commission appoint county citizens to serve on the Committee. The
Library Board will recommend to the County Commissioners that they appoint not more than four
such citizens. The Library Board favors the merger of the two systems as set out by Mrs. Schet=:r.
However, the co-amittee to be appointed should be given the task of studying ways and means for
:=erger and should then ;Hake the recommendation of whether or not and how to consolidate the two
libraries. The Committee to Study Merger should serve until -verger is accepted or rejected b;
the Council and Commission. The Committee should be empowered to assure existing library staffs
that no one will be excluded on either library staff because of consolidation. The Committee
should recommend action within a reasonable time. Mrs. Schenk suggests 60 days. The Library
Board leaves that to the Council and Co u-nission, hoping, of course, for early results from the
Cov.--ittee to be appointed.
ITEM II - The Library Board unanimously reco.itnends that the City Council agree to obtain funds
from the Texas State Library under the 1964 Library Services and Construction Act as recommended
by Mrs. Schenk's report (pa;e 7). The necessary steps have been taken by the City Librarian.
The Texas State Library Consultant, firs. Sha:.;blin, has been contacted and Mrs. Arper, Board
President, has agreed to sign the request.
The Library Board will continue to study Mrs. Schenk's report and other reco._;,endations will
be presented from tinie to tiuxe.
May we make one other request? April 25 - May 1 is National Library Week. May the Library Board
plan a modest observance of the occasion with Lubbock merchants, churches and other groups?
And will our Mayor officially proclai.ti National Library Week?
Thank you very v.uch. If you have questions, I will try to answer thew.
Respectfully submitted,
Mrs. .John McLarty
Secretary
Lubbock Public Library Board

is greater, that central core of the City is by no -.eans our only interest. We are interested
in the betterment of all of Lubbock, City and County, in our local econo.tty from one end to the
other, and wf.11 strive just as hard for their over-all best interests as in any particular seg_=-ent.
Believing that you gentlemen are as interested as we in a better City and County, and in a
stronger, growing economy as well, we request that one of you serve with us --and a member of the
Lubbock County Commissioners Court as well --on the Lubbock Development Corporations Directorate.
In deference to you, we feel it is not our prerogative to simply choose one of your number and
invite him so to serve but, instead, we hope you'll select a representative among yourselves to
work with us. After you :cake your selection, we shall be pleased to take the formal steps to
elect him to our directorate for a term coexistent with his present term of office.
Assuring you that we shall be happyto have anylof you gentlemen work with us in a truly public
undertaking and looking forward to receiving your acquiescence to this request, we are,

