Mr. E. L. Colby, Director of Aviation
Lubbock Municipal Airport
Route 3, Box 201
Lubbock, Texas
Dear Sir:
Re: Bids for new building for F.A.A. and U.S. Weather Bureau.
After reviewing the bids received on the above main project yesterday afternoon, we note the
following:
(a) All the bids were in a very -small spread, ranging from $198,089.80 to $205,017.40, a
spread of less than 3.5%.
(b) The paving figure corresponding to the law Base Bid A was next to the lowest of all the
paving figures.
(c) From the values listed we do not recommend that any of the deductive alternates be accepted.
We believe the lowest and best bid to be that of Knox, Gailey & Meador, as follows: Base Bid A--
$192,119.00, Total Paving Work--$5,970.80; making a total of $198,089.80. We recommend that the
project be awarded to Knox, Gailey and Meador on their Total Base Bid A plus Total Paving Work,
for a contract price of $198,089.80.
Very truly yours,
ATCHESON, ATKINSON & CARTWRIGHT

I, T. E. Flake, would like to submit a proposition to the City of Lubbock to assume all of my

never had a break in any of the four -inch lines since installation and I feel that the type of

Mr. Ed Bray appeared in regard to the above request that Louisville Avenue be closed and
abandoned from 48th Street to the alley South of 48th Street. Mr. Al Smith, property owner in
the area, also appeared and presented the following petition containing approximately 50
names. Said petition reads. as follows:
TO: LUBBOCK CITY COUNCIL
It is our understanding that a dedication deed has been submitted to the city Right of
Way engineer to open Louisville Ave. from the alley on 48th Street through to 50th Street.
From a planning standpoint, traf€ic,movement into and out of this residential neighborhood
is not needed at this point and a drive -in -restaurant tends to create a traffic problea
characterized by a circular movement on adjoining streets.
We the undersigned property owners of the neighborhood definitely oppose the opening of
this street and respectfully request that the right of way on Louisville between 48th Street
and the alley south of 48th Street remain closed. -
After consideration of this request motion was made by Councilman Simpson, seconded by
Councilman Medlock, motion carried, Mayor Tidmore and Councilmen Alderson, Kastman, Simpson,
and Medlock voting Yea, none voting Nay, to authorize a portion of Louisville Avenue to be
closed, Ordinance No. 4594 being hereby authorized passed on first reading. Authorization
being also hereby given for the Mayor to execute Quit Claim Deed to adjacent property owners

The following as to licensing and vaccinating of dogs was given to the City Council.
SUMMARY OF ANIMAL CONTROL PROBLEMS
City Ordinance Number 1587 requires:
1. That all dogs be confined or leashed.
2. That all dogs be vaccinated for rabies annually. This includes dogs over 6 months old.
16
3g 17196,4
s
3
AnimalShelterreports show that between 800 and 1000 dogs are being picked up each month, and
that between 700 and 900 are being destroyed each month.
The Animal Shelter processes on the average of between 30 and 40 bite cases each month with
resulting quarantine as required by City Ordinances.
Annual revenue from the Animal Shelter is $7,263.25 for this year, and $7,179.55 for 1963, which
includes licenses and impounding fees.
The budget for the Animal Shelter for 1964 is $59,736.
From the facts listed above, it is obvious that the present Ordinance is not doing the job. We
are destroying 10,000 dogs a year. 99% of these are not licensed, this represents a loss in
revenue of $10,000 and also represents a considerable part of the effort of the shelter.
400 bite cases per year represents an appalling figure when you consider that many were serious
and could have been fatal. The time and effort expended in processing the reports and quarantining
the dogs represents a considerable percentage of the Animal Shelter's effort. Less than 10%
of the dog population is vaccinated for rabies.
The attached chart shows a comparison of licensing fees in cities taken at random.
Our dog population is estimated to be 40,000 to 50,000.
Many communities completely, or almost complete, support their animal control operation through
pound fees and fees collected for licenses.
The range licenses run is from "no charge" in one city to a high of $4.00 for males and $10.00
for unspayed females.
Only four reporting cities use dog discovery or census teams and only these cities are successful
in collecting license fees. In most cities the license is only a nuisance tax, and most of the
cities in this category lose money on the license program. The same is true if the fees charged
are too low.
If one accepts the premise that those citizens who are privileged to gain the most from specialized
municipal service shall also aid in financing its operation, then I believe it follows that fees
and pound charges should substantially contribute to the financing of the animal control program.
Good dog control depends on the removal of the stray and recording of the owned. Neither can
be achieved unless the whole City is checked and the dogs are licensed. The dogs that are vaccinated
are those owned by relatively responsible owners and are the ones which are not likely to become
exposed to rabies. The strays and those owned by less responsible owners are the ones which
escape vaccination and which are more likely to be exposed.

RECOMMENDATIONS:
That dog licensing period be set as January and February of each year when the fee will be $3.00.
After March l the fee will then be $5.00. Beginning on March 1 of each year canvassers be sent
out armed with credentials to take a census of dogs. A citation will be issued at that time for
all unlicensed dogs which will permit the owner to get the necessary license and vaccination
within one week without additional penalty.

C. RESEARCH IN PROGRESS
1. Analysis of City Finance Structure
Extensive research has been conducted in almost all areas of City operations in the course
of preparing the City Council initiated financial study.
The Departments of Planning and Finance and the City Manager's staff are preparing the
portion of the report concerned with the theory of municipal revenue and particularly with
factors affecting the amount of revenue needed by any particular municipal government.
Included will be an analysis of the level of service desired, density of population, age of
facilities, growth rate, quality of past programs, type of economy, and the changing role
of municipal government.
The Department of Finance, working with the City Manager's Office, is providing information
regarding the theory of what economic class or group should bear the financial burden of
the City government.
i The Department of Finance and the City Manager's staff have grouped all forms of municipal
revenues and expenditures in what are considered to be meaningful classifications in an
attempt to create an objective view of the balance of Lubbock's financial structure.
Utilizing these classifications, historical comparison's from as far back as 1934 are used
to illustrate the changing function of municipal government and the possible need for
* changes in the City's revenue structure.
! All Directors and the City Manager's staff are utilizing population projections made by
the Department of Planning,.historical data, and a knowledge of the present operations to
provide a comprehensive thirty year projection of the financial needs for the City of Lubbock
Two Questionnaires have been sent to other cities, -returned; and compiled for use in the
study. The information received is in the area of financial participation by tax-free
agencies and swimming pool revenues. An evaluation of numerous miscellaneous revenue
sources will also be included in the overall report.
It is hoped that the thirty year projection and an understanding of the past and present
operations and financial structure for the City of Lubbock will provide the City Council
and staff with all that is necessary for the most intelligent decisions regarding any
possible modifications to the existing financial structure.-70% complete.
2. Relations with, Lubbock_ County
The City Manager's Office is now in the process of gathering information regarding all
formal and informal relationships, both fiscal and functional, with the County of Lubbock.
Areas such as Health, Welfare, Library, Civil Defense, Tax Assessment and Collection, Parks,
Mosquito Control, Fire Protection, Street Paving and Maintenance, Planning and Development
!' along with many more functions are being studied. This research is in the preliminary
stages and should be completed in the near future.
3. Use, Marking and Assignment of City Vehicles
A study is approaching completion which will standardize the use, color, type, and
markings of all City vehicles. All Department Heads were asked to provide information
regarding the use of their department's vehicles, the information has been compiled, and
it is anticipated that an overall policy will be established in the near future.-80% complete
