1. Worthington Corporation's proposal was in agreement with the specifications. The following

which will provide for adequate maintenance and overhaul space.
b. The steam jet air ejector requires a minimum flow of 275 gpm.
c. The condensate pumps require 12' -0" submergence above the first stage impeller. They are
seven stage 1750 rpm pumps. All materials are satisfactory for the service.
d. The circulating water pumps require 10 feet submergence above impeller at run -out conditions.
The pumps are 585 rpm single stage pumps. All materials are,in accordance with the speci-

worthy of comment.
a. The condenser waterboxes are adequately designed. Cylindrical waterboxes were shown,
however Ingersoll-Rand stated they will furnish a flanged cover at no additional cost.
This has been confirmed by letter. Adequate manholes are provided in each waterbox for
tube cleaning and inspection. Ingersoll-Rand has six tube support sheets.
b. The steam jet air ejector requires a minimum flow of 120 gpm.
c. The condensate pumps require five feet minimum submergency above the first stage. They

worthy of comment.
a. The condenser waterboxes are adequately designed. The base price submitted by Foster
Wheeler included cylindrical waterboxes on each end; double flanged waterboxes were
included in the evaluation. Foster Wheeler has seven support plates in the condenser
for tubes. Adequate manholes are provided in each waterbox.
b. The steam jet air ejector requires a minimum flow of 120 gpm.
c. The condensate pumps require 10'-6" submergence above the first stage impeller. They are
six stage 1750 rpm pumps. All materials are in accordance with the specifications.
d. The circulating water pumps require 6'-5" of submergence at the run -out condition. They
are 585 rpm single stage pumps. All materials comply with the specifications.

following features are worthy of comment.
a. The condenser waterboxes are adequately designed. However, cylindrical waterboxes are
provided on both ends. Westinghouse has provided for five support plates in the condenser

c. The condensate pumps require 6'-1 3/4 " submergence above the first stage impeller.

We recommend purchase of the condenser and auxiliaries with tubes installed in the shop. Shop
installed tubes are prefered to reduce job site work load on an accelerated program such as this.
Also we feel quality control is better in a shop for this specialized operation.
On an evaluated basis we recommend purchase of Worthington Equipment from A. M. Lockett & Co.,
Ltd. for a total quoted price of $240,439.00 (two hundred forty thousand four hundred thirty-nine
dollars) Items I and Item II -A.

1. Babcock & Wilcox did not submit a proposal in accordance with the specifications. The variations
are as follows:
a. Boiler design is a two drum boiler with a non drainable superheater, both of which are in
conflict with the specifications.

d. Babcock & Wilcox has provided only one stairway. They have quoted $4510 additional for
the second set of stairways.
e. Equipment deliveries are later than those stipulated in the specifications -
Boiier Steel, October, 1964
Boiler Drum, November, 1964 II
f. Babcock & Wilcox boiler efficiency is based on 1% manufacturer's margin rather than 1.5%
as specified.
g. Based on information in the proposal, Babcock & Wilcox does not include seal air piping
between the F.D. Fan and the equipment requiring seal air. However, upon contacting A.M.
Lockett & Co., Ltd. they stated that this is included.
2. Combustion Engineering, Inc. proposes to supply a unit with the following major deviations from
the specifications.
a. Burners are located in the corners rather than in one wall.
b. The air heater is located above grade at the operating level rather than at grade.
c. Combustion Engineering boiler efficiency is based on 1% manufacturer's margin rather than
1.5% as specified.
3. Riley Stoker Company submitted in basic compliance with the specifications, some minor points
of consideration are pointed out in the "Proposal Section C" of the specifications.
a. In order to have one of the burner platforms at the right evaluation (30'above grade) it is
necessary that the boiler be raised 2'-0". This adds $1095.00 to the basic price of the
boiler on a delivered and erected basis.
b. The larger air preheater is not justified because of the additional operating problems
that will result, if full advantage of the larger air preheater is utilized. The colder
gas outlet temperature will require additional hot air recirculation to the fan inlet
to maintain proper metal temperatures in the air preheater elements to reduce the corrosion
from flue gases. The hot air recirculation offsets much of the savings that would be
accrued from the larger air heater.
c. Equipment shipments are later than those stipulated.
Boiler steel October, 1964, as required for
Completion of errection May 15, 1965.
It is emphasized that the boiler for this project is to be amortized and utilized fully over a
period of thirty (30) years. The initial costs of purchase and installation must, therefore, be
balanced not only against the costs of operation and maintenance based on information furnished
by the Bidders in proposal design data, but also from the potential saving in costs which can
result from specific and basic design features. Continued operating efficiency and reliability,
delay in start-up, failure of boiler components and outage of the boiler at a critical time can
represent considerable revenue to the Owner.
i
The specifications for the boiler were based on the optimum design to cover all facets of the proposed
installation, considering the location, the proposed operation, experience of Owner and others,
and taking into account recommendations of all major boiler vendors for this category. The
consensus was that a top supported, radiant type, one drum, drainable superheater arrangement would
represent the best overall design for the job.
A
It is considered that the features included in the specifications and covered in the proposals
by Combustion Engineering and Riley represent an investment potential greater than the difference
noted on the evaluation sheets.
Based on the above and the attached Evaluation Summation we recommend the purchase of the Riley
boiler offered by the Tennant Company for a price of eight hundred twenty four thousand six
hundred and forty eight dollars ($824,648.00). Also we recommend you take a six months option
on the erection price of one hundred eighty eight thousand nine hundred twenty dollars ($188,920.00).
Please contact us if you have any questions.

All pumps submitted are in accordance with the specifications. Ingersoll-Rand's and Pacific's
design are of the double cased diffuser design, while Byron Jackson's design is of the multiple
volute design.
Both designs have had excellent performance records and either design should provide for low
maintenance and long life at high efficiencies.
The following tabulation is a summary of the evaluation, based on the considerations outlined
in the specifications.
