MAR 2 5 1965
Actually Western Little Leag-_e was a child of expansion. The League was fou.,ded i-i- 1961 because I
the population in.the Southwest portion of the City of Lubbock had exceeded 15,000 people. (This
is the maximum league boundary populatioL: as specified by National Headquarters of Little League
Baseball, Inc.) After its founding, the League provided adequate adult.leadership a_id playing j
facilities; and more boys were able to participate in organized baseball. In three short years 1
Western: has outgrown its facilities and is now confronted with expa:iding populati.o.. beyond maximum 1
limits. Additional facilities are needed or proper expansion to allow more boys to play ball and,
at the same titae, comply with National Headquarters' popala: ion require:.ie_ts. In short, a -ew
league must be created in the near future.
So that the indicated expansion can be orderly, preseLL plans call for the constructio-i of a
regulation baseball park similar to Covington Little League Field located at 24th and Quaker.
(See attachment #1.) The park is to be constructed behind the Elks Lodpe located at 3045 Slide
Road. The field.is-necessary in order to play scheduled gat. -es in this co„7i..- season. The Elks
are extremely active in helping youth programs and conseque;itly have coaisented to the use of their
property. In selecting the site, it was our understanding that no city -owned property was
adequate or available for the construction of the needed facility.
I In order to meet the expansion timetable, the Board of Directors have already contracted for the
construction of a chain Link fence and backstop at a cost of $1,750, underground sprinkler system
1 at a cost of $580, and eight 551 lights poles at a value of $1,000. Future plans provide for
landscaping, lighting, press box, public address system, concession stands, rock dust infield,
bleachers, parking area, and a flag pole. When completed, the value --excluding land --will be
approximately $15,000. Of this amount the League anticipates sufficient revenue to provide all
above -mentioned facilities by 1966 with the exception of lights and a 2" water meter for the
sprinkler system.
We are asking the City of Lubbock to provide a 2" water meter and the lights. We have immediate
need for the water meter to establish a grassed playing field this coming'season. To coincide
with expansion plans, 26 Mercury vapor lights, complete with ballast transformers and mounting
brackets on the eight poles, are needed by the 1966 season. Little League parks similar to the
ones found in Mackenzie State Park baseball area now have these lighting facilities. The
justification for this request is certainly found in the previous statelieats concerning expansion.
However, a much more detailed report is attached. (See aLtach.ae.t #2.)
It might be well to point out that the fence, light poles and attachmeL.ts, concession stands,
bleachers, sprinkler system, and other facilities can and Tqill be,moved at such time that suitable
land can be provided by the city. In fact, the Directors of Western Little League have just
recently given to the City of Lubbock the Covington Field investment.- As you know, this investment
of approximately $15,000 was turned over to the city after having been fully developed by our
Directors. By continued development•of playing facilities and turning those facilities over to the
city, we feel that we are serving to meet the needs of our area in the city and, at the same time,
greatly defraying similar costs that the city would normally have to incur. It is our understanding
that similar -sized cities which do L:ot recognize the i_aportant contribution of Little League
Baseball niust bear the burden of providing similar type facilities.
It appears then that two objectives can be accomplished by granting this request. First, the
City of Lubbock will ultimately inherit a sizeable investment and, as a result, reduce its total
costs of providing equal facilities. Secondly, more young boys will be allowed to participate in
organized baseball.
Respectfully submitted,
bb /s/ C. J. Jordan, President

NOW THEREFORE;
LUBBOCK PUBLIC LIBRARY BOARD
March. 15, . 1965
The Hon. Max Tidmore,
Mayor, and City Councilmen
City Hall
Lubbock, Texas
Gentlemen:
S
The Lubbock Public Library Board met at 1:00 P.M., March 4th, for the first meeting after Mrs.
Schenk left the city. We do not yet have her written report, but on the basis of what she told
Board members we felt that some steps could be taken right away to improve library service. A
report of our action and proposed action follows. Please advise us on whether this is correct
procedure. We are not sure what is expected of us. The Library Board needs to have the Council
define and clarify the limits of the Boards authority concerning internal changes.
A motion was made to issue library cards upon the signature of all applicants, including those
not listed in the telephone book, requiring only reasonable identification. The applicant shall
give one reference who shall be presumed to know how the applicant can be reached. The motion
carried unanimously.
A motion was made that the Librarian take the necessary steps to improve the service and public
relations of the Library, noting that the Board offers itself to help the staff in any way
possible. The motion carried unanimously. Mr. Sandy, Head Librarian, offered to have a staff
eetzng.
A motion was made that the sign facing 19th Street and reading "McCrummen Park" be changed, or
added to, to read "and The Lubbock Public Library." Motion carried,
'We expect Mrs. Schenk's report this week. The report will be in two parts: Part I, Merger,
branches, future planning; Part II, internal reorganization, e.g., circulation procedures, fines
:policy, cataloging. We plan to send the report to the City Council, The County Commission, the
`City Manager, and the City Librarian, and the County Librarian just as it comes. The Library
Board will then study the report and make its recommendations to the City Council.
There are certain things that we know will be recommended by Mrs. Schenk that could be done
right away. May the Board do these things or should it always formally recommend directly
`to the Council that action be taken and then wait for the Council to act? At issue are such
steps as closing the North doors of the Library, improving the lighting,,providing a place for
the staff to put wraps and other personal belongings, reactivating the Friends of the Library,
u:+dertaking an improvement of`the heating, increasing the use of the Library lecture room, and
