HomeMy WebLinkAboutMinutes - City Council - Regular - 4/26/1973i0" Vik 10 Nso APRIL 26, 1973 The City Council of the City of Lubbock, Texas, met at 10:00 o'clock a.m. in the regular meeting place at City Hall. The following members thereof being present to wit: Mayor Morris W. Turner, Councilman Lonnie F. Hollingsworth, Councilwoman Carolyn Jordan, Councilman John E. Baker, Councilman Bryce Campbell, City Manager N. B. McCullough, Assitant City Attorney Ken Jones and City Secretary -Treasurer Lavenia Lowe. Absent: Fred 0. Senter, Jr., City Attorney. 73-32-154-423 The invocation was given by Councilman Bryce Campbell. 73-32-154-424 The Pledge of Allegiance to the Flag was given in unison by those present in the Council (2) Chamber. 73-32-154-425 Motion was made by'Councilwoman Jordan, seconded by Councilman Hollingsworth, motion carried, (3) Mayor Turner and Councilmen Hollingsworth, Jordan, Baker, and Campbell voting Yea, none voting Nay to approve City Council Minutes - Regular Meeting held April 12, 1973. 73-32-154-426 Mr. Ed Elliott, President of the Lubbock Day Care Association appeared before the City Council (14) and introduced Mr. Jack Strong who presented the following proposal; JOINT STATEMENT BY DAY CARE ASSOCIATION AND UNITED FUND OF LUBBOCK Having been given the impression that it was desirable for the Day Care Association and the United Fund to re -state their position on the proposed Early Learning Center because it appeared that funds had not been raised by the Early Learning Center, the proposal was made this morning. If funds are available to the Early Learning Center, the proposal should be disregarded. However, it now appears that several points should be clarified: 1. There seems to be a misconception about the difference between "day care" and "early learning." In fact, the present program of the Day Care Association includes the elements proposed for the Early Learning Center --including staff qualifications, parent involvement, and Texas Tech student participation and observation. 2. Acceptance of a new agency in the United Fund requires an application from the agency, a study by the Community Planning Council, and action by the Board of Directors. The Early Learning Center has not made application and has not given any indication that it intends to do so. 3. The Day Care Association and the United Fund are anxious to work with the Early Learning Center, but both organizations have Boards of Directors who are responsible for making any changes in policies, and these changes could not be made today. Both organizations will con- sider any proposed changes which the City Council desires to make. We regret that the United Fund and Day Care Association have been placed in the position of seeming to compete for the Early Learning Center building. Simply stated --repeating the earlier proposal --The Day Care Association is willing to assume responsibility for the operation of the Early Learning Center with the financial support of the United Fund, if the City Council desires. Mrs. Connie Steele also appeared in regard to the Early Learning Center Project. The Board of Directors of the Early Learning Center and the Lubbock Day Care Association were requested by the City Council to give additional consideration to this project. The Center being pro- posed for construction in the Civic Center Area. Other members of the Lubbock Day Care Association as well as members of the Early Learning Center Board were present in the Council room for this presentation. (SEE Page 155-A) 73-32-154-427 Motion was made by Councilman Hollingsworth, seconded by Councilman Baker, motion carried, (15) Mayor Turner and Councilmen Hollingsworth, Jordan, Baker, and Campbell voting Yea, none voting Nay to pass Ordinance No. 6605 on second and final reading. I! I L L Statement Made by Day Care Association to'the Lubbock City Council April 26, 1973_ The Lubbock Day Care Association appears this morning to present to you a proposal for the use of the Early Learning Center facility. Please know that we have wholeheartedly supported the Early Learning Center Board and their established purpose and we agree with their goals. We think the Early Learning Center proposal is a good proposal if adequate funding were available. We do not appear before you with a competitive proposal. We appear before you because we feel strongly that the children of Lubbock need a facility like the proposed Early Learning Center. We would like to share with you what our organization is ready to do. The Lubbock Day Care Association is prepared to accept the total responsibilities of the operation of the facility known as the Early Learning Center. We would close our present facility known as Lubbock Day Nursery No. One, now located at 520 Avenue B, and move that entire operation, staff and children, into the Early Learning Center building. The United Fund would guarantee and provide operating expenses for the operation. Presently, we