City Hall
Lubbock, Texas
Dear Mr. Hamilton:
In accordance with the partnership agreement of Treasure Island Golf Center, a Texas limited
partnership, the general partner Calvin E. Garrett has authorized me to offer for sale to the
City of Lubbock the golf course and related facilities within the triangle created by Loop 289,
Frankford Avenue and 4th Street.
The assets offered for sale include the following:
Fee ownership of approximately one acre on Frankford Avenue with club house, auxiliary buildings,
well and pu•=Fp, and putting greed. The club house is equipped with pro shop, snack bar, dining
room and additional space for other use. Such one acre, building improvements and well and
pump were contributed to the partnership at a value of $50,000 at organization.
2. Lease (with purchase option) on approximately 35 acres on adjoining land, now developed with
a golf course and driving range. The lease is for 25 years (from February 11, 1963) at a
rental of $500.00 per month ti.ies an escalator fraction the deno„inator of which is the
Departaaent of Labor Cost of Living Index as of February 11, 1963 and the nu:ierator of which
is such Index as of the December 31 next preceding the -,.onth in question. Lessee has two
options. The first is to ter-.-inate the lease at the end of any five year °nterval within the
25 year term. The second is to purchase such leased land at the end of the 25 year ter_ci at a
price equal to $3,500.00 per acre times the sane escalator fraction above described.
3. All leasehold i.-%proveents including 18 holes with large greens well developed (the course
:aeasuring approximately 3,000 yards), complete autoi, atic watering system, complete lighting
systesa, large. lake for natural water storage, small lake for puaapage and watering, driving
range with lighting, fencing and range house.
4. Full set of golf course maintenance equipment.
5. Complete set of furnishings for pro shop, snack bar and dining room (including coke machines).
I
_5,
PR 81985
The course first opened for play on November 22, 1963. During the calendar year 1964, in spite
of incomplete physical developi-ient in the early=..onths, green fees amounted to $40,625.78 and
driving range fees amounted to $9,012.82, for a toial income from these sources of $49,633.60.
A projection for 1965 has been made by Mr. Garrett on i:he basis of probable minimum income and a
realistic estimate of expenses by review of past operations. Mr. Garrett estimates an annual
increase of income in 1965 over 1964 of 33 1/3%. To date it is rL-nnina about 60% over last year.
On this basis, the projection is as follows:
Income
Expenses (excluding depreciation)
Net cash income
$66,184.80
44,318.51 (See attachment)
21 866.29
You will note that expenses include $1,150 of interest on :)orrowed morLey and $1,174.51 ad valorem -
taxes. They also include $500 for equip-.:ent (over and above maintenance) which is a capital expense.
It is our feeling that income will continue to increase as the course improves. Tech and tae
surrounding area populates, and Loop 289 and Frankford Road become major thoroughfares (Frankford
Road will be the main artery from the Clovis highway to points south of Lubbock).
Green fees are $1.00 for 18 holes except for Saturday, Sunday and holidays when they are $1.50.
Reduced rates are given to Tech classes and other special daytioe groups.
Up to now Mr. Garrett has-:ana-ed our operation. However, due to an opportu.tity outside of the
golfing field, he'will be leaving Lubbock as soon as a satisfactory replacement can be found.
Notwithstanding the potential of the investment, our group is willing to sell because of the
problems of widely diversified ownership and a general unwillingness to incorporate for income
tax purposes.
Treasure Island was initially capitalized for $180,000.00 fully paid in. Total cost of developing
and equipping the course has been approximately $210,000.00.
We propose to sell the course to you for the following amount:
(a) Original capital
(b) Additional develop::+eL t cost
represented by current out-
standing debts
(c) An amoun,- equal to 6% per annu_a
simple interest from 2-11-63 to
date of closing on original capital
Total
$180,000.00
30,000.00
_ 24,300.00 Approximately
,234,300.00 Approximately
We are willing to consider reasonable credit terms with not, less than 20% down and the balance
equally over 5 years (or less) at 4% interest (though weYconsider a counter proposal on any
reasonable basis).
This offer shall expire 30 days from date hereof unless renewed in writing prior thereto.
Please feel free to contact either Mr. Garrett or me if you need additional information.
Yours very cruly,
Edward R. Smith

In accordance with the above Notice to Bidders, bids were opened and read at the City Hall on April 6,
1965 for the construction of a Municipal Water Treatment Plant for the City of Lubbock. The following ,
recommendations were presented to the City Council, in connection with award of this bid, from
Parkhill, Smith & Cooper, Inc. Consulting Engineers on this project.
PARKHILL, SMITH & COOPER, INC.
April 7, 1965
Honorable Mayor and City Council
City of Lubbock
916 Texas Avenue
Lubbock, Texas
Gentlemen:
Bids were opened April 6, 1965, on the proposed Lubbock Municipal Water Treatment Plant. A total
of ten bids were received. These bids have been checked, and one minor correction was made in the
bid of J. M. Odom Construction Company. Their correct bid was $3,689,775.00 instead of the $3,689,755.0
shown in the proposal.
A complete tabulation of bids received is enclosed.
R. B. Butler, Inc., Bryan, Texas, was low bidder with a total bid of $3,180,338.00. R. B. Butler,
Inc. has completed within the last three years, four municipal projects under the engineering
supervision of our firm. Among these being two pump stations and a water storage reservoir for the
city of Lamesa, Texas; a pump station and water reservoir for the city of Plainview, Texas; a
sewage treatment plant for the city of Plainview, Texas; and a most recent completion in the earlier
part of this year an activated sludge treatment plant for the city of Abilene, Texas. We have found
them to be quite capable in work such as required for the construction of the Lubbock Municipal
Water Treatment Plant.
Their financial statement indicates they are financially capable of handling this project.
It is recommended that R. B. Butler, Inc. be awarded the contract.
Sincerely,
PARKHILL, SMITH & COOPER, INC. :.
