Honorable Mayor Max Tidmore
Members of the City Council
City Hall
Lubbock, Texas
Dear Sirs:
On July 30, 1964, the Southeast Lubbock Development Board closed a loan with the Federal
Housing Administration for the construction of Green -Fair Manor housing project. The amount
of the reimbursement was considerably short of the amount requested from FHA. An explanation
of the difference was sought but no satisfactory explanation was received. Representatives
of the agencies stated that some of the amounts would be reimbursed at the time of: final
closing. Our mortgagee has since advised us that a portion of the architectural supervision
cost also will not be reimbursed.
At a recent meeting of the Southeast Lubbock Development Board the members expressed their
feeling that the City Council should be made fully and currently aware of the possibility that
a portion of the cost might not be reimbursed, possibly as much as $25,000.00. Our mortgagee
believes that a majority of the costs will be recovered provided the actual project costs stay
reasonably close to the estimates. We will keep you advised as the project progresses.
Thank you for your support in the development of this project.
Respectfully yours,
G. R. Billingsley, President
Southeast Lubbock Development
GRB/ss Corporation
Mr. G. R. Billingsley, President of the Southeast Lubbock Development Corporation, appeared before
the City Council and presented the above letter of report as to construction of Green -Fair
Manor Housing Project in Fast Lubbock. Mr. Billingsley also presented two checks to the Mayor,
one in the amount of $10,000 and one in the amount of $176,167.00, being in payment of loans
having been made to the project by the City of Lubbock.

Re: Residence
2502 30th Street
Dear Mr. Scott,
In a recent discussion with you regarding the sale of my residence to the City for the
purpose of widening College Avenue, you advised me to obtain an FHA Appraisal. This I have
done, and inasmuch as FHA appraised the value to be less than is presently owed on the property,
I do not desire to dispose of the property at the appraised valuation. The FHA did not wish
to appraise some houses in this area, and I have been penablized on the value of my property
because of the "possible future widening of College Avenue."
I originally purchased this property three years ago, paying therefor $9,000.00. Improvemeds
that have been made to this property are as follows:
Removed trees, dirt removed, refilled and leveled
Addition of concrete patio, porch, walks and curbs
New roof -house and garage
Partial brick veneer and footings
Paint inside house and outside trim 61 x 151 porch
This improvements cost me, with me performing most of the labor, $1,738.00, making a total
i, investment of $10,738.00.
I
I feel that the fair and equitable value of my property is $10,338.00, and I am willing to
take the loss of $400.00, at the present time.
Very truly yours,
