Mr. Hill outlined both areas, good and bad, of traffic performance with respect to traffic safety. The City Council assured Mr. Hill that the report would be carefully studied by all departments concerned with traffic safety and efforts made to improve traffic conditions. REPORT DIGEST: Analysis of Lubbock report, Annual Traffic Inventory for 1963. Presented to City Council July 16, 1964 by Don Hill, District Director, National Safety Council. Analysis of Lubbock's Traffic Inventory report presents 1963 as a year of indecision in the city's traffic safety program. There were hopeful aspects --Traffic Engineering and Police Traffic Supervision reached their highest attainment in recent history; but there also were regres- sions, to produce a net result of slight decline, from a total program rating of 86 per cent for 1962 to 83 per cent for 1963. Deaths were up, with the year's 18 fatalities producing rates substantially in excess of average in proportion to population and vehicle registrations. But accidents producing injuries were down slightly under the average of the previous three years. The first six months of 1964 have seen a further rise in deaths and injuries in spite of increased police activity. This current increase in police activity should produce dividends later in accidents prevented --If the overall management of the program takes up someslack that was apparent in the report for last year. The zig-zag patte m of the city's traffic death experience--14 in 1960, 24 in 1961, 11 in 1962, 18 in 1963--clearly implies that the city's instruments of accident prevention are fighting a nip - and -tuck battle with growing traffic pressures. ACCIDENT RECORDS AND ANALYSIS was marked during the year by improvement in techniques and increase in analysis of past accident experience to guide future accident prevention effort --but this gain failed to reflect in the -Analysis because of some inefficiency in reporting or evaluation not as yet discovered. On the basis of information at hand it can be said that the performance was somewhat better than that for 1962 which was evaluated at 83 per cent; gauging of the gain will have to await the -report for the current year. TRAFFIC ENGINEERING was rated 85 per cent, the highest standing for several years. The chief weakness shown in the 1963 report, basic planning studies, is being corrected in 1964 through a comprehensive urban transportation survey which will provide data to guide traffic improvement for several years to come. Traffic control devices in operation on the city's street showed three substantial continuing needs; traffic -actuation of isolated signals; additional pedestrian faces on existing signals; increased lighting, up to recommended brilliance standards, of arterial streets. POLICE TRAFFIC SUPERVISION continued its pattern of steady gain over the past several years to a rating of 77 per cent, highest in history. The force was commendably balanced to its traffic responsibilities, with substantial assignment of officers to specialized traffic duty, and also with general -duty force carrying a creditable share of the total traffic work load. Administration was strong, subject to some continuing difficulty with a personnel turnover rate abnormally high at 15 per cent. Traffic training was outstanding, rated at 99 per cent fulfillment of measures applied, as was also accident investigation, rated at 96 per cent. Some opportunity appeared to further improve the selective quality of traffic work, gearing it more closely to basic accident factors of time, location and violation; and improvements in this area are current in 1964. Also current in 1964 is a very creditable increase in police activity against hazardous traffic law violations. 1 Chief apparent. weakness in law enforcement is in an area where police share interest with county courts --action against drinking drivers. The amount of such action, in proportion to the incidence of drinking drivers in accidents, was only 5 per cent as much as recommended; of total persons arrested on driver -intoxication charges, only 43 per cent were shown as actually tried on those charges, with a resulting rate of convictions of only 79 per cent compared to 95 per cent recommended. A most important step toward safer traffic in Lubbock would be to verify this infor- mation, to discover the reasons for the very poor trial and conviction rates, and to permanent) require a candid a y correct the causes. This will re Q approach, without even the hint of witch-hunting, by the several parties of interest working together --the city administration, the police, county court authorities, and the Citizens' Traffic Council. TRAFFIC COURTS, rated at 85 per cent, are overshadowed by a need statewide in scope --the need for basically stronger traffic courts, traffic courts of record, with authority and jurisdiction sufficient to stop incorrigible violators rather than merely to harass them, and power to try the more serious traffic crimes as well as misdemeanors. The State Bar of Texas is advancing the cause of such traffic courts of record to the Legislature; Lubbock Safety interests should make their wishes in the matter known to their Legislative delegation. Aside from this statewide need, the Analysis points out several improvements in Lubbock traffic court operations which can be accomplished purely through local action. These include the administration of oaths to witnesses individually instead of collectively; the requirement that all hazardous traffic law violation charges --or if this is not Dossible all of tho mnrn r 92B JUL 161964 attendance by the prosecutor at traffic court conferences designed to improve his competence in applying the law to the end of accident -prevention; and imposition of jail sentences instead of mere fines in county courts for the offense of driving while license suspended. SCHOOL TRAFFIC SAFETY EDUCATION continued as one of the nations outstanding programs, rated at 95 per cent and again earning the National Safety Council Certificate of Achievement. This excellent program currently is being further augmented by activity aimed at better training of school patrol boys who protect lives of students at crossings near schools. PUBLIC TRAFFIC SAFETY EDUCATION continued strong, declining in rating slightly from 90 to 86 per cent. This decline is accounted for by slight decreases, in some areas, in support of the program by newspapers and television; radio support continued excellent; also some decline was noted in use of certain types of locally -produced printed items specially adapted to problems peculiarly local in nature. ORGANIZATION FOR TRAFFIC SAFETY IMPROVEMENT, rated at 78 per cent overall, presented several oppor- tunities to "take up slack" in the total community program and give it better overall management. Of the three major phases of community safety organization, the "government -action" phase was'rated at 57 per cent; the "civic action" phase headed by the Citizens' Traffic Council at 85 per cent; the "joint action" phase involving cooperation of government and civic elements at 70 per cent. The report, together with current information, suggests opportunity to substantially enhance the accident -prevention results of the Lubbock program through better basic overall management; clearer definition of goals and more insistent pursuit of them. It is noted that the city government's coordinating committee of officials has not met since March; it is strongly recommended that its monthly schedule of meetings be resumed. It is -suggested also that consideration be given to extending the civic leadership services of the Citizens' Traffic Council,on a cost basis, to the county -and to neighboring communities, whose drivers and pedestrians inevitably contribute to the attitudes and habits which underlie Lubbock's traffic problems. SUMMARY: Indecision contributed to Lubbock's traffic problems in 1963; decision can contribute to -their solutions-in•1964.- it is suggested -first of all that the concept of a community - wide program -of accident prevention be -more closely embraced and more vigorously advanced. Important steps. in. this- direction• during the- next• 12 months would be: 1. Resume -monthly -meetings -of -the -Coordinating Committee of Officials; through this Committee define -specific traffic improvement goals as clearly as possible and -work with civic interests through the Citizens' Traffic Council for their accomplishment.. 2. Continue and conclude the comprehensive transportation survey now under way. 3. Increase vehicle actuation of isolated traffic signals; pedestrian faces on existing signal systems; lighting of arterial streets up to recommended lumen standards. 4. Explore and correct the causes of the apparently Lax handling of persons charged with driver -intoxication. 5. Substantially increase the categories of hazardous -violation defendants required to answer their charges in court rather than being allowed to "pay off at the window." 6. Strongly recommend to Legislators of the Area action by the Texas Legislature to provide traffic courts of record, and the other statewide legislative objectives defined by the Texas Safety Association; a stronger driver license law, an increased highway patrol, and inclusion of driver education in the minimum foundation program. 9 JUL 16 1964 w 64-23-293-801 Motion by Councilman Simpson, seconded by Councilman Medlock, motion carried, Mayor Pro-tem Alderson and Councilmen Kastman, Simpson, and Medlock voting Yea, none voting Nay, that Ordinance No. 4480 be passed on first reading.
