Lubbock, Texas
Gentlemen:
The Board of Directors of the Lubbock Development Corporation approved, on February 8, 1965,
the final plans of Marvin Springer of Dallas, for the redevelopment of downtown Lubbock.
Copies of the Springer report were given to each of you for your study and consideration and we
respectfully request that you approve same. In order to implement this program, we recommend
the following steps, and that they be started.at once:
1. Additional one-way streets as outlined on Plate 7, Page 49, of Springer report.
2. Head -in parking on all streets, where possible.
FEB 2 5 IM
3. _ Parking meters be removed and that marking system be used allowing two hours free parking
for the following reasons: Meter time limits are too short to permit adequate shopping
time. The people do not like meters and they do not like getting parking tickets. It
is believed that meters have caused decreased sales and vacant store buildings in downtown
Lubbock.
4. Install adequate street lights in downtown Lubbock.
5. Repair streets, curbs and sidewalks.
6. Investigate Urban Renewal for downtown development.
Sincerely,
Lubbock Development Corporation
E. W. Williams, Jr.
