Anderson and other members of the League of Women Voters appeared (16a) before the City Council and presented the following recommendation in connection with zoning: RECOMMENDATION January 28, 1965 Mayor Tidmore, Mr. Pitstick and members of the City Council: I am Mrs. Hill Baggett and as you know, I am representing the League of Women Voters of Lubbock. We last appeared before you in November 1963 stating our positions regarding planning and zoning in the city. Since that time --the make-up of the Council has changed and the League has reached two new positions in this area. Today we would like to restate our prior positions and to tell you of the two new ones. In 1963 we urged the completion and subsequent adoption of a flexible comprehensive plan, and we are delighted to see the Planning Department's program measurement projection for this year --that is -- the preparation and publication of such a master plan. The citizens of Lubbock are most fortunate to have the services of the planning director and staff equipped to use the pertinent data of the Urban Transportation Study. We know this information will be of great value in the completion of this master plan, which is under study by the Council and the Planning and Zoning Commission. We are sad to note that we have seen no action taken by this body on our second proposal. That is -- the notification of zone changes to property owners beyond a 200' radius. May we restate that the legal requirement of notification within a 200' radius is merely a minimum requirement. We feel that property owners beyond a distance of one-third of a block are affected by zone changes and should be notified of such changes. Our two new positions are: 1) We feel that there should be a more reasonable balance of commercial and industrial zoning to achieve a more harmonious land use pattern beneficial to the general public. The City of Lubbock has approximately five times as much commercial zoning as planning authorities deem necessary for a city with Lubbock's population. Only about one-fourth of the area already zoned for industrial use has been.developed. 2) Our other new position deals with the appointment of members to serve on the zoning boards. We feel that the make-up'of these boards should be representative of diversified occupations and activities of the community. We feel that the selection of members because of techn cal or pro- fessional competence is of no major importance for the technical problems can be taken care of by the planning staff. We feel the Council has already begun to move toward this desirable position. We thank you for allowing us this time on your busy agenda. Perhaps no other group in Lubbock is as aware of the long hours and the hard work the Council gives to the citizens. We know sometimes your job seems to be a thankless one, but we want you to know that the League appreciates you all very much. The City Council took the above recommendation of the League of Women Voters under advisement. 65-24-32-115 Motion by Councilman Alderson, seconded by Councilman Kastman, motion carried, Mayor Tidmore and (19a) Councilmen Alderson, Kastman, and Simpson voting Yea; none voting Nay, to authorize extension of storm sewer and installation of storm sewer inlets in the vicinity of 20th Street and Southeast Drive in the Coronado Urban Renewal Area and on Avenue A. (18) December 19, 1964 The Honorable Mayor and City Council Lubbock Municipal Building Lubbock, Texas Gentlemen: We have recently completed paving the entrance of North Gary Avenue abutting Highway No. 84 located north side of the roadway at approximate center line station 122+73. This paving was done under a permit from both the P&SF Railroad and Texas Highway Department. Your City Engineer, Mr. John Hickerson, was also advised of this work. The paving starts at the P&SF Railroad at a width of 24 feet extending 60 feet to Highway 84 to a maximum width of 85 feet at that point. Our business is such that we must receive a large amount of cotton in a short period of time. The urgency of doing this paving in time for our season did not allow us time to issue a formal request to the city to do the above mentioned work and we did not mind absorbing the cost. We would however, respectfully request that the city take under consideration declaring this entrance a public crossing and maintaining the same. We can, at your convenience, have a company official meet with you gentlemen and discuss the request. We will appreciate your attention to the above and await your reply. cc: Mr. Earl Hobbs Lubbock, Texas Cordially yours, SERVICE COMPRESS & WAREHOUSE /s/ Jack Greenlee The City Council considered the request of Service Compress and Warehouse Company as set out in the above letter.
