The City Manager presented to the City Council the proposed Capital Improvements Program to be financed in the year 1965 as follows: November 24, 1964 This report presents an outline of the proposed capital improvements to be constructed in the City of Lubbock during 1965 and a tentative bond marketing schedule to finance these improvements. At the beginning of the current five-year Capital Improvements Program, funds allocated for these improvements included $15,668,000 authorized in the 1963 Bond Program, $4,970,000 from the 1959 Bond Program, and $625,000 from the 1945 Bond Program. This was a total of $21,263,000 in capital improvements intended to be accomplished between 1964 and 1969 without an increase in taxes. $7,500,000 was sold on February 27, 1964 to accomplish the 1964 improvements. I Therefore, $9,063,000 remains to accomplish proposed improvements between 1965 and 1969. This brochure, which is divided into two primary sections, is intended as a guide to assist the City Council and the Staff in evaluating, planning, and constructing proposed capital improvements in 1965, as well as reference material for the news media in reporting to the citizens on the I progress of these improvements proposed for 1965. 1. Financial Section The financial section includes available funds, unsold bonds from previous bond programs, and authorized bonds from the 1963 bond in addition to the program, proposed 1965 bond i sale to finance the 1965 improvements. A bond sale is scheduled on February 25, 1965 j to market $3,000,000 in electric revenue bonds and $1,700,000 in general obligation bonds. i u 2. Improvements Section 1 IV 2 41964 y This section outlines in detail the proposed improvements to be accomplished in the following areas: water, sewer, streets, traffic signals, street lights, drainage, airport, parks, fire stations, and electric. This planned improvement program for 1965 recommends the most logical arrangement of priorities for these improvements; however, these priorities should not be considered inflexible. As previously pointed out, "rapidly changing economic conditions or practical complications may arise in the form of more urgent needs which may alter the projects --or the amount of funds to be applied to specific projects." Although the City intends to market $4,700,000 in bonds to accomplish the proposed 1965 improvements, this brochure actually.outlines improvements amounting to $11,207,016. The remaining $6,570,621 will be financed from available funds, from temporary loans borrowed from operating funds --and from participating agencies in specialized programs. If the proposed bond sale of $4,700,000 is carried out and the proposed improvements amounting to $11,207,016 are accomplished --there will remain $9,063,000 in authorized but unsold bonds to accomplish future proposed improvements through 1969. -It is intended that the entire program will be restudied to review the accomplishments of the previous year and recommend improvements for subsequent years.-- Respectfully submitted, William J.
