To His Honor The Mayor and Members of the City Commission
Lubbock, Texas.
Gentlemen:
I have a house and lot located in Collegeview Addition, Lot 2, Block 1, which is the southwest
corner of 31st and College Avenue. This house has been rented for the past three years and is now
vacant. Because of the impending improvement of College Avenue this presents a problem to decide
what would be the most desirable course to follow.
I prefer to sell the property but do not believe a private owner would be interested in buying it
since there is the impending improvement of College Avenue. For this reason I would like to offer
this property for sale to the City at the present appraisal value set by experienced real estate
appraisers. I respectfully submit this proposal to the Mayor and members of the City Commission.
Thank you.
OT:jh
Yours sincerely,
Otis Taylor, Jr., M.D.
The City Council considered the request of Otis Taylor, Jr., M.D. as set out in the above letter.
It was unanimously agreed by the City Council to have this property appraised and reconsider it at
a later date.

Re: Wayne Putman d/b/a Putman Concrete
Gentlemen:
Upon advise that the application of Wayne Putman for water services to premises he occupies as a
tenant was not made clear to the Council as to the matter of securing the City's prorata requirements,
I am enclosing a thermo-fax copy of my original letter pertaining to this matter.
I do further respectfully petition that the City Council reconsider the application of Mr. Putman
for water service to his concrete plant at 50th Street and Utica Avenue upon the condition that the
City be adequately protected in the manner outlined in the enclosed letter. Please take note that
Mr. Putman will place a deposit equivalent to the prorata assessment. He can not pay the prorata,
as he is not the owner of the property. However, he will enter into a contract with the City which
would give the City the same protection as is now afforded under the prorata ordinance as it affects
landowners.

Encl.
Sincerely yours,
/s/ Thomas J. Griffith
The City Council considered the request as set out in the above letter wherein Putman's Concrete
Company requested water service without platting their property located at 50th Street and Utica
Avenue. Motion was made by Councilman Simpson, seconded by Councilman Alderson, motion carried,
Mayor Tidmore and Councilmen Alderson, Kastman, Simpson, and Medlock voting Yea, none voting Nay,
to authorize water service to be extended to the property occupied by Putman's Concrete Company,
at the Southeast corner of 50th Street and Utica Avenue, provided the required right-of-way for the
South side of 50th Street and the East side of Utica Avenue adjacent to this property is dedicated.
It being also required that the pro-rata water charge be paid on the property to which the service
is extended, with this pro-rata to be refunded upon receipt by the City of Lubbock of the pro-rata
payment from the land owner. Service is being hereby authorized without the property being required
to be platted. This water service to be taken by the property owner from Utica Avenue.