are receiving funds through various federal programs which would be available to subsidize the budget. Our program incorporating day care and early learning concepts, would be made available to 160 children. We would provide night time and weekend care as needed for convention activities. We would utilize the facility as designed by the architects for the Early Learning Center. We would like to incorporate members of the Early Learning Center Board into our Board of Directors. We offer you a staff, already trained, a clientele of some 60 to 70 children already od roll, a working Board which has been in existence and full operation in Lubbock some twenty (20) years, and the assurance of funding through the united Fund of Lubbock, Inc. 1 APR 9-6 _m: r r r -AN APPROPRIATION ORDINANGE-` ORDINANCE NO. 6608 WHEREAS, the City Council cif the. AGENCY: THE URBAN RENEWAL AGENCY OF THE CITY- OF .LUBBOCK [68 %PR 8 6 1973 ATTEST: /s/ H. 0. Alderson Secretary WITNESS COMPANY: LUBBOCK POWER AND LIGHT BY: 73-32-168-464 -BRIEF HISTORY OF CANYON LAKES FUNDING CONSIDERATION (49) In order to.realize.optimum Federal relocation funding, consideration was given to proceed with Project activities on the strength of Federal retroactive funding. After consideration by the -Council (Oct..12, 1971, Nov. 10, 1971, and Dec. 8, 1971),. authorization was given for Group I Acquisition to proceed, and, for necessary interim financing up to $748,975. Thus, an appropriation ordinance for Group I Acquisition was passed on December 22, 1971, which reflected the possible interim financing needed in the form of Federal-BOR Funds due of $748,975 (Attachment I) Authorization to proceed with Group II. -of Acquisition, including necessary interim financing, was made by the Council on March 2, 1972. Appropriation Ordinance 6347 was passed on April 27, 1972, to cover this phase of the Project. This Ordinance also included possible interim financing in the form of BOR Funds due in the amount of $574, 480. (Attachment II) On August 7, 1972, the Council reviewed and authorized execution of the contract for BOR, Stage I, Funding. This contract was for reimbursement of acquisition and relocation costs realized by the City of Lubbock. Thus, with funding formally established, Ordinance 6525 was passed on December 21, 1972, as a supplement to bring relocation and acquisition GWOs to authorized budget limits, according to the -budget limits as authorized by the Council on November 10, 1971. Again BOR Funding due was reflected by the Ordinance - $315,951 per this -ordinance. (Attachment III) It should be noted that even though a formal contract with BOR had been executed, this Ordinate reflected BOR Funding due (possible interim financing), since this program is 'a reimbursement tiype of funding. CURRENT CONSIDERATIONS: These directives and appropriation ordinances established authorized GWO balances as per attached IBM Budget Report. (Attachment IV) These GWO balances were based on Federal funding due and City bond funds. Interim financing of the Federal funds due has been accomplished to date with unappropriated bond funds and grant funds received. However, current expenditures are in excess of -existing available Canyon Lakes Funds until BOR Funds are received. Refer to Table below. Table I Status of Funds* HUD Funds Expended- $ 490,175 BOR Funds Expended 22258,697 Total .Expenditures. $2, 748,872 Grants Received $ .237, 575 Bonds Sold 2,500,000 Total Funds Available. 2,737,575 DEFICIT $ 11;297 .- *No.te attached complete Report (Attachment V) Therefore, since interim financing must now be from other sources besides Canyon Lakes Funds, it seemed -appropriate at this time.to bring the Council -up-to-date on the status of interim financing. Past authorizations justify additional interim financing up to appropriation ordi- nance limits, although this -.is not probable since funds will be received periodically. However, some additional interim -financing will be necessary in the next sixty(60) to one hundred twenty (120) days and periodically thereafter until each subsequent reimbursements are received from the Federal Government. The best estimate at this date is that expenditures up to $511,596 are possible during this period, but actual needs will probably be somewhat less. After consideration of all information- presented, motion was -made by Councilman Baker, seconded by Councilwoman Jordan, motion carried, Mayor Turner and Councilwoman Jordan, Councilmen Baiter and Campbell voting Yea, none voting Nay to authorize a budget supplement in the amount of $511,596 from General Fund to Canyon Lakes Capital Fund No. 83, Councilman Hollingsworth was absent at the time this action was taken. 73-32-168-465 Motion was made by Councilwoman Jordan', seconded by Councilman Baker, motion carried, Mayor (50) Turner and Councilwoman Jordan, Councilmen Baker and Campbell 'voting Yea, none voting Nay to pass Ordinance No. 6632 on first -reading.
