Attn: Mr. J. L. Scott
Dear Sir:
In regard to the City Council's offer for the purchasing of our property, we are refusing
their offer, and for the following reasons.
In the first place, the $8,500.00 appraised value will barely pay off the amount of the
mortgage --apparently they want us to forget about the years we have paid on the property plus the
improvements we have made, as outlined in our previous letter to you. As for the one year free
rent, this would only amount to approximately $600.00. Secondly, if you have tried pricing
houses lately, as we have, you will find that you cannot buy, or even build, a house comparable
to ours for $8,500.00. In fact, property at 2408 31st street, with basically the same floor plan
as ours, recently sold for $10,400.00.
Mr. Scott, we want to be fair on this, as we expected the City to be fair with us. We would
consider $9,500.00 for this property, together with possession for two years.
Very truly yours,
W. E. Ward
WEW:fsp Johnnie J. (Mrs. W. E.) Ward
The City Council considered the above counter -proposal of W. E. Ward wherein Mr. Ward proposes
to sell to the City a residence located at 2502 30th Street for a consideration of $9,500 together
with possession for two years and motion was made by Councilman Simpson, seconded by Councilman
Medlock, motion carried, Mayor Tidmore and Councilmen Alderson, Kastman, Simpson, and Medlock voting
Yea, none voting Nay, to authorize an offer for purchase of this property to be made to W. E. Ward
in the amount of $9,500 together with possession for one year. This property being purchased for
widening of College Avenue.

Dear Mayor Tidmore:
Re: C. B. Barrett - 713 80th,
Lubbock, Texas
We are in the process of condemning a portion of lots 6 & 7, block 15, of the Martin Ameen Addition
to the City of Lubbock, owned by C. B. Barrett. This is for right of way for U.S. 87 South. It
will be necessary that the house on these lots be moved and it would certainly facilitate our
problems in acquiring this property, if the electrical rewiring could be waived. If you need
further information in regard,to this letter, please let me know.
Yours very truly,

The City Council considered the request of the County Judge as set out in the above letter wherein
it is requested that the electrical rewiring be waived on a house on Lots 6 & 7, Block 16, of the
Martin-Ameen Addition. Motion was made by Gouncilman Simpson, seconded by Councilman Kastman,
motion carried, Mayor Tidmore and Councilmen Alderson, Kastman, Simpson, and Medlock voting Yea,
none voting Nay, to authorize the removal of this building to the Martin-Ameen Addition or the
Smithlawn Addition, only, without rewiring of said building.

containers by residences of the City provided at least two friction catches are installed to hold
the lid, or some other more satisfactory arrangement to prevent the lid from falling on the refuse

Dear Mr. McCullough:
RECOMMENDATIONS .
Wentworth & Associates, Inc.
November 4, 1964
We have evaluated the bids received on Friday, October 30, 1964 for the Distribution Substation
and Transmission Switching Station for Lubbock Power and Light. The attached sheet shows the
tabulation of these bids.
We recommend the bid of Graybar Electric Company in the amount of $350,480.00 as the lowest bid
meeting the specifications on the total proposal. The bids of General Electric Supply Company
I
and Allis-Chalmers Mfg. Company also meet the specifications on the total proposal.
The bid of Westinghouse Electric Corporation is the lowest bid on the complete proposal. The
j transmittal letter of their bid stated that it was in complete conformance with the specifications
however, a review of their bid showed several omissions and exceptions. They were asked to submit
a letter clarifying their bid. The letter which was received at 6:00 PM, November 4, 1964
cleared up some of the ommissions and exceptions but at the same time it contradicted their
transmittal letter by taking exception to the design of structure footings as required in the
specifications.
The weight of steel for structures shown in the Westinghouse bid was also questioned because it
was 28,400 pounds less than the amount bid by others and did not reflect a balance of design
among the various structures. Their letter of November 4, 1964 indicated that if we require
certification of adequate design, that they will not guarantee the established delivery schedules.
The partial bids of ITE Circuit Breaker Company and Federal Pacific Electric Company were rejected
because they could not be evaluated.
Sincerely,
Colwell, Wentworth & Associates, Inc.

The City Council discussed with Mr. Travis Taylor, Engineer for Panhandle & Santa Fe Railway
TABLED ITEM
and Dave Tipple and Michael Knuths, Attorney, Santa Fe Railroad officials, the deepening and
4
widening of existing drainage ditch located along the railroads right-of-way in Section 2,
Block E-2, Lubbock County, being adjacent to the C. C. Leftwich Subdivision in the vicinity of
Norfolk Avenue, also the maintenance of said drainage ditch by the railroad company. The City
Council instructed the City Attorney to write a letter to the Panhandle & Santa Fe Railway
Company to give them additional information in regard to the drainage ditch at this location,
Mr. Taylor also stated that he would discuss this project with the railroad company. The City
Council is of the opinion that the City of Lubbock should not accept the liability provisions as set
out by the Railroad Company in their proposed license, covering maintenance of this drainage
ditch, and suggested that the Railroad Company maintain the drainage ditch rather than grant a
License to the City of Lubbock for the maintenance.
NO FURTHER BUSINESS COMING UP FOR CONSIDERATION, THE CITY COUNCIL ADJOURNED FROM REGULAR
MEETING, NOVEMBER 5, 1964.
